Chambers located at 10500 Civic Center Drive. It Is the Intent to conclude the meeting by 10:00 p.m. unless
extended by the concurrence of the City Council. Agendas, minutes, and recordings of meetings can be

In response to the Governor's Executive Orders, the San Bernardino County Department of Public Health
requirements, and to ensure the health and safety of our residents by limiting contact that could spread the
COVID-19 virus, there will be no members of the public in attendance at the City Council/Fire District Meetings.
Members of the City Council/Fire District and staff may participate in this meeting via a teleconference. In place
of in -,person attendance, members of the public are encouraged to watch from the safety of their homes in one

Members of the City Council also sit as the Fire Board, Housing Successor Agency, Successor Agency, and
Public Finance Authority. This is the time and place for the general public to address the Fire Protection
District, Housing Successor Agency, Successor Agency, Public Financing Authority Board, and City Council on
any item listed or not listed on the agenda. State law prohibits the Fire Protection District, Housing Successor
Agency, Successor Agency, Public Financing Authority Board, and City Council from addressing any issue not previously
included on the Agenda. The Fire Protection District, Housing Successor Agency, Successor Agency, Public Financing
Authority Board, and City Council may receive testimony and set the matter for a subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed necessary by the Mayor,
depending upon the number of individuals desiring to speak. All communications are to be addressed directly to the
Fire Board, Agencies, Successor Agency, Authority Board, or City Council not to the members of the audience. This is a
professional business meeting and courtesy and decorum are expected. Please refrain from any debate between audience
and speaker, making loud noises, or engaging in any activity which might be disruptive to the decorum of the meeting.
The public communications period will not exceed one hour prior to the commencement of the business
portion of the agenda. During this one hour period, all those who wish to speak on a topic contained in the business
portion of the agenda will be given priority, and no further speaker cards for these business items (with the exception of
public hearing items) will be accepted once the business portion of the agenda commences. Any other public
communications which have not concluded during this one hour period may resume after the regular business portion of
the agenda has been completed.

discussion unless an item is removed by Council Member for discussion.

Agency, and Public Finance Authority, the City Council may act on the consent calendar for those bodies as part of a

The regular meetings of the Rancho Cucamonga Fire Protection District, Housing Successor Agency, Successor
Agency, Public Finance Authority and the City of Rancho Cucamonga City Council were held on December 16,
2020 in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California.
Mayor Michael called the meeting to order at 7:00 p.m.
Present were Council Members: Ryan Hutchison, Kristine Scott, Sam Spagnolo, Mayor Pro Tern Lynne Kennedy
and Mayor L. Dennis Michael.
Also present were: John Gillison, City Manager; James L. Markman, City Attorney via teleconference and Patricia
Bravo -Valdez, Deputy Director of City Clerk Services.
Mayor Pro Tem Kennedy led the Pledge of Allegiance.
Responding to the spread of the Coronavirus (COVID-19), and social distancing requirements, City Manager
Gillison announced that due to recent changes in the Governor's Executive Orders, the San Bernardino County
Department of Public Health requirements, and to ensure the health and safety of Rancho Cucamonga residents
by limiting contact that could spread the COVID-19 virus, there will be no members of the public in attendance at
the City Council/Fire District Meetings and in place of in person attendance, members of the public are encouraged
to watch from the safety of their homes live from the City's website or on RCTV-3.
He stated members of the public wishing to speak during public communication, or on a public hearing item will
need to dial in to (909)774-2751 to be added to the queue for comment. Additional information on the Coronavirus

