A. CALL TO ORDER
The City of Rancho Cucamonga Public Art Committee held a regular meeting on Tuesday,January 5,2021 by
teleconference due to the Governor's Executive Orders,the San Bernardino County Department of Public Health
requirements,and to ensure the health and safety of Rancho Cucamonga residents by limiting contact that could
spread the COVID-19 virus.Vice Chair Jaymie Leslie called the meeting to order at 5:13 p.m.
Present: Committee Members Bryan Dopp,Jaymie Leslie,John L.Machado,Jr.,and Paula Pachon.
Absent: Chair Leslie Matamoros
Also present were Erika Lewis-Huntley,Management Analyst III;Hope Velarde,Management Analyst I;and
Monica Mahoney,Consultant with Gemini Projects.
B. PUBLIC COMMUNICATIONS
No public communications were made.
C. COMMITTEE BUSINESS
C1. Consideration to approve the minutes of December 1,2020.
MOTION:Moved by Paula Pachon,seconded by Bryan Dopp,to approve meeting minutes of December 1,
2020.Motion carried unanimously,4-0. (AYES:Dopp,Leslie,Machado,and Pachon.NOES:None;
ABSTAIN:None)
C2.Update on the status of the Public Art Fund.
Erika Lewis-Huntley,Management Analyst III,provided an update on the status of the Public Art Fund balance
and reported$548,330.41 has been received to date.

C3.Update on the Public Art donation and discussion of site selection.
Erika Lewis-Huntley,Management Analyst III,provided an update on the public art donation.City Council
approved the acceptance of the art piece at the October 21 st City Council Meeting.The City has not taken
possession of the art piece as of yet due to Covid-related issues.Public Works staff will be coordinating with
the developer to take possession of the art piece in the next month.Kathleen King(artist)and Jerry Page
(project manager)provided a history of the project with the developer and specifications of the art piece. The
sculpture is 80 to 85%complete and will require installation and finish work to include 18"anchor footings.
Discussion ensued regarding site selection. Site selection preferences/criteria identified:
• High visibility-for user experience,raising awareness,and visible access by public safety.
• In context with existing bike lanes or bike trails to promote cycling and celebrate Rancho Cucamonga's
commitment to cycling.
• At a corner or location that works with the curvature of the sculpture and in context with the title of the
artwork.
• Location has a good view/backdrop of the mountains for photo opportunities.
• Site has proper construction staging access and is free from underground utilities and other public
utility and safety concerns.
• Location could be considered as part of a future larger scale planning initiative to promote new/future
bike routes or the artwork could be considered as part of a series for scaling up with multiple cycling
themed sculptures along existing bike routes.
The Committee recommended the artwork be sited at a location along the Pacific Electric Trail.The Committee
shared specific locations at Central Park that they preferred. Staff will take back the specific recommendations
to a multi-departmental team for review and consideration.

C4.Discussion of the Public Art Strategic Plan.
Monica Mahoney,Founding Director of Gemini Projects and consultant for the Public Art Strategic Plan,
reviewed outcomes thus far in the strategic planning process.Monica shared that community outreach will be
launched in the next month.Monica is currently working with City staff to prepare for the Phase 2 community
outreach.Outreach strategies include the development of a recognizable graphic image,a dedicated webpage,
informational videos,social media plan,and virtual/online interactive community meetings.Discussion ensued
regarding various strategies to ensure diverse stakeholders are engaged. The Committee discussed and reviewed
logo options.The public art survey questions were also discussed.
