A. Call to Order
The meeting of the Design Review Committee was held on May 4, 2021. The meeting was called to order by
David Eoff, Sr. Planner, at 7:00pm.
Design Review Committee members present: Francisco Oaxaca, Diane Williams, Mike Smith—Absent. David
Eoff, Senior Panner, conducting meeting in Mike's absence.
Staff Present: Mena Abdul-Ahad, Assistant Planner; Tabe van der Zwaag, Associate Planner.

David Eoff opened the public communication and, after noting there were no public comments, closed public
communications.
C. Consent Calendar
C1. Consideration to adopt Regular Meeting Minutes of April 20, 2021.

Staff presented the project to the Design Review Committee. The Committee stated that the project
was well designed and recommended that the project as proposed be forwarded to the Planning
Commission for final review. 2-0 Vote

Site Characteristics and Background:
The 5.2-acre project site is located at the southeast corner of Foothill Boulevard and Etiwanda
Avenue. The property is zoned Community Commercial (CC) District and is within the Foothill
Boulevard Overlay District (Subarea 4). The dimensions of the rectangular-shaped property are
approximately 330 feet north to south and 690 feet east to west. The site gently slopes from north
to south and is covered by low vegetation.
The existing Land Use, General Plan and Zoning Designations for the project site and adjacent
properties are as follows:

Project Design and Layout:
The project is comprised of two 4-story buildings. Building 1 is located at the westerly half of the
site and is oriented towards the site's Etiwanda Avenue and Foothill Boulevard frontage. Building
2 is on the site's easterly half and is oriented towards Foothill Boulevard. Both buildings are
wrapped around an interior courtyard and are separated by a central paseo running north to south.
A surface parking lot is proposed along the site's southern and eastern boundary, as well as an
underground parking structure underneath Building 2. The project will have a density of 50
dwelling units per acre, which meets the maximum permitted density in the Mixed Use (MU)
District.
Architecture:
Both buildings are designed in the Spanish architectural style. Design features such as arches,
towers, pergolas, fabric awnings, and an S-tile roof material that is consistent with the Spanish

architectural vernacular are applied throughout the two buildings. Building materials include
stucco, fabric, and fiber cement board that is meant to evoke the appearance of wood. These
building materials are carried to all elevations (360-degree architecture).
Large tower elements outset from the rest of the building plane featuring pitched roofs and arched
windows are placed along both corners of site's Foothill Boulevard frontage. These towers
emphasize verticality and provide a sense of architectural importance, especially at the
intersection of Foothill Boulevard and Etiwanda Avenue. Horizontal articulation along the building
plane as well as vertical articulation along the building's roofline breaks down the building massing
and creates architectural interest.
Unit Composition and Floor Plan:
There are 255 residential units proposed (180 one-bedroom units, 55 two-bedroom units, and 20
three-bedroom units), as well as 5 live-work units. All live-work apartments are one-bedroom
units, with a total of 2,455 square feet of commercial-ready space for all 5 units combined. The
residential and live/work units range from 731 to 1,568 square feet.
All commercial-ready (live-work) spaces are located on the project's first-story frontage along
Foothill Boulevard, at the northeast corner of Building 1 and the northwest corner of Building 2.
In order to emphasize the commercial nature of the commercial-ready spaces, floor to ceiling
storefront glass are incorporated along the entire first-story fagade of all live-work units.
Recreational Amenities:
Resident amenities include a business center, gym, a pool/spa, an open grass recreation area,
and a common fireplace. A central pedestrian paseo running north to south is also proposed
between the two buildings. This pedestrian paseo features various seating and patio furniture. A
publicly accessible pocket park is also proposed between the two buildings, towards the northerly
portion of the project site.
Fencing and Access
Interior access to the project, which includes access to all resident amenities, the central paseo,
and parking lots are controlled by various pedestrian and vehicular gates. The main pedestrian
gate is located immediately south of the proposed publicly accessible pocket park along the
northerly portion of the project site. Rolling gates on the project's two driveways from Etiwanda
Avenue and Foothill Boulevard are also proposed, controlling access to the residential parking lot
and the underground parking structure. A 6-foot high decorative block wall along the project's
southern and eastern boundary is also proposed.
Compliance with Development Standards:
As demonstrated in the table below, the project complies with each of the Development Code
requirements for the Mixed-Use (MU) Residential District. Projects within mixed-use districts are
permitted up to 75 percent reduction in the streetscape setbacks with no minimum building
separation requirements (beyond that required by the Building Code).