Calendar Items E1 through E14, with the exception of pulled items E5 and E8 for further reporting and Council
Member Scott abstaining on item E3, due to her employment with Southern California Gas Company. Motion
carried, 5-0.
City Manager Gillison introduced item E5 and Jeff Benson, Management Analyst II, who provided a verbal report
on the proposed submission of an application under the Statewide Per Capita Grant Program. Management Analyst
Benson reported that the City of Rancho Cucamonga will receive $177,952 as part of the General Per Capita
Program, and $108,790 in additional funds as part of the Urban County per Capita program for cities and districts
in urbanized counties (a county with a population of 500,000 or more) providing park and recreation services within
jurisdictions of 200,000 or less in population.
City Manager Gillison introduced item E8 and Jason Welday, Director of Engineering Services/City Engineer, who
provided a verbal report on the proposed Multi -Use Community Trail Common Use Agreement Amendment No. 5
for the City's use of a portion of the San Bernardino County Flood Control (District) East Etiwanda Creek Channel
related to the construction of the San Sevaine Trail Project. City Engineer Welday reported that in 2015, the City
of Fontana applied and received two grants for the design and construction of the San Sevaine Trail Project, which
is primarily located within the City limits. He noted that the San Sevaine Trail Project proposes to construct a 1.25-
mile multi -use trail beginning at the trail entrance where the Pacific Electric Trail meets the existing Etiwanda Creek
Channel just east of the 1-15 Freeway in the City of Fontana. City Engineer Welday outlined that this new segment
will start at the Pacific Electric Trail in Fontana and extend through the City ending at Banyan Street. City Engineer
Welday concluded by stating that the trail segment will run north and south along the Etiwanda Creek Channel
and provide a healthy, scenic, and recreation alternative for pedestrians and bicyclists.
Mayor Pro Tern Kennedy noted that items E5 and E8 were pulled for additional reporting as it is important that City
residents are aware of how City funds are being used.
MOTION: Moved by Mayor Pro Tern Kennedy, seconded by Council Member Scott, to approve Consent Calendar

City Manager Gillison introduced item G1 and Lori Sassoon, Deputy City Manager, who shared introductory
comments and introduced Steven Berliner, Liebert Cassidy Whitmore (Representing the City) who provided a
PowerPoint presentation on the proposed Factfinding Report and consideration of options for resolving the Impasse
with the Rancho Cucamonga City Employees Association.
Mayor Michael introduced Mary LaPlante, Managing Labor Representative for City Employees Associates, who
presented via teleconference (Representing RCCEA) for item G1.
Mayor Michael introduced RCCEA President and Maintenance Supervisor Andy Miller who represented RCCEA
and spoke on the item presented and provided closing comments.

(Resident), Diego Diaz, Brianna Tavera and Mark Medina.
Mayor Michael closed the Administrative Hearing.
Council Discussion ensued regarding other city bargaining group negotiations (Teamsters and Executive
Management Group), equitable negotiations in salary increases, compensatory time off, City's contribution toward
medical premiums, financial impacts to the City's budget due to the COVID-19 Pandemic, unfortunate timing,
retroactive pay, organizational and employee value.
Council Member Hutchison thanked the 26 callers that called in support of the Rancho Cucamonga City Employees
Association and clarified that other City bargaining groups such as the Teamsters and Executive Management
Group received increases but were negotiated before the COVID-19 Pandemic.
City Manager Gillison confirmed that the two other City bargaining units are under two-year MOU's that were entered
into in 2019 and do not expire until June 2021.
Mayor Pro Tern Kennedy thanked RCCEA President, Andy Miller and callers that called in support of RCCEA.
Mayor Pro Tern Kennedy expressed how much she values day to day efforts and noted that although COVID-19
changed budgetary forecasting it has not changed the value of RCCEA and all City employees.
Council Member Scott thanked the callers that called in support of the Rancho Cucamonga City Employees
Association and shared her appreciation for City employees but noted the impacts of the COVID-19 Pandemic on
the City's budget.
Council Member Spagnolo expressed his appreciation of city staff, spoke on the difficulty of the decision for Council
and noted similar instances in the past such as the Great Depression and fall of the Redevelopment Agency.
Mayor Michael mentioned that he deeply cares for all bargaining groups, but the timing is unfortunate. Mayor
Michael noted that no employee is expendable, that all employees are highly valued and that he hopes the City is
in a better position in 2021-2022.
MOTION: Moved by Council Member Spagnolo, seconded by Mayor Pro Tern Kennedy, to adopt Resolution No.
2020-141, approving the implementation of the terms set forth in the city's last, best, and final offer to the Rancho
Cucamonga City Employees Association. Motion carried, 5-0.

Council discussion ensued on the timeline of the moratorium, recent stakeholder meetings with the Planning
Department, roadway patterns, traffic concerns, communication efforts, outdated development standards,
public safety, developing long-term planning and setting future guidelines.
Council Member Hutchison spoke on recent conversations he had with stakeholders and emphasized the
importance of engagements with stake holders to mitigate the impacts of the Moratorium. He would like the
conversations to persist between staff and stakeholders and gave his commitment to stay engaged.
Council Member Scott stated that she was hoping to see more collaborative solution -oriented conversations
between the industry and staff. She would like to see the process streamlined and encouraged the industry
to continue the conversation and bring solutions to the table to expedite the process.
Council Member Spagnolo spoke about roadway congestion in industrial areas on Hermosa Avenue and on
the importance of taking time to do things right now and develop standards to build smarter for the future.
Mayor Pro Tern Kennedy thanked City staff for the comprehensive staff report and industry stakeholders for
expressing their concerns and engagement. She noted that resident impacts must also be considered and
the "pause" button must be pressed to evaluate the impacts such as Air Quality issues, green house gas
emissions of idling trucks, fiscal infrastructure impacts, public safety due to Semi -Truck queuing and future
employment opportunities.
Mayor Michael thanked staff and industry stakeholders and encouraged stakeholders to partner and bring
solutions to expeditiously meet the June 30, 2021 deadline. He noted that it is not the intent of the City to
change land use but to look at the development codes and do things right for industry stakeholders and
residents alike.

SUBJECT: Consideration to Accept Grant Revenue in the Amount of $25,000
Awarded by the California Volunteers and California Office of Emergency
Services for the Listos California Grant Program.
RECOMMENDATION:
Staff recommends that the Fire Protection District Board accept grant revenue in the amount of
$25,000 awarded by California Volunteers and the California Office of Emergency Services
(CalOES) under the Listos California Grant Program.
BACKGROUND:
The Listos California Grant was launched in 2019 through legislation (AB 72) to establish a
statewide emergency preparedness campaign as a joint effort between California Volunteers and
CalOES to build resiliency in vulnerable communities at high risk for wildfires and other disasters.
The Listos California Grant was appropriated $50 million dollars, of which California Volunteers
distributed $30 million dollars to local disaster resilience programs. The Fire District's Community
Emergency Response Teams (CERT) fell within this category thus making the District eligible to
apply for a maximum of $25,000 in grant funds.
ANALYSIS:
The District applied for and was awarded $25,000 in grant funds to reimburse direct expenses
related to the ReadyRC programs, as well as increasing Rancho Cucamonga residents' ability
and understanding on how to prepare for, respond to and recover from emergencies and
disasters, whether natural or man-made.
These expenses include the Auxiliary Communication Services (ACS) - ham radio operators,
Community Emergency Response Team (CERT) Program, and ReadyRC Academy. Also
covered in the funding is community, volunteer, and staff training supplies, payment for volunteer
DOJ and FBI background checks, volunteer PPEs, emergency preparedness outreach supplies,
and personnel costs.
All programs and items fall in line with the goals and objectives of the Listos California Campaign
to increase emergency preparedness and disaster resiliency in the City of Rancho Cucamonga
through education about, awareness of, and response to natural and man-made disasters in our
community.

FISCAL IMPACT:
Staff requests that the Fire Board accept the grant and approve the following appropriation
necessary to receive the grant funds and budget the expenses:
3281000-4760 State Grant Fund $25,000
The District will be reimbursed from grant funds when invoices for the eligible expenses are
submitted to the grant administrator.

This action supports the City's vision to create an equitable, sustainable, and vibrant city, rich in
opportunity for all to thrive. By proactively addressing the need to increase emergency

RECOMMENDATION:
Staff recommends that the City Council approve the disposition to surplus city -owned police
bicycles. The bicycles are no longer needed as new ones have been procured.
BACKGROUND:
The Station has seven Cannondale Furio, four Trek, and two IBIS that were purchased in 2004
or earlier. In 2018, City Council approved the purchase of ten Specialized Chisel bicycles. Two of
the thirteen older bicycles will be kept for training purposes while the rest will be surplus.
ANALYSIS:
As the listed bicycles are no longer needed, staff is requesting the City Council provide
authorization to dispose of City property by declaring such items as surplus. Disposition of the
surplus bicycles would leave twelve bicycles at the main station for bicycle enforcement. Methods
of surplus are either to transfer to another department, trade it in, sale by bid or auction, sell as
scrap, donate or simply dispose of. See attachment for detailed list of items for surplus.

RECOMMENDATION:
Staff recommends the City Council adopt Resolution No. 2021-001 formalizing the City's
Commitment to Equitable and Inclusive Community Engagement.
BACKGROUND:
Historically, local governments have utilized traditional community engagement strategies and
have been limited in their effectiveness at reaching a broad and diverse group of community
members, especially engaging disadvantaged and nontraditional communities. Without equitable
and inclusive engagement, there is risk of making decisions that could have negative unintended
consequences on residents and communities, particularly vulnerable populations and under-
resourced communities. Effective community engagement is critical because the way the work is
done with communities can advance or hinder health.
The City of Rancho Cucamonga, through its Healthy RC initiative, has demonstrated a long-
standing commitment to innovative community partnerships and meaningful community
engagement, and is a nationally recognized leader among cities for its community empowerment
initiatives. Community stakeholders have been involved with identifying community health
priorities and have collaborated with the City in developing and implementing Healthy RC policies
and programs that address these priorities. From ordinances increasing access to healthy food
through nutrition and beverage standards and increasing available land for community gardens
and farmers markets, to mental health initiatives, and Complete Streets policies that encourage
active transportation, Rancho Cucamonga's approach to improving community health is
comprehensive and involves the entire community. This approach has cultivated a culture of
health, reducing health disparities and inequities, and engaging all community sectors in health
initiatives to achieve a collective impact to improve quality of life for all.
Although the City has a history of integrating community engagement into its core practices,
Rancho Cucamonga's City Council recognized the critical need to institutionalize meaningful
engagement strategies across all City departments. In December 2018, the Communications
Division was officially changed to the Community Affairs Network (CAN) to improve and centralize

the City's community engagement practices. Then, in February 2019, the City finalized a five-year
Strategic Communications Plan to help streamline community engagement initiatives and
facilitate effective community outreach efforts. In March 2019, the City Council further formalized
its commitment to inclusive community engagement by adopting the following goal: "Building off
the Strategic Communications Plan, develop a Community Engagement Policy with a health
equity framework to ensure Rancho Cucamonga's diverse community perspectives are included
in shaping City policies, practices, programs, and services." Most recently in August 2020, the
City of Rancho Cucamonga was recognized by the National Civic League with the prestigious All -
America City Award, an award that honored 10 communities across the country for their efforts in
enhancing health and well-being through civic engagement. The City was acknowledged for its
demonstration of inspirational and inclusive engagement practices and its ability to unite
community members to collectively and collaboratively solve our community's most pressing and
complex issues. City projects highlighted in the All -America City Award included, the Los Amigos
Park project, the Library's mental health efforts, Healthy RC initiatives, and the development and
outreach for the Etiwanda Heights Neighborhood and Conservation Plan. These multi -
departmental and citywide projects showcased the City's testament to inclusive, diverse, and
equitable engagement.
ANALYSIS:
In 2018, the San Bernardino County Department of Public Health released a competitive Request
for Proposals for organizations to develop and implement policies to improve health equity. The
City was selected and awarded $25,000 to develop a citywide Community Engagement Policy
with a Health Equity Framework, and in November 2018, the City Council approved the contract
with San Bernardino County. The City contracted with ChangeLab Solutions, a nonprofit
organization that offers technical assistance on legal and policy matters related to public health,
to assist with the development of the policy. ChangeLab Solutions works across the nation to
advance equitable laws and policies that ensure healthy lives for all, including policies related to
healthy schools, healthy neighborhoods, and health equity. They are an interdisciplinary team of
lawyers, planners, policy analysts, and other subject matter experts that work with neighborhoods,
cities, and states to create thriving communities.
To develop the framework of the policy and fulfill the grant obligations, Healthy RC held several
key informant interviews with Deputy City Managers and department heads that shed light on
organizational values and identified initial areas of opportunities to improve health through
meaningful community engagement. Subsequently, Healthy RC and ChangeLab Solutions, held
a workshop with over 30 City staff, with representation from each department, to further
understand staff's understanding of health equity, current engagement strategies, goals,
challenges, concerns, resources, and trainings needed for successful implementation of the
policy. Additional focus groups regarding community engagement values and priorities were
conducted with the Healthy RC Core Team, Healthy RC Evaluation Subcommittee, and the
Healthy RC Steering Committee. This work over the last 18 months engaging community partners
and City staff, was a critical phase in identifying community engagement priorities, values, and
best practices to be formally incorporated into the way the City does business.
As a subsequent phase to this work, staff recommends that the City Council formalizes their
commitment to equitable and inclusive community engagement through a resolution that
institutionalizes the priorities and values identified by City staff and community members. The
resolution reaffirms the City's commitment to equitable community engagement practices to

ensure all voices are a part of the decision -making process. An equitable, inclusive community
engagement approach to public decisions ensures that the people most affected and most
marginalized, especially those who have been historically left out of these conversations (i.e. low
income, communities of color, recent immigrants, non-native English speakers, etc.), have a say
in the decisions that affect their lives. Inclusive community engagement results in government
processes, practices, and decisions that are more responsive to community priorities, avoids
many unforeseen consequences, and creates relationships that hold Team RC accountable.
Effective community engagement can also lead to decisions that result in a more equitable
distribution of resources, services and neighborhood investments, which can lead to healthier and
more resilient communities. It is critical that the City continues to build trust and capacity in
community leaders, viewing them as vital partners in the work. With this approach, City officials,
leaders, and staff view themselves as conveners and stewards, and community members view
themselves as partners and change agents. Without their valuable input, the City acknowledges
that programs, policies and services alike often miss opportunities to advance health equity by
not involving the very communities that these programs, policies and services are designed to
serve.
The City of Rancho Cucamonga supports equitable community engagement as it prioritizes an
upstream approach to understand how social determinants of health such as education,
transportation, housing, race, sexual orientation, and different abilities shape an individual's
opportunity to lead a happy, healthy life. As part of its commitment, the City places a high value
on understanding and learning about the community's history, challenges, and victories.
Furthermore, equitable community engagement will prioritize the integration of locally generated
perspectives and strategies to ensure there is diverse representation and input from the
individuals and populations that make up our community. Rancho Cucamonga is a thriving city
that is becoming richer in its mix of ethnicities and cultures. This diversifying population growth
requires a commitment from government agencies, stakeholders, and communities to work
together to build a city that provides all Rancho Cucamonga residents the opportunity to be heard,
and ultimately achieve their full health potential.
In addition to outlining the City's commitment, values, and priorities to equitable and inclusive
community engagement, the resolution directs staff to implement these principles through the
development of an Administrative Policy to be adopted and overseen by the City Manager or his
designee. The goal of the policy will be to institutionalize and embed equitable and inclusive
community engagement practices within our culture and ensure that critical considerations about
health equity and the social determinants of health are consistently and meaningfully utilized. The
policy will lay the foundation for how we engage the community holistically to ensure health equity
is woven into the fabric of all City plans.

FORMALIZING THE CITY'S COMMITMENT TO EQUITABLE AND INCLUSIVE COMMUNITY ENGAGEMENT
WHEREAS, the City of Rancho Cucamonga, through its Healthy RC initiative, has demonstrated a
long-standing commitment to innovative community partnerships and is already a recognized leader
among cities that prioritize engaging with residents; and
WHEREAS, in February 2019, the City of Rancho Cucamonga finalized a five-year Strategic

WHEREAS, in March 2019, the City Council of the City of Rancho Cucamonga adopted the

WHEREAS, health equity is about attaining the highest level of health for everyone in our
community; and

WHEREAS, addressing health equity means seeking ways to remove barriers to achieving good
health, and creating opportunities to address the social determinants of health (i.e. education, income,
employment status, social support, neighborhood and built environment, gender, culture, race/ethnicity
etc.) by decreasing inequities that exist among certain population groups; and
WHEREAS, a focus on equity is essential to any community engagement process in order to
engage, serve, and improve outcomes for all community members, especially for priority neighborhoods
or populations that have a higher risk of experiencing health inequities than the rest of the community;
have a high percentage of structurally disadvantaged people; have been historically underserved and
deprived of investment; or have been identified as "disadvantaged communities" by the California
Environmental Protection Agency pursuant to Section 39711 of the California Health and Safety Code; and
WHEREAS, studies show that community engagement initiatives can have a positive impact on
health outcomes and health behaviors if they are effectively designed and implemented; and
WHEREAS, successfully engaging community members in governmental decision making can
foster connectedness, build public trust in government, increase residents' leadership capacity, and
improve government operations; and

WHEREAS, as the composition of Rancho Cucamonga's population continues to change, the City
needs to continually revisit and expand its community engagement efforts in order to ensure that growing
demographic groups are represented in governmental decision making and barriers that discourage

knowledge that are vital to developing policies, programs, projects, and services that meet their needs;
and

SUBJECT: CONFIRE Emergency Communication Nurse System (ECNS).
RECOMMENDATION:
Staff recommends the Fire Protection District Board receive and file a presentation introducing
the Emergency Communication Nurse System (ECNS) that is being launched as a 911 system
enhancement throughout most of San Bernardino County.
BACKGROUND:
Experts have known for a while that not every emergency call needs a lights -and -siren response.
Unfortunately, until recently there was not a proven system to determine, in advance, which calls
were emergencies, and which could be handled at a lower level. The International Academies of
Emergency Dispatch's (IAED) certified Emergency Communication Nurse System (ECNS) can
reduce demand on emergency services and emergency room visits by equipping dispatchers to
effectively address non -life -threatening situations. It efficiently integrates the power of the ECNS
Protocol with today's cutting -edge computer -aided dispatch (CAD) technologies. ECNS can
provide alternative care for low -acuity incidents, giving our EMS systems new options to care for
our patients. This system includes over 200 protocols to standardize clinical assessment, save
time, reduce costs, and improve patient care.
The overall ECNS progress is comprehensive, yet simple. First, a call comes into the
communication center and ProQA software is launched by the Emergency Medical Dispatcher
(EMD). If, after EMD questioning, the patient is assigned a pre -determined "low code", the call is
transferred to the Emergency Communication Nurse (ECN) desk. This desk is staffed by an
experienced, specially trained, and ECNS-certified Registered Nurse who uses LowCode
software, to assess the patient. After verifying there are no priority symptoms, additional
information is gathered such as medical conditions, medications, and allergies. An ECNS
symptom -based protocol is then selected and an additional assessment is conducted.
Based on the caller's answers, a Recommended Care Level is achieved, which includes tiered
response levels from "Send Emergency Services Now" to "Self -Care Instructions". From here, a
second -tier disposition is available, which is customer definable. This tier represents resources
available in the caller's community, e.g., urgent care centers, primary care physicians.
ANALYSIS:
Locally, this program has evolved through a cooperative effort of CONFIRE and the Emergency
Medical Care Committee (EMCC) which advices ICEMA. EMCC formed the EMD Ad Hoc
Committee which includes stakeholders from all levels of our emergency response system. Our

ECNS project managers worked diligently with pre -hospital EMS personnel to ensure integration
of fire and EMS transportation providers into this emerging technology. In addition, our partners
from the San Bernardino County Council of Governments, area hospitals, County Fire Chiefs
Association, Inland Counties Emergency Medical Agency, and private ambulances, collaborated
on the benefits to our residents and communities. All four San Bernardino area Emergency
Communications Centers (ECCs) were examined for their readiness and ability to immediately
implement the program. CONFIRE took the lead in implementing the program with the hope of
the remaining ECC's following suit.
The trial period for the ECNIS will continue to evolve over the next few months. The current
COVID-19 climate demands a priority implementation of ECNS, and it does not come without
challenges. To move forward swiftly, CONFIRE executed a contract with the Reno Emergency
Medical Agency (REMSA) to provide staffing for the program on an as needed basis. REMSA is
an experienced provider in this arena, and in 2015 was the first public safety emergency
communications center in the world to achieve Accredited Center of Excellence (ACE) status with
IAED's Emergency Communication Nurse System. This contractual relationship will also provide
for the CONFIRE Emergency Communication Nurses to learn from and partner with the REMSA
ECN team. During this timeframe, fire department nurses will start integrating into the system with
the goal of having a fully functional system at CONFIRE by July 1, 2021.
This innovative system will enable our providers to appropriately manage and support caller
access to an increasingly burdened health care system by better allocating resources to meet
their non -emergent, non -life -threatening health situations. It will also assist our dispatch centers,
ambulance services, and all EMS providers to optimize their resources and outcomes by sending,
when necessary, "the RIGHT service, to the RIGHT person, at the RIGHT time".
Additional information will be provided at the January 6, 2021 Fire Board meeting.
FISCAL IMPACT:
This program will be funded with CARES Act and CONFIRE JPA monies during the trial period.

The Emergency Communication Nurse (ECN)
• The ECN is an RN with acute care
and triage experience that is:
• EMD-Certified
• ECNS-Certified
• The ECN is housed within the
Emergency Communication Center.
How does ECNS work?
After a thorough telephonic assessment,
the ECN determines the patient's
Recommended Care Level (RCL):
• Emergency response (911) 4
• Emergency care as soon as possible
• Seek medical care within 1-4 hours
• Consult medical provider to review symptoms
• Consult regional poison control center
• See medical provider within 12 hours
• See medical provider within 1-3 days
• Routine appointment with provider
• Routine appointment with dentist
• Self-care/Home care instructions
• Other options

Point of Care (POC) and
Directory of Services
• Within each Recommended Care Level (RCL), there are several
Point of Care (POC) options. These are local resources which may
include:
• Emergency Departments
• Urgent Care Clinics
• Federally Qualified Health Care Facilities
• Primary Care Physician offices
• Dentist, OBGYN, Ophthalmologist
• Telehealth Providers
• Behavioral Health resources
• Based on local policy and resources, the nurse may provide
specific referrals, assist with appointments. This is called Directory
of Services coordination and the goals are to:
• Keep callers within their insurance network when possible
0 Schedule follow up calls if local policy directs this
ECNS Safety Net Features
• Initial ABC check and ongoing assessment.
• Declare
an
emergency
and send call back to
911 if a
life
-threatening
emergency is identified.
• Most acute conditions are ruled out first early in
the assessment.
• Ability to override the Recommended Care
Level (RCL) and determine the best Point of
Care (POC) and transportation mode.
• Self -care directions, including instruction to call
911 if symptoms worsen.
Educate the Community

Services
• Elected officials
• EMS leadership
• EMD management and frontline staff
• Community Outreach
• Each caller will be educated and
informed of the nurse triage process
when they meet criteria to be transferred.
