II. NEW BUSINESS
A. Presentation of the Community Recreation Needs Assessment
Francie Palmer, Community Services Marketing Manager gave a PowerPoint presentation.
B. Presentation and Discussion Regarding Rest Stops Along the Pacific Electric Trail
Donna Finch, Management Analyst I and Walt Stickney, Associate Engineer shared locations of
existing and proposed rest stops along the trail.
The Committee discussed and considered the following points: Each rest stop would cost
approximately $4, 000-$5, 000 consisting of the following approximate costs:. Public works will
pour 17'X8' slabs, a total of 5 slabs for $8, 250. The installation of metal benches (not concrete)
for $1, 550 per bench and trash containers for $1,100 + $600 shipping was another noted cost.
Commissioner Munoz asked for a time frame for the completion of the improvements.
Mr. Stickney said quotes will have to be obtained from the vendors and they will be asked to fix
their quotes for a 2-year window.
Carol Douglass noted that horse waterers/tie ups are not noted on the plan and they should be

added to the map and additional costs.
Mr. Stickney noted that bike racks are not needed and therefore should be
removed from the
standard provisions.
Vicky Jones mentioned a need for pet stations.
Mr. Stickney said they could be added on a case by case basis and would not
be at all the stops.

NEEDS ASSESSMENT PURPOSE
*To conduct a Statistically Valid Survey that provides a
community's recreation needs, attitudes, opinions and behaviors.
-A formal Assessment provides one opportunity for data
collection in the first phase of the development of a Park and
Recreation Master Plan. It serves as one foundation for long
range planning initiatives, visioning out 10-15 years.
-The last time a Recreation Needs Assessment was conducted in
Rancho Cucamonga. was in 2000/2001.a,

PROJECT BACKGROUND & TIMELINE
•A Community Recreation Needs Assessment was identified
as a City Council Goal for the 2012/2013 Fiscal Year as the
first step in developing a Park & Recreation Master Plan.
-July, 2012 an internal multi -department project team was
formed, which included a subcommittee of two Park and
Recreation Commissioners.

Impact on Loss of RDA Funding
• For Rancho Cucamonga the elimination of redevelopment equates to
an annual loss of approximately $90 million in funding.
• RDA is currently the source of funding for the Lease for the RC Family
Sports Center
• The current Lease agreement, which has an annual cost of
approximately $360,000, expires in 2017.
• Prior to the expiration of the Lease the City will need to consider how to
provide recreation programming that is currently being provided at the
RC Family Sports Center.

Site Characteristics: The project site is an irregularly shaped vacant parcel with an overall area of
about 3.5 million square feet (80.8 acres). The site is approximately 1,900 feet deep (north to
south); because of its irregular shape, it is approximately 1,300 feet wide (east to west) at the north
property line and approximately 2,100 feet wide at the south property line. There is a "dog leg"
extension that is approximately 270 feet in width and 688 feet in length at the northwest corner of
the property that extends to Foothill Boulevard.
The project site was previously used by Ameron, a concrete pipe manufacturer located nearby at the
southwest corner of Etiwanda Avenue and Arrow Route, for outdoor storage (of, for example,
finished pipe segments). To the west of the project site are the Victoria Woods apartment complex
and a single-family residential subdivision. To the north is the San Sevaine Villas apartment
complex. To the east are single-family residences, a mobile home park, and some minor industrial
uses located within a portion of unincorporated San Bernardino County (Exhibit B-Ariel Map). To
the south are legal, non -conforming single-family residences, industrial uses (principally outdoor
storage), and several vacant parcels. Principal street frontage will be along Arrow Route with a
length of approximately 2,100 feet. Secondary street frontage will be along Foothill Boulevard with a
length of approximately 270 feet (at the north end of the aforementioned "dog leg"). A corridor
comprised of easements in favor of Southern California Edison (SCE) and Southern California Gas
Company (SCGC), and associated improvements such as transmission lines, are located parallel to
the west property line of the project site. The width of the easement for SCE is 250 feet while the
width of three (3) separate easements for SCGC is 110 feet (combined). This corridor is
approximately 22 acres in area. The "dog leg" portion of the property is entirely within this corridor.
Because of the presence of this utility corridor, the actual area of the project site that is available for
development is approximately 64 acres. The Etiwanda/San Sevaine flood control channel is located
parallel to the east property line of the project site.
The zoning of the majority of the site is Low Medium (LM) Residential District, Etiwanda Specific
Plan (South Overlay); the portion of the site that is within the utility corridor described above is zoned
Open Space (OS) District. The zoning of the properties to the west beyond the utility corridor are
Low (L), Low Medium (LM), and Medium (M) Residential Districts, Etiwanda Specific Plan (South
Overlay). The zoning of the property to the north is Medium (M) Residential District, Foothill
Boulevard Overlay Zoning District (Subarea 4). The zoning of the properties to the south is General
Industrial (GI) District. The subject property is generally level with an elevation at the north and
south sides of about 1,180 feet and 1,155 feet, respectively. There are no trails (Local or
Community) that link the project site to existing trails.

Design Parameters: The applicant proposes to construct a north -south segment of the Community
Trail within the aforementioned utility corridor per Figure CS-3 — Hiking and Riding Trails Master
Plan - of the General Plan in conjunction with subdivision of the property into 291 numbered lots for
a private (gated) single-family residential development. There will be an additional eleven (11)
lettered lots for an existing, unrelated Southern Gas Company facility (Lot A) and common areas as
follows: open space along the Arrow Route street frontage (Lots B — D); two private parks (Lots E
and F); pedestrian access pathways (Lots G and H), and private streets (Lot 1).
This Community Trail segment will extend the full distance between Foothill Boulevard and Arrow
Route. It will be located generally adjacent, and parallel, to the eastern limit of the utility corridor and
the rear property lines of proposed Lots 1 — 21, 138, 137, and 141 —146. The total length of the trail
will be about 2,700 feet. Per the General Plan, Arrow Route will be the south terminus of the trail,
i.e., the trail will not continue further south. At Foothill Boulevard the trail will eventually connect with
the trail segment that will be constructed by others in conjunction with future development on the
other side of that street. Two (2) pedestrian connections, with decorative features such as overhead
trellises, will link the subdivision to the Community Trail. These connections are located between
Lots 20 and 21, and Lots 1 and 137 (identified as Lots G and H, respectively).
Based on separate meetings with representatives of SCE and SCGC, as the trail will be located
within the overlapping easements of both utilities where infrastructure is present (SCE transmission
towers and lines above -ground and a SCGC pipeline below ground), the design of the trail will be
subject to their authority and restrictions. Trail -related improvements such as fences, light
standards, landscaping, etc. that are typically required for Community Trails may be very limited or
not present altogether along this segment of the Community Trail system. For example, trees that
could encroach into the clear area required around SCE's power lines while the roots of the trees
could damage SCGC's pipeline. Therefore, trees are not permitted within the corridor. Similarly,
fences would affect both utilities' maintenance vehicle access to their respective infrastructure and
are, therefore, prohibited. Potential expansion of either company's infrastructure could be affected
by semi -permanent improvements such as benches and light poles. Thus, these improvements are
also not permitted. Both SCE and SCGC will require that the applicant submit plans for their
respective review and approval.
Staff anticipates that the trail most likely will be limited to a pathway composed of decomposed
granite, a concrete mow strip to define its edges, and ground cover. Staff proposes planting trees
within the rear yard area of Lots 1 — 21, 138, 137, and 141 —146. This would offset the lack of trees
within the trail and would be located completely outside of the limits of the utility corridor. Trees
would be planted at a rate of two (2) trees per yard for a total of sixty-two (62) trees.
Staff Recommendation: Staff requests that the Trails Advisory Committee members review the
proposed Tentative Tract Map and recommend approval to the Planning Commission with the
following conditions:
1. The Community Trail and entry points at Arrow Route and Foothill. Boulevard shall be designed
and constructed per the City Standard for Community Trails to the satisfaction of the City
Engineer and Planning Manager. The design of the trail and associated improvements shall be
coordinated with, and are subject to the approval of, Southern California Edison and Southern
California Gas Company.

2. A copy of any comments and/or corrections in response to plans submitted to SCE and SCGC
shall be provided to the City for determination of alternate solutions, if necessary, and for the file
record.
3. Install two (2) trees within the rear yard area of Lots 1 — 21, 138, 137, and 141 — 146. The
species and minimum box size of these trees shall match the tree requirements described in the
City Standard applicable to Community Trails as established by the Engineering Department.
4. Landscaping planted along the trail shall be located on the east side of the trail pathway,
between the pathway and the perimeter wall of the subdivision.
5. A copy of the final design of the Community Trail shall be provided to the Planning Department
for the file record.

This letter is in response to your request for information to obtain a Consent Agreement.
You are required to submit a cover letter and plans for your request. Your plans will be
reviewed by Southern California Edison Company (SCE) upon receipt. Once the plans
have been reviewed, you will be advised of any necessary processing/review fees for
SCE's review of the plans and issuance of a Consent Agreement. The
processing/review fee requested will cover the cost of, including -but not limited to, the
Transmission Department Business Unit (TDBU) technical plan review and labor costs,
an evaluation of SCE's land rights, Real Properties (RP) Agent labor and transmission
line sag calculations. If anti -climbing guards are required they will be handled
separately.
Please be advised that the SCE plan review may result in restrictions imposed upon the
plans, including a denial of the request to approve the plans. Please note, if additional
and/or revised plans are required, each new set of plans or revisions will be treated like
a new request and possibly require an additional 6-8 weeks for processing. SCE's
review of the plans is designed to ensure that:
• The proposed use will not conflict with SCE's rights within the Right of Way,
• That the proposed development is compatible with the Right of Way,
• That the proposed development does not result in an interference with SCE's
ability to operate, inspect, access, and maintain its facilities, and
• That the proposed development does not impede on SCE's responsibility to
ensure the safety of the public and SCE employees.
If SCE approves the plans, a Consent Agreement will be issued that identifies any
conditions to which the development will be subject.
Unless agreed to in advance, all new requests must be accompanied by the following
(refer to the enclosed Constraints and Guidelines document for full details):

Transmission Line Right of Way Constraints and Guidelines
The primary purpose of SCE's Transmission Rights of Way (ROW) and Substations is to house SCE's electrical
system and related facilities. SCE is committed to ensuring it operates and maintains a safe and reliable
electric system, both, now and in the future.
The use of SCE's ROW is guided by California Public Utilities Commission regulations (General Order No. 69-
C), which define the need to protect utility system operations and provide guidance on overall uses of the
ROW, the types of agreements allowed, and related approval processes.
If you are proposing uses within SCE's ROW, please ensure that you contact SCE prior to developing your
plans. Any proposed uses must be compatible, low -intensity uses (i.e. green belts, bike and hiking trails, etc.)
that do not impose additional constraints on SCE's ability to maintain and operate its current facilities and
that do not interfere with any future operating facility needs.
The following are constraints and guidelines to assist in the development of your plans within SCE's
transmission ROW.
1. All projects are unique and will be reviewed on a case by case basis.
2. Buildings and other permanent structures, both, above ground and underground, are prohibited
within SCE's ROW. Examples of permanent structures are pipelines, concrete slabs, foundations,
vaults, decks, detention basins, pools, and anything else that is not portable and easily movable.
3. No parallel or longitudinal encroachments will be permitted. All improvements crossing in the ROW
must do so perpendicular to the centerline of the ROW.
4. Any proposed use(s) on SCE's ROW that are specifically prohibited in SCE's easement document will
be denied.
5. SCE's access to its ROW and facilities must be maintained 24/7 and cannot be encumbered in order
to ensure SCE's access for system operations, maintenance, and emergency response.
6. All proposed grading requires a clearance review. Costs for engineered conductor clearance reviews
required by SCE are to be paid for by the requestor.
7. All users of SCE's land shall be responsible for compliance with all applicable federal, state, county,
and local laws affecting use of SCE's land. The user must obtain all permits and other governmental
approvals required for the proposed use.
8. No plant species protected by federal or state law shall be planted within SCE's ROW.
9. All new trees and shrubs proposed on SCE's ROW shall be slow growing and not exceed 15 feet in
height.
10. No wetlands, other sensitive natural habitat, vegetation related natural plant areas, or environmental
mitigation on SCE's ROW will be permitted as it creates interference with SCE's ability to access its
facilities and to add future facilities.
11. Groundwater or storm water infiltration or recharge will not be allowed.
12. Flammable or combustible materials are not allowed to be used or stored on SCE's ROW.
13. SCE may require a third -party user to implement certain safety measures or mitigations as a
condition to approval of the third -party use. Users of SCE's ROW must adhere to minimum
grounding standards dictated by SCE.

14. Uses on SCE's ROW will not be approved if deemed unsafe. An example of an unsafe condition
includes (but is not limited to) instances where the proposed use may create levels of induced

on 12.93 acres of land in the Very Low Residential (VL) District of the North Etiwanda Specific Plan,
located on the west side of Wardman Bullock Road, south and east of Blue Sky Court - APN: 0226-081-

Design Parameters: The applicant is proposing to subdivide 12.93 acres of vacant land into 19 lots for
single-family residential development on the west side Wardman Bullock Road south of Blue Sky Court.
This site is in the Very Low Residential District of the North Etiwanda Specific Plan.
The lots in the tract will average approximately 25,000 square feet. The lot sizes range from 20,080
square feet to approximately 40,924 square feet. The applicant is not proposing any housing product at
this time. The trails generally travel north to south in this subdivision and are all located at the rear of the
lots.
The trails along the west tract boundary and the trail access for Lots 9 and 10 along the south boundary
are proposed to connect to the trail proposed for Tentative Tract Map 18741. An agreement still needs
to be negotiated to achieve this connection. The applicants are proposing to have two -rail PVC trail
fencing along the west and south tract boundaries. Although this is consistent with one of the City trail
fencing standards, it is not consistent with the project to the south which has proposed three -rail trail
fencing. The rear yards throughout the tract will have 6-foot high block walls.
The proposed community to the south (Tentative Tract Map 18741), will need to allow access to their trail
to allow riders and pedestrian access to the Community Trail on Wilson Avenue. If this is not allowed it
would detach this neighborhood from the community trail system in that access will need to be allowed at
the southwest corner of the tract so that all proposed lots will have access to the Community Trail. Both
parties have been in contact with each other but no agreement has been made.
Staff Comments: The following comments are intended to provide an outline for the Committee
discussion regarding this project.
Major Issues: The applicant worked hard with staff to follow the criteria outlined in the Development
Code and Trail Implementation Plan. The one major issue regarding this project at this time is the
access of the proposed project to the south to allow trail access to the Community Trail along Wilson
Avenue. A step through can be installed where the connection is granted to restrict vehicle traffic as this
is a concern for the applicant of Tentative Tract Map 18741.
Minor Issues: A minor issue that requires discussion is that the applicants to the south are proposing
three -rail PVC trail fencing and this applicant is proposing two -rail trail fencing along the west boundary.
For consistency both projects should be required to provide the same number of rails and follow the
same City standard. The Community Trail Standard allows for either design. Tentative Tract Map 18741
has already been to Trails Advisory Committee and recommended approval.
Policy Issues: No policy issues at this time.
Staff Recommendation: Staff requests that the Trails Advisory Committee members review the
proposed Tentative Tract Map and recommend approval to the Planning Commission with a
recommendation to have the applicant work with the applicant to the south to gain access to the trail that
leads to the Community Trail on Wilson Avenue and recommend that the applicant provide three -rail
fencing to be consistent with the project to the south.
Staff Planner: Steve Fowler
Action: The applicant Jonathan Curtis attended the meeting as the receiver of the project. Committee
member Carol Douglass posed questions about the location of the trails and the ability of the lots to
connect to the trail. The major and minor issues were addressed and the applicant agreed to provide
three -rail trail fencing along the west boundary for consistency with the proposed tract to the south and is
in discussion with the property owner to the south to obtain access to the trail system.
The committee recommended that the application move forward with the staff recommendations.
The meeting adjourned at 6:30 pm.

CURTIS - A request to subdivide three parcels into 19 single-family residential lots and two lettered lots
on 12.93 acres of land in the Very Low Residential (VL) District of the North Etiwanda Specific Plan,
located on the west side of Wardman Bullock Road, south and east of Blue Sky Court - APN: 0226-081-
15, 16 & 17.
Design Parameters: The applicant is proposing to subdivide 12.93 acres of vacant land into 19 lots for
single-family residential development on the west side Wardman Bullock Road south of Blue Sky Court.
This site is in the Very Low Residential District of the North Etiwanda Specific Plan.
The lots in the tract will average approximately 25,000 square feet. The lot sizes range from 20,080
square feet to approximately 40,924 square feet. The applicant is not proposing any housing product at
this time. The trails generally travel north to south in this subdivision and are all located at the rear of the
lots.
The trails along the west tract boundary and the trail access for Lots 9 and 10 along the south boundary
are proposed to connect to the trail proposed for Tentative Tract Map 18741. An agreement still needs
to be negotiated to achieve this connection. The applicants are proposing to have two -rail PVC trail
fencing along the west and south tract boundaries. Although this is consistent with one of the City trail
fencing standards, it is not consistent with the project to the south which has proposed three -rail trail
fencing. The rear yards throughout the tract will have 6-foot high block walls.
The proposed community to the south (Tentative Tract Map 18741), will need to allow access to their trail
to allow riders and pedestrian access to the Community Trail on Wilson Avenue. If this is not allowed it
would detach this neighborhood from the community trail system in that access will need to be allowed at
the southwest corner of the tract so that all proposed lots will have access to the Community Trail. Both
parties have been in contact with each other but no agreement has been made.
Staff Comments: The following comments are intended to provide an outline for the Committee
discussion regarding this project.
Major Issues: The applicant worked hard with staff to follow the criteria outlined iri the Development
Code and Trail Implementation Plan. The one major issue regarding this project at this time is the
access of the proposed project to the south to allow trail access to the Community Trail along Wilson
Avenue. A step through can be installed where the connection is granted to restrict vehicle traffic as this
is a concern for the applicant of Tentative Tract Map 18741.
Minor Issues: A minor issue that requires discussion is that the applicants to the south are proposing
three -rail PVC trail fencing and this applicant is proposing two -rail trail fencing along the west boundary.
For consistency both projects should be required to provide the same number of rails and follow the
same City standard. The Community Trail Standard allows for either design. Tentative Tract Map 18741
has already been to Trails Advisory Committee and recommended approval.
Policy Issues: No policy issues at this time.
Staff Recommendation: Staff requests that the Trails Advisory Committee members review the
proposed Tentative Tract Map and recommend approval to the Planning Commission with a
recommendation to have the applicant work with the applicant to the south to gain access to the trail that
leads to the Community Trail on Wilson Avenue and recommend that the applicant provide three -rail
fencing to be consistent with the project to the south.

district of the North Etiwanda Specific Plan, located at the northwest corner of Wilson Avenue and
Wardman Bullock Road - APN:0226-081-05 and 06.
Design Parameters: The applicant is proposing to subdivide 40.12 acres of vacant land into 53 lots for
single-family residential development at the northwest corner of Wilson Avenue and Wardmann Bullock
Road. This site is in the Very Low Residential District of the North Etiwanda Specific Plan.
The lots in the tract will average approximately 25,000 square feet. The lot sizes range from 20,000
square feet to approximately 40,000 square feet. The applicant is not proposing any housing product at
this time. The trails generally travel north and south in this subdivision and are all located at the rear of
the lots. Because of the grades, water bars will be installed to allow for the .5 percent pad area required
at the end of the north south trails leading into public right of ways. At the south ends of the trails where
the water bars are located the grade percentages north of the water bars range between 9.3 to 12
percent for approximately 100 feet which is consistent with the Rancho Cucamonga Trail Implementation
Plan.
The trails along the west and north tract boundary are proposed to be 21 feet wide for trail and
emergency access. The west and north side of the trail will have three rail PVC trail fencing and the rear
yards throughout the tract will have 6-foot high block walls. Trails along Wilson Avenue and Wardman
Bullock Road will be 15-feet wide with three rail PVC trail fencing along the street sides of the trail.
A proposed community to the north of the project will need to obtain access to this trail to allow riders
and pedestrian access to the Community Trail on Wilson Avenue. Both parties have been in contact with

BACKGROUND
The Trail Advisory Committee (TAC) reviewed the trail plans for the proposed Carrari Ranch Project,
the proposed development of 107 single-family lots within the Carrari Ranch Specific Plan area (342
acres), on August 12, 2009, November 17, 2009, and March 10, 2010 and provided comments to
the applicant. The applicant has revised/responded to one of those comments. The March. 10,
2010 TAC Action agenda is attached.
DESIGN PARAMETERS: The Carrari Ranch Specific Plan project area has a Regional Trail that
traverses the site generally running east west and is proposing to share a section of the Almond
Community Trail to improve an 800-foot section for a secondary access road. After the
March 10, 2010 TAC meeting the applicant amended the plans to address the following concerns.
Regional Trail:
The applicant proposes to install section of the Regional Trail that is only 12 feet wide from the
westerly tract boundary line to the easterly tract boundary line through the northerly end of the
developed area along the private road, Delphin Place. The TAC provided comments regarding the
off -site connections to the Regional Trail, driveway crossings, and the reduction of trail fencing.
Additionally, staff noted the substandard width of the trail (minimum 30 feet) and the need to
improve the Regional Trail to the property lines and not at the tract boundary. During the
March 10, 2010 meeting, the applicant expressed willingness to reduce any driveway approach that
crosses the Regional Trail to a 12 foot maximum, however, no change was made to the Specific
Plan limiting the driveway approach size or number of driveway crossings: The committee also
requested that the applicant provide details for the proposed trail fencing along the Regional Trail
and for the trail improvements from the tract boundary to the property line of the ownership area. No
new details were provided by the applicant. No changes have been made to the proposed Regional
Trail as part of this re -submittal.
Community Trail:
At the March 10, 2010 TAC meeting the committee provided feedback requesting the applicant to
clarify the crossing at the Almond Avenue and Gooseneck Road. The committee also requested that
the applicant update the drawing of the Thorpe Canyon/Almond Avenue extension culvert/bridge to
indicate the changes made to the drawing presented at that meeting. The applicant has revised the
plans for the proposed improvements.to the Thorpe Canyon culvert but did not address the crossing
of Gooseneck Road and Almond Avenue. The Draft Environmental Impact Report (DEIR)
Aesthetics/Light and Glare section (AES-2 Implementation of the project would degrade the visual
character/quality of the site and its surroundings0 evaluated the Thorpe Canyon crossing and
impacts associated with the project. The DEIR determined that the "community trail... (within the
Thorpe Canyon area) would be adversely affected by construction of the off -site emergency access
road and associated Thorpe Canyon culvert crossing." The DEIR found the impacts related to the
Thorpe Canyon as well as the proposed grading of the site to be a Significant and Unavoidable
Impact.

Major Issues:
Although the revised plans submitted for the TAC review addressed the Thorp Canyon
Crossing no additional comments were addressed with this revised submittal.
STAFF RECOMMENDATIONS: Staff recommends that the Trails Advisory Committee review the
proposed trail layout and forward a negative recommendation to the Planning Commission for denial
as it relates to the Tentative Tract Map. The Tentative Tract Map does not meet the intent of the
General Plan, Hillside Grading Standards, Hillside Grading Ordinance, Equestrian Overlay
requirement, Trail Implementation Plan, or the Land Development Review Design Guidelines.

Almond Trail for the proposed emergency secondary access road based on comments received at
the November 17, 2009, TAC meeting. The TAC provided comments to the applicant regarding the
visual impact to the Thorpe Canyon/Almond Avenue extension, modifying the City trail standards,
sharing the trail section for the secondary access, and equestrian safety with the proposed paving of
the trail. The applicant has revised the design to accommodate both the 26-foot emergency access
road and the 20-foot Community Trail.

1. The adjacent road/trail section should be revised to indicate the location of all improvements
including the proposed trail fencing. The note on the plans state that trail fencing will be

SITE CHARACTERISTICS: The project is generally located north of Reales Street avid west of
Archibald Avenue within the City of Rancho Cucarnonga's Sphere -of -Influence. The Carrara Ranch
project area is unimproved with dirt roads and easements that traverse the site. The site is
designated Open Space and Hillside Residential within the General Plan and will be pre -zoned as
part of the project, consistent with the General Plan designations. The .properties to the west and
east are designated Open Space and Hillside Residential with minimal improvements and scattered
single-family dwelling units. The property to the north is within the San Bernardino National Forest
boundary and the properties .to the south are developed with single-family residential zoned
Very Low Residential (.1 to 2 dwelling units per acre). The subject
Hillside Overlay District and has slopes in excess of 30 percent. property is within the

DESIGN PARAMETERS: The project includes the proposed development of 110 single-family lots
within the Carrari Ranch Specific Plan area (342 acres) and the annexation of approximately
670 acres of land. This project proposes to construct the Regional Trail through the project site and
pave an approximately 800-foot section of the Almond Trail for a secondary access road.
Regional Trail:
The Hiking and Riding Trails Master Plan (General Plan Exhibit III-13) shows a Regional Trail that
traverses the site generally running east to west and then heads south along the westerly property
line to the existing City limits south of the stream crossing. The trail then heads west across the
Southern California Edison easement. The existing location of the Regional Trail follows service
roads for the most part. The fire road terminates west of the subject project site, and the trail is lost
at this point. Because of the possible constraints with topography, grade, and future extension, of
the Regional Trail, it may be more appropriate to continue the Regional Trail along a U.S. Forest
Service Fire Control road generally west of the proposed tract boundary. Since the General Plan is
a policy document, the exact locations are typically determined as development occurs and ideal
trail locations are analyzed.
The applicant proposes to improve a 12-foot section of the Regional Trail from the westerly tract
boundary line to the easterly tract boundary line through the northerly end of the developed area
along the private road, Delphin Place. No improvements are proposed for the Regional Trail that
extends from the tract boundary to the east and west property line.

Community Trail:
The alignment of the secondary access road along an 800-foot portion of the Almond Trail.
The access road and trail will share the 26-foot wide right-of-way. The trail is proposed to be
paved rwith an all-weather material that will be approved by the Rancho Cucamonga Fire
District (RCFD). The trail is. proposed as a 6-foot decomposed granite shoulder/trail. No trail
fencing is proposed .between the paved access road and the trail within this section of the
Community Trail. Additional grade information will be provided at the Trail Advisory
Committee meeting.
2. The applicant proposes to install a bridge or culvert for a future Almond Street crossing of
Thorpe Canyon and grade the ultimate right-of-way for a residential collector street. Staff has
asked for a parkway community trail to be included on one side of Almond Street. The Trails
Advisory Committee (TAC) should consider whether a community trail along the street is
needed, in addition to an existing trail that crosses the bottom of this canyon, and if so, would
a 12-foot parkway trail without street trees suffice over the culvert or bridge. A vehicle gate
with side access, per Standard Drawing 1006, would be appropriate at the south end of the
emergency access road/private trail.
3. Consider requiring a concrete header between asphalt and decomposed granite and a
minimum width of 10 feet clear of any fencing.
Regional Trail:
1. The location of driveways that cross the regional trail and the proposed materials within the
driveway crossing. There is a potential to have of up to 11 driveways intersecting this section
of the trail. The Trails Advisory Committee should consider in its evaluation that
Tentative Tract Map SUBTT16925 has been designed with lots that fronton to Del phin Place,
which can create opportunities for driveway conflicts between horse riders and vehicles.
2. The TAC should review the design of the.Regional Trail as proposed. The proposed trail does
not meet the minimum 30 feet in width and may exceed the maximum grades permitted.
3. The TAC should consider whether the applicant should continue the trail improvements forthe
Regional Trail from the limits of the tract boundary extending both easterly and westerly to the
property line. The plans indicate that this is an existing section of the Regional Trail. There
are no improvements along this section of trail.
4. The TAC should consider realigning the location of the Regional Trail along the fire control
road. If the applicant is required to improve the trail in the location as indicated within the
Hiking and Riding Trails Master Plan (General Plan Exhibit I11-13), then the TAC should
consider requiring a "Step Through," per Standard Drawing 1007, at the Delphin Place gated
community entry instead of a man -gate.

Response No. L. This information is being prepared by the consulting firm
PACE and will be provided to the City shortly under separate cover for
review by the Trails Advisory Committee (TAC) prior to the November
17 TAC meeting.

Response No. 2: It is unclear which trail is being referenced. The City of
Rancho Cucamonga Hiking & Equestrian Riding Map does not identify a
north -south trail within the Carrari Ranch Specific Plan Area.
3. Concern with modifying City Trail Standards for an entire Project
including all of the existing trail improvements, versus limited areas
as in previous TAC reviews.
Response No. 3: The off -site Almond Trail will be 12 feet in width per the
TAC's request. The emergency access road shall be separated from the

When the Trails Advisory Committee (TAC) reviews the exhibits provided for their meeting on
March 10, please alert them the only thing that has changed since November is the off site
easement configuration on sheet 6. 1 am repeating most of the topics in my November 16, 2009,
memo that I think they should discuss:
Proposed 12-foot regional trail section continues to follow Standard Drawing 1002-B, which is
the bare minimum for a Community Trail. Most community trails are 20 feet wide, conforming to
Standard Drawing 1002-A along street frontages or Standard Drawing 1004 between lots. The
General Plan states (page III-159) regional multipurpose trails should be a minimum of 30 feet
wide and only offers credit toward park dedication requirements if they have an additional 15
feet of landscaping (page III-160).
2. The Traffic Section has asked that driveway and intersection Lines of Sight be plotted along the
proposed regional trail. At a minimum, when driveways cross trails the trail PVC fencing should
be held back 50 feet on both sides of drive approaches. This could mean no fencing at all on
ten lots (91, 94, 95, 97-100,105, 70 & 71) making a landscape buffer between the back of curb
and the 12-foot trail and even more desirable.
3. The 46-foot "Adjacent Road/Trail Section" on sheet 6 has been revised. Now the proposal is
to parallel the Community Trail, on the upstream side, with 2:1 slopes to daylight in an additional
slope easement, shown draining across the graded shoulder.
a. Developer shall obtain and record all necessary off site easements before the tentative
tract map is scheduled for Planning Commission review. This will include street rights -of -
way and the grading easement to install Almond Street across Thorpe Canyon from the San
Bernardino County Flood Control District and grading easements from properties on both
sides of Almond east of the canyon.
b. They propose to cross the existing Community Trail with asphalt at a 9.4% grade.
c. Does the TAC want PVC fencing between the trail and emergency access roadway?
d. It would have been nice if they had provided sheet 12 from the tentative tract plans, since it
is referenced on the two detail sheets. TAC may want to see Sections C/12, D/12 and J/12.
e. It would also be nice to see a section east of Thorpe Canyon.
4. The Specific Plan provides 5-foot level parkways on both sides of Delphin Place south of "A"
Street. TAC should decide if this is sufficient for pedestrians for the 1800 feet between the gated
entry and the regional trail.

A. TRAIL ABANDONMENT DRC2009-00848 -A request to abandon two portions of a trail that
lead from the trail onto Ranch Gate Road in the Very Low Residential District. The two
portions of the trail are between 5272 and 5278 Ranch Gate Road and one completely on
5340 Ranch Gate Road - APN: 1061-021-02; 1061-021-03, and 1061-031-04
STAFF COMMENTS: The application for the trail abandonment was submitted November 5, 2009
and originally came before the Trails Committee on January 13, 2010. At the Trails Advisory
Committee it was recommended for approval to the Planning Commission with the following
Condition:
1. Applicant is required to obtain the necessary permits and approvals from the San Bernardino
County Flood Control District to remove the gate at the north end of the trail and replace it
with a step -through for pedestrian and equestrian access. The applicant was not present to
answer questions.
At the November 10, 2010 Planning Commission meeting the application was continued to the
December 8, 2010 meeting so that staff could research the actual cost for the improvements
required by the San Bernardino County Flood Control District (SBCFCD) to improve the flood control
corridor to the north of these properties to allow for the vacation of the two trail spurs and still allow
two points of access to the trail behind the residences on Ranch Gate Road. Staff could not obtain
the information by the December 8, 2010 meeting so it was continued to an unspecified date.
Since that time staff has requested a list of items from the SBCFCD that would be required for the
use of the flood control corridor to connect the trail that runs north and south behind the residences
on the west side of Ranch Gate Road. The list is summarized from a letter dated May 26, 2011 as
follows:
1. Existing MOU, dated May 4, 1993 be amended by the District.
2. Proposed step -through access points to bring the trail segment up to standard.
3. Southern California Edison approval and easement is required.
4. The District requires chain link fencing or other approved barrier to be installed along the
west end of the Community Trail (due to liability concerns).
5. Bring existing, rough, rocky trail to Standard (re -grade and install DG dirt).
SBCFCD required the permit to be filed and improvements to the area to be completed for the use
of the corridor as a trail. The estimate for the cost of the improvements to the trail was determined
to be approximately $107,000. The residents were concerned that with the original deposit of
$10,000 this cost estimate is very substantial and ultimate costs could be even higher. This portion
of the corridor is planned to be part of the Community Trail in the future.
STAFF RECOMMENDATION: Staff recommends that the Trails Committee rescind their
recommendation to require the applicant to obtain the necessary permits and approvals from the
San Bernardino County Flood Control District to remove the gate at the north end of the trail and
replace it with a step -through for pedestrian and equestrian access. Staff also recommends
approval of the vacation of the two trail legs with the condition that the existing north/south trail be
restored and maintained in a usable condition.

SITE CHARACTERISTICS: The project area is a parcel of about 146,000 square feet (3.4 acres).
The overall dimensions of the site are approximately 442 feet (east to west) by approximately
331 feet (north to south). The site is vacant. There are several trees at the west and south sides of
the project site; low vegetation otherwise dominates the site. To the north, south, and west of the
project site are single-family residences. To the east are a single-family residence and an
operations facility for a telephone company. The zoning of the property and all surrounding
properties is Very Low (VL) Residential District, Etiwanda Specific Plan. The subject property is
generally level with a southeasterly slope; the elevations at the northwest and southeast corners are
approximately 1,462 feet and 1,448 feet, respectively. An east -west Community Trail bounds the
north perimeter of the project site. A north -south Local Feeder Trail bounds the west perimeter of
the project site. Both trails were constructed with the corresponding residential subdivisions to the
north (Tract 16116) and west (Tract 12870).
BACKGROUND: The applicant proposes to construct a standard Local Feeder Trail 'loop' to
connect to the trail system which will provide the future homeowners access to the City's trail
network (Exhibit B). Starting clockwise at the northeast corner of the project site, the loop will
connect directly to the aforementioned Community Trail that is located along the north perimeter of
the project site. The alignment of the loop will be north -south along the east perimeter of the project
site (east sides of Lots 2, 3, and 4). At the southeast corner of the project site the loop will 'turn'
west and continue along the south perimeter of the of the project site (south side of Lot 4). The loop
will then 'turn' northward at the common property line between Lots 4 and 5 and terminate at the
proposed extension of Arapaho Drive. All lots will have direct access to the feeder trail except Lot 1
which will have direct access to the Community Trail. At.the southeast corner of Lot 2 a 'turnaround'
will be provided to allow equestrian -related vehicles to enter and exit the feeder trail in a forward
direction.
ANALYSIS: The proposed subdivision is located in the Very Low (VL) Residential District, Etiwanda
Specific Plan, within the Equestrian Overlay District, which requires the development of Local
Feeder Trails (private equestrian easements). The average lot size for the proposed project is
25,835 square feet, which exceeds the Development Code's requirement of 20,000 square feet to
keep horses. Horse corral areas with the minimum 24 feet by 24 feet dimensions have been
provided and are shown on Sheet A1.02. Each corral is provides a minimum 70' buffer between the
nearest dwelling unit on adjacent properties as required by the Development Code.
The proposed feeder trail will comply with the minimum technical and construction standards. To
control access, at the intersection of the trail with Arapaho Road a widened entry, a gate, and a
walk-through will be constructed per City standard. Similarly, at the intersection of the trail with the
Community Trail a walk-through will be constructed per City standard (vehicle access onto the
Community Trail is not permitted). The horse corral locations are immediately adjacent to the
proposed trail that serves each. Along the side of, and parallel to, the trails will be a concrete swale
for drainage purposes; these swales will not be within the trail itself and will be within a separate 5'

wide easement (Exhibit C). Consistent with prior Trails Advisory Committee direction, a 6-foot high
block wall will be provided on both sides of the trail (instead of white PVC trail fencing).
Maior/Secondary Issues: The following broad design issues will be the focus of Committee
discussion regarding this project.
NONE
Policy Issues: The following items are a matter of policy and should be incorporated into the project
design without discussion.
1. The depth of the concrete swales shall not exceed 6-inches.
2. A culvert shall be provided where water must be conveyed from one side of the trail to the other
side, i.e. at the concrete swale/trail intersections located at the southwest and southeast corners
of Lot 4.
3. The slope along the west side of the trail on the west side of Lot 4 shall be landscaped with
ground cover for erosion control; the use of decomposed granite on the slope is not permitted.
RECOMMENDATIONS: Staff requests that the Trails Advisory Committee review the proposed trail
layout and provide input and direction.

BACKGROUND:
A. Trail Priorities: The City's Trails Implementation Plan adopted in 1991 sets forth trail
improvement priorities which are to be reviewed each year to adjust priority based upon
urgency, availability of funding, and revised cost estimates. In 2010, following receipt of
priority comments from the Alta Loma Riding Club (ALRC), the Engineering Department
proposed a multiyear priority list which was approved (Exhibit A). Because of favorable
construction bidding, many projects were completed prior to the review of the 2010 list.
After the Trails Advisory Committee met on October 13, 2010, the recommendations were
considered by the Engineering Department and their recommendations were forwarded
back to the Trails Committee. The Trails Committee reported on their action for the
consideration of the Parks and Recreation Commission then subsequently to the Planning
Commission. The Planning Commission's action was then forwarded to the City Council
as part of the City Engineer's Annual Budget recommendations. However because of
budget constraints no Projects were funded in the 2011-2012 City Budget.
The previous recommended priorities appear valid with one recommended addition. In
2011 a resident of Whirlaway Street near Archibald Avenue requested that a continuation
of the Archibald Community Trail from the existing trail at the northern portion of the lot on
Norbrook should be extended north to the north end of the lot at Carrari Street. This
section on the west side of Archibald Avenue would then complete the Archibald
Community Trail connection to the lower Almond Community Trail parallel to Carrari
Street. The requested addition would be very beneficial from a public safety stand point
and from a maintenance cost reduction aspect (by removing City Maintained
Landscaping).
B. Funding: Trail projects are generally funded as Capital Improvement Projects.
RECOMMENDATION: Staff recommends forwarding the proposed trail priorities as modified to
the Parks and Recreation Commission and subsequently forward to the Planning Commission,
the City Engineer, and City Council as part of the 2012-2013 budget process.

1. Banyan Street from Hellman Avenue to Amethyst Street — Trail on the north side.
Completed December 2009.
2. Pacific Electric Trail Phase IV from Grove Avenue to Amethyst Street — Construction started
back in September 2009 and by early 2010 was substantially complete and open to the
public. Note, the old railroad bridge was removed in July 2010 and this section of the trail
closed. However, the construction of the new pedestrian bridge over Foothill Boulevard
started in October 2010 with completion expected by mid summer 2011.
3. Wilson Avenue from Carnelian to existing trail west of Buckthorn — Completed May 2010.
4. Beryl Street from north of Banyan Street up to Wilson Avenue — Trail on the east side.
Completed May 2010.
5. Banyan Street from Beryl Street to Hellman Avenue — Trail on the north side and
continuation of Trail No. 1 listed above. Completed July 2010.
6. Wilson Avenue from Amethyst Street to Morning Canyon — Trail fencing for the existing trail
on the south side of the street. Completed July 2010.

SITE CHARACTERISTICS: The 8.9 acre project site is located on the west side of Etiwanda Avenue
and north of the 210 freeway and is approved for a 12 lot subdivision (SUBTT16867 — approved
January 25, 2006). The site is located within the Very Low Development District of the Etiwanda
Specific Plan and within the Equestrian Overlay District. The site drains roughly north to south and is
bordered by single-family residences to the north, east and west and by the 210 freeway to the south.
Street improvements and the 210 freeway sound wall have been completed. Each lot, except for Lot
12, will have direct access to a private equestrian trail.
The tract map was approved with a 15-foot wide private equestrian trail along the west property line of
Lot 1, a 20-foot wide private equestrian trail along the south property line of Lots 1 through 11 and a 25-
foot wide private equestrian trail which transitions to a 15-foot wide community trail along the east
property line of Lot 11. With the development of the site, there will be back-to-back 15-foot wide private
equestrian trails adjacent to Lot 1.
BACKGROUND: Staff can find no record of approved Tentative Tract Map SUBTT16867 ever having
been reviewed by the Trails Advisory Committee.
ANALYSIS: The two unresolved issues are the location of the corral areas and the materials used for
wall and fences adjacent to the private equestrian trails. The applicant proposes separating the corrals
from the private equestrian easement with a 2:1 slope and placing a 6-foot high metal fence along the
trail easement.
The approved tentative tract map shows the corral areas adjacent to the equestrian trail and a solid
block wall along the trail easement. The Trails Advisory Committee has a stated preference of locating
corrals adjacent to the trail easement for easier access and maintenance of the corrals. The Design
Review Committee has informed staff that they require a 6-foot high decorative block wall along private
equestrian trails on all projects. A second issue regarding the trail fencing is whether equestrian trail
fencing should be provided to separate the two 15-foot wide trail easements adjacent to Lot 1 (also
shown on the approved tentative tract map). Staff feels that the trail fencing is necessary to delineate
the boundaries of the two trails.
The applicant has informed staff that they feel that the proposed corral locations are superior in that
they provide the homeowner's that do not keep horses with a larger rear yard area that is undivided by a
2:1 slope or retaining wall. Additionally, they feel that a block wall along the equestrian trail is
unnecessary due to the 14-foot high sound wall that is on the opposite side of the trail.
RECOMMENDATION: Staff recommends that the Trails Advisory Committee provide input to the
Design Review Committee as to their preference regarding the location of the corral areas and of type
of walls/fences along the trail easement.

Action: The Trails Advisory Committee recommended approval of the project with the
following changes.
The drainage facility adjacent to the equestrian trail shall have a maximum depth of 4
inches and a width of 4 feet.
2. The applicant shall provide a detail of the equestrian trail drainage facility where it
transitions from a 4-foot wide open V-ditch to an underground drainage pipe. The
area surrounding this point of transition shall be protected to prevent injury to
pedestrians and horses using the trail.
3. The property line wall adjacent to the equestrian trail shall be on the homeowner's
backyard side of the drainage facility.
4. The rear property line walls shall have decorative pilasters at the corners of each lot
and on either side of the access gates. All walls shall use tan colored block with
decorative caps. The decorative caps shall be wider than the block used to construct
the walls. Split faced surfaces shall be on the pubic (trails and streets) viewable side
of all walls.
5. The trail access gates shall have a view obscuring backing.
6. The gates and equestrian step -troughs at the ends of the private feeder trails shall be
constructed per Engineering Department Standard Drawing 1006-C. Adjust all Trail
Easements on the Tract Map to conform to this standard.
7. Provide a detail of the manhole cover that is in the middle of the Community Trail
adjacent to Lot 7 of Tract Map 18708. The manhole cover should either be rubberized
or be imbedded with decomposed granite.

SITE CHARACTERISTICS: The 45.23 acre project site is located on the south side of
Banyan Street and approximately 1,220 feet east of East Avenue and is made up of two
approved Tract Maps for a total of 63 lots (SUBTT17651 — 56 lots on 40 acres and
SUBTT18708 — 7 lots on 5 acres). The site is located within the Very Low Development
District of the Etiwanda Specific Plan and within the Equestrian Overlay District. The site
drains roughly north to south and is bordered by sparsely developed lots and a Eucalyptus
windrow to the west, by a vacant lot to the south that is in the process of being subdivided
for residential purposes (SUBTT18122) and by San Bernardino flood control land to the
west.
BACKGROUND: The Trails Advisory Committee (TAC) reviewed the project on
July 12, 2006 (SUBTT17651) and on August 13, 2008 (SUBTT18708). The TAC approved
the trail layouts for each Tract Map, though, in the reports, staff recommended that the
Committee review the final grade percentages and construction details. The Applicant is
now in the process of seeking approval of the house product and final grading for both
tracts. Staff is bringing the final trail designs to the TAC for review.
ANALYSIS: The approved tracts have a Community Trail running along the perimeter of
the site (north, south, east, and west), with each residence either backing up to a 20-foot
wide Community Trail or a 15-foot wide Local Feeder Trail. The project has been designed
to meet all of the technical requirements for trails, including trail widths, grading, and trail
fencing.
The only unresolved issue is the type of fencing to be used along the Local Feeder Trails.
It has been City policy to require decorative solid block walls with metal gates along the
trails. The applicant has proposed 2-foot high solid walls topped with 4-foot high tubular
steel fencing along with tubular steel gates (Landscape Plan page L7). Staff has informed
the applicant that the Committee may consider a combination 3-foot high block wall topped
by 3-foot tube metal fencing with pilasters (pilasters.to be located at property corners and
at gate opening). Additionally, the tubular steel fencing and gate should be constructed to
City'standards (Engineering Department Standard Drawing 608).
RECOMMENDATIONS: Staff recommends that the Trails Advisory Committee approve
the trail design as presented and give staff direction on the type of fencing along the Local
Feeder Trails that would be acceptable.

NEW BUSINESS
A. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT17651 — TAVA
DEVELOPMENT COMPANY - A request to subdivide 41 undeveloped acres of land into 56
single-family lots in the Very Low Residential District (.1 to 2 dwelling units per acre), located
south of Banyan Street and east of East Avenue - APN: 225-191-12. Related Files: Tree
Removal Permit DRC2006-00174
SITE CHARACTERISTICS: The 41 acre site is predominantly sparse vegetation and mature
Eucalyptus trees. The project site drains to the southeast. To the north, south, east, and
west are vacant parcels. To the northwest is the Summit Intermediate School. All properties
to the north, south, east and west are zoned Very Low Residential (.1-2 dwelling units per
acre).
BACKGROUND: This tract was originally reviewed by the Trails Advisory Committee on April
12, 2006. The Committee recommended approval subject to approval of a trail fencing plan
prior to any houses being approved. Subsequently, the subdivision layout has been
significantly redesigned in order to accommodate potential future development to the east.
Street 'A' has been shifted to the east tract boundary and it's "dogleg" eliminated in favor of a
cul-de-sac. The cul-de-sac lot layouts have also been modified which, when combined with
the deletion of the "dogleg" in Street 'A', improves horse keeping by eliminating the
problematic rear yard -to -side yard lot relationships that create challenges in complying with
the 70-foot horse setback.
ANALYSIS: The proposed subdivision is located in the Very Low Residential District within
the Equestrian Overlay District, which requires the development of Local Feeder Trails
(private equestrian easements) on a minimum average lot size of 22,500 square feet. The
average lot size proposed for the project is 25,039 square feet, hence, lot sizes are large
enough for horse keeping.
The local equestrian system provides access to the rear (or side) of the lot from the Local
Feeder Trail and access for trail riders from the local trail to the Community Trail. This
provides a convenient path of travel for short Local Trail rides.
The trail system is designed with local 15-foot Local Feeder Trails that connect the rear of
each lot to the proposed 20-foot Community Trail that runs along Banyan Street, on the west
side of proposed street "E Street", and on proposed "F street" to the south. All interior, local
trails will have a 6-foot high tubular steel fencing.
The project has been designed to meet all of the technical requirements for trails. Where
applicable, 45-degree corner cut-offs have been provided at all corners. All future corrals (24
feet by 24 feet) have been placed 70 feet or greater from future dwelling units on adjacent
lots.
RECOMMENDATIONS: Staff recommends that the Trails Committee review the proposed
trail layout, and provide input and direction on the following issues:
1. Provide City Standard "Unauthorized Vehicles Prohibited" signs at each street trail
connection. The minimum dimension between the wood posts for a step -through
detail is 18 inches clear minimum between posts and maximum 14 inches above

grade. Also, the spacing of the step -through posts is from the centerline of the
opening in all cases. Refer to either Standard Plan Drawing #1007 — Community
Trail, or Standard Plan Drawing #1006-B for detail on the transition.
2. A detailed plan indicating trail widths, maximum slopes, physical conditions,
fencing, and weed control, in accordance with City Master Trail drawings, shall be
submitted for City Trails Coordinator review and approval prior to approval and
recordation of the Final Tract Map and prior to approval of street improvement and
grading plans. Developer shall upgrade and construct all trails, including fencing
and drainage devices, in conjunction with street improvements.
a. Local Feeder Trails (i.e., private equestrian easements) shall, at a minimum,
be fenced with two -rail, 4-inch PVC fence to define both sides of the
easement; in accordance with city standard drawing 1010-A; however,
developer may be required to upgrade to an alternate fence material.
b. Local Feeder Trail entrances shall also provide access at all street
connections accept Banyan Street for service vehicles, such as veterinarians
or hay deliveries, including a 12-foot minimum drive approach. Entrance
shall be gated provided that equestrian access is maintained through step-
throughs.
C. Local Feeder Trail grades shall not exceed 0.5 percent at the downstream
end of a trail for a distance of 25 feet behind the public right-of-way line to
prohibit trail debris from reaching the street. Drainage devices may be
required by the Building Official
d. For single family residential development within the Equestrian/Rural Overlay
District, at least one model home shall be provided with a constructed 24-foot
by 24-foot corral with appropriate fencing.
3. All trail surfacing shall be of decomposed granite with 4 inch minimum base.
Remove rocks and debris and grade surface smooth. The decomposed granite
shall be the complete width of the trail up to the property boundary. No gaps
allowing weeds to grow shall be allowed.
4. Where trail gradient exceeds 4 percent, water bars are required and shall be
reviewed and approved by the Trails Advisory Committee.
5. Trail grade percentages and construction details concerning v-gutters and swales
has not been provided. Said details need to be reviewed and approved by the
Trails Advisory Committee.

ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT18708 —
TAVA DEVELOPMENT COMPANY - A request to subdivide 5.02 gross acres of land into
7 lots in the Very Low Residential District (less than 2 dwelling units per acre), located east of
East Avenue and on the south side of Banyan Street and within the Etiwanda Specific Plan -
APN: 0226-102-02.
SITE CHARACTERISTICS: The 5.02-acre site is predominated by sparse native vegetation
and drains roughly from north to south. The same developer has an approved 56-lot
subdivision (SUBTT17651) to the east, and the site will share a street with that development.
There are vacant lots to the north and south and San Bernardino Flood Control property to
the east. The properties to the north, south, and west are zoned Very Low Residential (VL)
(.1-2 dwelling units per acre). The property to the east is zoned Open Space (OP).
BACKGROUND: The applicant proposes a Local Feeder Trail that will run along the south
and east property lines of the proposed 7-lot subdivision. The proposed trail will provide the
future homeowners access to the Community Trail that is planned to run along the north
property line of the proposed subdivision to the southwest and along the west property line of
the approved subdivision to the west. The Equestrian Trail Master Plan (General Plan
Exhibit III-13) shows a Community Trail along the south property line of the subject site which
is planned to continue east to cross the San Bernardino County Flood Control District
(SBCFCD) channel with a bridge and connect to an existing trail on the east side of the
SBCFCD property.
ANALYSIS: The proposed subdivision is located in the Very Low Residential District within
the Equestrian Overlay District, which requires the development of Local Feeder Trails
(private equestrian easements). The average lot size for the proposed project is
29,412 square feet, which exceeds the Development Code's requirement of 20,000 square
feet to keep horses.
The local equestrian system provides access to the rear (or side) of the lot from the Local
Feeder Trail and access for trail riders from the Local Trail to the Community Trail. This
provides a convenient path of travel for short Local Trail rides.
The proposed trail system was designed with a 15-foot Local Feeder Trail that will connect
the rear yard of each lot and run along the east and south property lines of the site and
connect with a proposed 20-foot Community Trail. This Community Trail will eventually
connect to the Community Trail that will run along the south side of Banyan Street.
Additionally, when the lot to the north of the site is developed, the proposed Local Feeder
Trail will be extended to directly connect to the Banyan Street Community Trail.
The applicant is requesting that the proposed Community Trail end at their west property line
and transition into a Local Feeder Trail. They feel that it is highly unlikely that the proposed
Community Trail will ever be built across the flood control property and that when all the
adjacent parcels are developed, that the future homeowners with have easy access to the
Community Trail system. An additional issue is that the Cucamonga Valley Water District is
requiring a manhole cover to be located within their Local Feeder Trail. They are proposing to
add a layer of decomposed granite to the manhole cover to make it indistinguishable from the
surrounding trial.

Staff has informed the applicant that they will be required to construct a corner cutoff at the
southeast corner of Lot 7 in order for equestrian service vehicles to access the rear of each
lot. Additionally, they will need to provide a vehicle turn around at the rear of Lot 1 where
the trail dead ends into the undeveloped lot to the north. The applicant has stated that they
are agreeable to each of these conditions.
RECOMMENDATIONS: Staff recommends that the Trails Advisory Committee review the
proposed trail layout and provide input and direction on the following issues:
Whether it is acceptable for the proposed Community Trail to end at the west
property line of the applicant's site or whether the applicant should continue the trail
along their south property line to dead end into their east property line. The applicant
would rather have the narrower Local Feeder Trail run along their south property line
in order to give the future developer of Lot 7 more flexibility in the ultimate layout of
the home on that lot. If the Committee agrees that changing the Equestrian Trail
Master Plan map is appropriate, the map will be modified to reflect the change with
the General Plan update which is currently underway.
2. Whether it is acceptable to have a manhole cover within the trail.
3. That a vehicle cutoff be provided at the southwest corner of Lot 7 and that a vehicle
turnaround be provided at the rear of Lot 1.

feet on a 12.42-acre lot located at the northwest corner of Amethyst Avenue and Almond
Street on a site that is encompassed by the Very Low (VL) Residential District (.1 to 2

SITE CHARACTERISTICS: The project site is located on the north side of Almond Street
at the top of Amethyst Avenue on a 12.42-acre site. The site is made up of multiple zoning
districts, with the developable portion of the site (Very Low Residential) encompassing
3.2 acres. The residence to the west shares an access driveway off of Almond Street that
is entirely on the applicant's property. The lot drains roughly from north to south, with an
approximate elevation change of 200 feet from the north to the south property lines. The
lot is bordered by existing single-family residences to the west and to the southwest on
Gooseneck Drive; undeveloped land outside the City boundary to the north; and
San Bernardino Flood Control land to the east.
BACKGROUND: The Equestrian Trail Master Plan (General Plan Figure CS-3) designates
that a Community Trail is proposed to run along the Almond Street frontage of the
proposed site. The trail will connect to the existing Community Trail to the west. The
applicant has agreed to install the Community Trail improvements along the entire 212
linear feet of frontage of the subject site (per Engineering Department Standard Drawing
1003). The proposed improvements will also include relocating the existing drainage
channel head wall and installing the missing Almond Street improvements (curb, gutter,
street light and fire hydrant).
ANALYSIS: The proposed Community Trail improvements will extend the trail to the
property owned by the San Bernardino County Flood Control District to the east. Staff sees
no major or minor issues as proposed.
RECOMMENDATIONS: Staff recommends that the Trails Committee approve the project
as presented.