Parking:
The project is required to provide 524 parking spaces, 275 of which are required to be provided
in the form of a garage or carport. Required parking includes tenant and guest parking for the
residential portion of the development, as well as parking for the commercial ready units. The
2,455 square foot commercial space and the commercial ready units were parked at the
office/retail parking rate (1/250 gross square foot). The project is required to provide 1

garage/carport parking space for each 1 and 2-bedroom unit and 2 garage/carport spaces for
each 3-bedroom unit.
Based on the mix of uses, the project requires a total of 524 parking spaces, 280 of which are
required to be in a garage or carport. The project provides a total of 465 parking spaces, 265 of
which are in an underground parking garage. This results in a total deficiency of 59 parking
spaces, 15 of which are required to be covered. The applicant has filed a Minor Exception
Application (DRC2020-00441) to allow for a reduction in the number of allowed parking spaces,
as well as the number of parking spaces required to be in a garage/carport. The parking analysis
table below provides a breakdown of the required and providing parking spaces on-site.

Staff Recommendation: In order to better reflect the City's expectations for mixed-use districts
and to better align the project with the goals of the City Council's as it relates to the ongoing
General Plan update, staff recommends that the applicant incorporate at least 2,500 square-feet
of true commercial space (in lieu of the currently proposed live-work spaces) on the ground floor
of the project.
As previously discussed, the project proposes a total of 255 residential apartments and 5 live-
work units. Given that non-residential units comprise less than 2% of the project overall unit count,
staff is in the opinion that at least part of the non-residential units proposed (1%) be set aside
exclusively for commercial uses, in order to reasonably justify the site's Mixed-Use General Plan
designation. Converting at least 2,500 square feet of the existing proposed live-work units will

ensure that commercial uses will be incorporated on-site, and help produce a "destination"for the
surrounding neighborhood as well as the residents of the project itself, fulfilling an crucial
expectation for mixed-use developments.
Staff requests that the Design Review Committee consider the design (building architecture, site
planning, etc.) of the proposed project and recommend the selected action below to the Planning
Director/ Planning Commission:

request to subdivide a vacant 2-acre parcel into 6 lots for the development of 6 single-
family residences, a Minor Exception for increased wall height, and a Tree Removal Permit
to remove onsite trees for a site within the Low (L) Residential District.. APN: 0202-061-
32. Tentative Tract Map, Design Review, Minor Exception, and Tree Removal Permit.

Site Characteristics: The rectangular project site is approximately 350 feet (east to west)
and 250 feet (north to south). The existing grade is approximately 1,475 feet along the
north property line and 1,465 along the south property line, for a grade change of about
10 feet.
Vegetation includes native and non-native vegetation along with various trees scattered
on site. Street improvements along the project's frontage on Hellman Avenue have not
been constructed.
The existing Land Use, General Plan and Zoning Designations for the project site and
adjacent properties are as follows:

Protect Overview: The proposed Tentative Tract Map includes 6 numbered lots and 1
lettered lot. The lettered lot is for stormwater drainage and will be maintained by the
homeowner's association. All 6 lots fronts a cul-de-sac which will be constructed with the
proposed subdivision. This cul-de-sac will connect to an existing street, Billings Place.
As demonstrated on Table A of Sheet "T" on the project plans, all 6 lots complies with all
pertinent development standards such as lot area, lot width, lot depth and lot frontage, as
outlined in Table 17.36.010-1 of the Rancho Cucamonga Municipal Code (RCMC). The
project site is not within the Equestrian Overlay. Therefore, no equestrian trails are
proposed with the project.
House Product and Architecture
The project includes a Design Review (DRC2020-00195) for the residences on the 6 new
lots. As demonstrated in Table B on sheet "T" of the project plans, all proposed house
product meets all pertinent standards for single-family development within the Low (L)
Residential District, per RCMC Table 17.36.010-1.

Five (5) separate floor plans are proposed, along with six (6) different elevations featuring
variations in the Craftsman and Mission architectural styles. This exceeds the three (3)
different floor plans required, and two (2) varying types of elevations required per floor
plan as prescribed in RCMC Section 17.122.010.
The Development Code requires subdivisions of 5 or more lots to include a minimum of
25 percent of single-story plans. The project features a total of four(4) single-story homes
and two (2) two-story homes, exceeding this requirement.
Each floor plan and architectural variation includes wall and roof plane articulation and
carries the architectural design theme to each elevation (360-degree architecture). Each
plan includes design elements that emphasize the chosen architectural style including the
use of stucco or wood siding, exposed rafter tails, architecturally correct window and door
surrounds, window shutters, wrought iron accents, and tile roofs. The plans also include
the use of decorative garage and front entry doors that emphasize the architectural style.
Staff Recommendation: Staff requests that the Design Review Committee consider the
design (building architecture, site planning, etc.) of the proposed project and recommend
the selected action below to the Planning Director/ Planning Commission:
