Responding to the apnaed of the Coronavinue (COV|D-10), and auoia| distancing requirements, City Manager GiUisun announced that due (o recent changes in the Governor's Executive Orders, the San Bernardino County Department ofPublic Health raquinamente, and to ensure the health and safety ofRancho Cucamonga residents by limiting contact that could spread the COV|D-1Avirus, there will bono members of the public in attendance at the City Council/Fire District Meetings and in place of in person attendance, members of the public are encouraged to watch from the safety of their homes live from the City's website or on RCTV-3. Presentation of Life Saving Citations by the Rancho Cucamonga Fire Protection District. Mayor Michael announced that due toCDV|D-1Qand social distancing requirements, the Life Saving Citations would be presented virtually to the Rancho Cucamonga Community Heroes,who were watching the presentation from the safety of their homes via RCTV-3. Mayor Michael recognized Rancho Cucamonga community heroes: James Little, Jennifer and Jolene Offutt, and Ben Asagai with a Life Saving Citation in recognition of their bravery and selfless heroism during ofiery traffic collision rollover incident that occurred on December 11, 2020. Fire Chief. Ivan Rojer, thanked the Community Heroes for their noble valor. C. PUBLIC COMMUNICATIONS Mayor Michael announced, due to COVID-1 9 and social distancing requirements,the Public Communications portion of the meeting will be conducted telephonically. Via phone oe||. Consideration to Approve Bi-Weekly Payroll in the Amount of$1,007,221.87 and Weekly Check Registers (Excluding Checks Issued to Southern California Gas Company) in the Amount of$6,982,785.65 Dated December 07, 2020 Through December 20, 2020. Authorization to Approve the Disposition of City-Owned Police Bicycles as Surplus. Mayor Michael pulled item E4 and asked City Manager Gillison to share additional details about the disposition of City owned Police bicycles as surplus. City Manager Gillison reported that Healthy RC is partnering with the Rancho Cucamonga Police Department to coordinate in refurbishing and distributing the surplus Police bicycles to the community. City Manager Gillison noted that it was an opportunity to give back to the community not just surplus and sell them. MOTION: Moved by Mayor Pro Tern Kennedy, seconded by Council Member Spagnolo, to approve Consent Calendar Items E1 through E4, with Council Member Scott abstaining on item E3, due to her employment with Southern California Gas Company. Motion carried, 5-0. F. CONSENT ORDINANCES None. G. ADMINISTRATIVE HEARING ITEM(S) None. H. ADVERTISED PUBLIC HEARING ITEM(S) - CITY/FIRE DISTRICT None. I. CITY MANAGERS STAFF REPORT(S) 11. Consideration of a Resolution Formalizing the City's Commitment to Equitable and Inclusive Community Engagement. (RESOLUTION NO. 2021-001) City Manager Gillison introduced item 11 and Jennifer Camacho-Curtis, Community Affairs Officer, who provided a PowerPoint presentation and reported on Formalizing the City's Commitment to Equitable and Inclusive Community Engagement. Mayor Pro Tern Kennedy thanked City staff for their initiative,specially during the COVID-19 Pandemic. She noted that the City's commitment to equitable and inclusive community engagement is reflective in Rancho Cucamonga being an "All America City." MOTION: Moved by Council Member Spagnolo, seconded by Council Member Scott, to adopt Resolution No. 2021-001, Formalizing the City's Commitment to Equitable and Inclusive Community Engagement. Motion carried unanimously, 5-0 12. CONFIRE Emergency Communication Nurse System (ECNS). City Manager Gillison introduced item 12 and Fire Chief Ivan Rojer, who provided a PowerPoint presentation and reported on the new CONFIRE Emergency Communication Nurse System (ECNS). Fire Chief Rojer outlined the efficiency and effectiveness of the innovative ECNS solution that will improve all the segments in the patient continuity of care and patient experience. He reported that with ECNS Low acuity(Alpha & Omega), callers may speak to a Registered Nurse(RN)to receive an assessment and guide the patient to the appropriate level of care, avoiding unnecessary responses and ambulance transports. Fire Chief Rojer noted that emergency resources would be dispatched if: An emergency response is required or the patient requests an ambulance, despite the provided recommended level of care. Lastly, Fire Chief Rojer shared the CONFIRE Emergency Communication Nurse System (ECNS) project timeline: Trial study from December 2020 through June 2021 with a goal to move towards a fully functioning system at CONFIRE by July 1, 2021. Fire Chief Rojer concluded by stating that he is proud to be an"early adopter"of the program, first in Southern California and that it is a huge step forward during the COVID-19 Pandemic. Council Member Spagnolo noted that this was excellent progress for the Rancho Cucamonga Fire Department. Mayor Pro Tern Kennedy stated that the CONFIRE Emergency Communication Nurse System (ECNS) is a truly vetted process and is looking forward to implementation. Mayor Michael congratulated the Rancho Cucamonga Fire Department and noted that the process came at an opportune time due to the COVID-19 Pandemic. J. COUNCIL BUSINESS J1. COUNCIL ANNOUNCEMENTS None. INTER-AGENCY UPDATES Mayor Michael announced that he recently attended a San Bernardino County Transportation Authority Board of Directors (SBCTA) meeting in which the Board of Directors approved an agreement for Management/Construction Management Services for an Emerging Technology Tunnel to Ontario International Airport. K. CITY ATTORNEY ITEMS City Attorney Markman announced the birth of Assistant City Attorney Nicholas Ghirelli's first-born child, Viviana Ghirelli. L. IDENTIFICATION OF ITEMS FOR NEXT MEETING M.
