This is the time and place for the general public to address the City Council on any item listed on the agenda.
State law prohibits the City Council from addressing any issue not previously included on the Agenda. The City
Council may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five
minutes per individual or less, as deemed necessary by the Mayor, depending upon the number of individuals
desiring to speak.

Based on an attendance range of 50,000 to 70,000 visitors per year, Second
Story should anticipate peak day attendance to fall in the range of 250 to
450,and peak hour to fall between 125 and 180.Peak days typically fall
during school vacation weeks in winter,Thanksgiving break,and some
Sundays.

9/11 MEMORIAL PROJECT

MEMORIAL BACKGROUND
September 11, 2001
•Four airplanes were hijacked and turned into
weapons to attack the United States. Known
today as the single deadliest terrorist attack in U.S.
history, a total of 2,977 lives were lost.
9/11 Memorial Project
•On July 4, 2002, steel remnants from World Trade
Center Tower 2 were welcomed by the RC
community and displayed at the Jersey Fire Station
for several days in order to allow community
members to pay their respects and reflect on the
events of 9/11.
•Reflection soon led to the desire for a permanent
memorial in the City.
2003 –Freedom’s Flame Design
•An initial concept was designed by
William Lecky, who worked on the
Vietnam War and Korean War
memorials in Washington, D.C.
•The 35-foot memorial was estimated
to cost $8 million.
•This design concept was not
completed.
MEMORIAL BACKGROUND
2015 –RC CommUNITY Design
•During the construction of the All Risk
Training Center, the Fire District
explored placing a memorial at the
entrance of the facility.
•HMC Architects hosted a contest for
alternative design concepts open to
interns and junior designers in the
company.
•The chosen design was never fully
scoped,however the cost was
estimated to be $1.35 million.
MEMORIAL BACKGROUND
2020 –9/11 Memorial Redesign
•The Fire District worked with HMC
Architects to scale back the existing
concept in order to reduce costs and
simplify the design.
•The new design was estimated at
$1.25 million.
•While the complex water feature was
completely redesigned, the projected
savings of $500,000 was offset by a
national increase in construction
costs.
MEMORIAL BACKGROUND
The Fire District has identified three options
for the Fire Board’s consideration:
1.RCFPD All Risk Training Center
2.RCFPD Fire Station 178
3.Donation of steel remnants to
another entity
9/11 MEMORIAL OPTIONS
All Risk Training Center
•Use the steel remnants to build a
memorial in front of the entrance of
the facility using the 2020 redesign
concept.
•Estimated at $1.25 million in May
2020, although construction prices
have increased over the past year.
9/11 MEMORIAL OPTIONS
Fire Station 178
•The Fire District owns 3.67 acres at the
corner of Town Center Drive and Terra
Vista Parkway.
•2.23 acres to be used for Fire Station
178 and remaining 1.44 acres was
identified for future site improvements.
•A less complex conceptual design would
be drafted for inclusion with the
construction of the Fire Station
beginning in 2022.
9/11 MEMORIAL OPTIONS
Donation of Steel Remnants
•Donate the steel remnants to
another entity that is interested in
constructing their own 9/11
memorial.
•Remnants originally included two
steel pieces and a fire engine.
One steel remnant was donated to
Ontario and the fire engine was
donated to Fort Irwin.

STAFF RECOMMENDATIONS
Staff recommends construction of the 9/11 Memorial at Fire Station 178
Design and funding recommendations:
•Design of a less complex concept,
including removal of the costly water
feature
•Budget not to exceed $1 million with
joint funding by the City ($300,000)
and Fire District ($700,000)
•Funding supplemented by community
partnerships (ex. Firefighters
Association) and sponsorship
opportunities (ex. personalized bricks,
benches, monument sign)
Advantages of this location include:
•Centralized location within the City
•Increased public accessibility and
availability of parking
•Construction of Fire Station 178 is
scheduled to begin in 2022
•Project can be included as an
amendment to the Fire District’s
design-build contract for Fire Station
178
