Call to Order @ 6:00p.m. The meeting of the Trails Advisory Committee meeting was held on March 10, 2021. The meeting was called to order by Mike Smith at 6:00pm. Committee Members present: Tony Guglielmo, Tony Morales, Tom Tisler and Judith Brennan. Trails Advisory Committee Staff Coordinator: Mike Smith, Principal Planner Additional Staff Present: Tabe van der Zwaag, Associate Planner; Vincent Acuna, Associate Planner. B. Public Communications Mike Smith opened the public communications and hearing no comment, closed public communications. C. Consent Calendar C1. Consideration to adopt Regular Meeting Minutes of November 19, 2020. Motion carried 4-0 vote to adopt the minutes as presented. D. Discussion Items D1. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT20334, DESIGN REVIEW DRC2020-00139, MINOR EXCEPTION DRC2020-00141 AND TREE REMOVAL PERMIT DRC2020-00140 (LOCATED ON THE EAST SIDE OF EAST AVENUE AND SOUTH OF BANYAN STREET) — MANNING HOMES - A request to subdivide 10.24 acres of land into 17 lots including the Design Review of 17 single-family residences, a Minor Exception for increased wall heights and a Tree Removal Permit to remove onsite trees for a project site located on the east side of East Avenue and south of Banyan Street in the Very Low (VL) Residential District (.1 - 2 Dwelling Units per Acre) of the Etiwanda Specific Plan and the Equestrian Overlay District; APNs: 0225-191-09 and -17. A Mitigated Negative Declaration of environmental impacts was prepared Tabe van der Zwaag, Associated Planner, presented Committee with an oral presentation (copy on file). Trails Advisory Committee Meeting Minutes — March 10, 2021 Page 1 of 3 Final The Committee received comments from the one resident in attendance who raised issues related to the use of the optional development standards. The resident stated that they were opposed to the use of the optional standards as it would eliminate the possibility of keeping horses and that the Etiwanda Community Plan required a 20-foot wide greenway for all project using the optional standards. The Committee was generally in support of the project and only raised the following issues related to the proposed private equestrian trails: That the step -through gates at each end of.the trail should have a minimum of 36 inches between the wood bollards for easier equestrian access. That a condition of approval should be included with the project approval that states that the proposed equestrian trail cannot be blocked for any purpose. Staff stated that they would investigate whether there would be any negative ramifications from widening the distance between the bollards and that they would add the required condition of approval. The applicant stated that they would increase the dimension of the trail easement to be 20 feet wide (including a landscape area adjacent to the equestrian trail) to comply with the greenway standard. The Trails Advisory Committee recommended that the project be forwarded to the Planning Commission for approval. D2. TENTATIVE TRACT MAP SUBTT18012-1 (LOCATED AT 12774 BANYAN STREET) — EGL ASSOCIATES, INC. - A request to subdivide a vacant 6.96-acre parcel into 9 residential lots for the future single-family development within the Estate Residential (ER) District of the Etiwanda Specific Plan, Equestrian Overlay located at 12774 Banyan Street; APN 0225-111-07. Related Files: Specific Plan Amendment DRC2016-00730 and Tree Removal Permit DRC2018-00898. A Mitigated Negative Declaration of environmental impacts is being prepared for consideration. Vincent Acuna, Associate Planner, presented Committee with an oral presentation (copy on file) Trails Committee Member Brennan ,approved of the trails design but suggested that the entrance to the feeder trail on the southwest corner of the project be converted from a curb to a ramp to allow easier vehicle access. She also suggested to make the step-throughs at the feeder trail entrance at least 36-inches wide for easier access. Additionally, she also suggested that City staff explore the possibility of connecting the feeder trail that loops around the project perimeter to Amber Lane. Principal Planner Smith explained that Amber Lane is a private street, but that staff will explore the possibility of connecting the project's feeder trail to Amber Lane with the Engineering Department. The Trails Advisory Committee recommended that the project be forwarded to the Planning Commission for approval, provided that Trails Committee Member Brennan's suggestions (above) be explored by the Planning Department for implementation. Associate Planner Acuna noted the recommendation and told the Trails Advisory Committee that the Planning Department will explore the feasibility of these three suggestions and coordinate with the Engineering Department.
