March 18, 2020
A special meeting of the Rancho Cucamonga Public Works Subcommittee was held on Wednesday, March 18,
2020, in the Council Chambers of the Rancho Cucamonga City Hall located at 10500 Civic Center Drive, Rancho
Cucamonga, California, Mayor Pro Tem Lynne B. Kennedy called the meeting to order at 2:30 p.m.
A1. Roll Call: Present were Mayor Pro Tem Lynne B. Kennedy and Council Member Ryan A. Hutchison.
Staff present: Matt Burris, Deputy City Manager/Economic and Community Development; Lori Sassoon,
Deputy City Manager/Administrative Services; Jason C. Welday, Engineering Services Director/City
Engineer; Gianfranco Laurie, Senior Civil Engineer; and Valerie Victorino, Executive Assistant II.
Public present: none
B1. No public communication by the audience or via the telephone call-in phone number. An email by Joe
Cowan, President of the Alta Loma Riding Club was received and placed on the dais for each
Councilmember.
C1. Approve and File Minutes of October 30, 2019.
Motion by Council Member Hutchison, seconded by Mayor Pro Tem Kennedy to approve the minutes.
Motion approved.
C2. Update on the Heritage Park Bridges.
Mr. Welday stated that the recommendations in the Staff Report were evaluated by the Trails Advisory
Committee and the Planning Commission.
The staff report was presented by Senior Civil Engineer Laurie recommending replacement of three
parallel bridges to the equestrian center with a single bridge structure with physically separated
pedestrian/equestrian/and vehicle uses, while leaving the two westerly bridges in place with regular
monitoring and forward that recommendation to the City Council.
Mr. Laurie stated that since the last Public Works subcommittee meeting on October 30, 2019, a
structural evaluation study was conducted on each of the 5 bridges. He noted pictures in the staff report
that show the extensive deterioration of the wood under the bridges. This information was given to the
Trails Advisory Committee on February 12, 2020 and then to the Planning Commission on March 11,
2020. The unanimous recommendations by both entities were to allocate the $1.2 million and replace
the three parallel bridges with one single bridge with separated uses and to leave the two westerly
bridges in place with regular monitoring. It is anticipated that it will take approximately 2 years to
construct the new bridge. Funding would be split between PD-85 reserves and from the Fire District
reserves.
The Public Works subcommittee was pleased with the concurrence of each advisory group to install a
single bridge with separated uses at Heritage Community Park. The Public Works subcommittee
requested continual monitoring and maintenance of the two westerly bridges through document
inspections every six (6) months. Additionally, for staff to begin evaluating and determining the costs to
replace the two westerly bridges for an unspecified time in the future.
Motion by Council Member Hutchison, seconded by Mayor Pro Tem Kennedy to accept the staff
recommendation. Motion approved.

SUBJECT: Update for the Design of the Entrance Bridge to the Equestrian Arena at
Heritage Park. (CITY)
RECOMMENDATION:
Staff recommends that the Public Works Subcommittee receive and file an update on the Heritage
Park Bridge Replacement Project, including the design features incorporated into the bridge
construction plans currently in the design phase.
BACKGROUND:
Heritage Park is in the northwest area of the City of Rancho Cucamonga, southwest of Hillside
Road and Beryl Street. This update is to provide the Committee with the latest information on the
progress of the replacement of three bridges at the Park, previously identified as bridges E, F,
and G at the entrance to the equestrian center with a single multi use bridge. The design was last
presented at the Public Works Subcommittee on February 12, 2020 with the committee providing
a recommendation for City Council approval. The focus of this update is to highlight some of the
design features that have been incorporated into the plans for the new replacement bridge.
Currently, the project plans are developed to a 65% complete stage.
ANALYSIS:
The bridge construction plans that are developed to the 65% complete stage include the following
features:
1) A combined pedestrian, equestrian, and vehicle bridge, with uses separated by an
integrated solid concrete barrier.
2) Two post top lighting fixtures have been added to the bridge entrance with the addition of
one new light pole and one pole relocated from nearby.
3) The existing drive aisle double swing gate will be reused and reset to the new elevated
grade about 8 inches above the ground. Automatic gate openers are not included at this
time because a sustainable funding mechanism for maintenance costs has not been
identified.
4) A pedestrian stairway has been added to accommodate an 8-inch increase in grade with
the new bridge.

5) A solar powered web accessible security camera with night vision will be installed on a
post on the bridge and aimed towards the arena parking lot.
6) Eight trees will be removed and replaced with four trees near the bridge and four trees
where needed elsewhere on the Heritage Park site.
The new bridge construction requires additional improvements for ADA compliance that includes
a compliant pathway to be incorporated through the new bridge along with a continuous concrete
pathway to the public use areas of the equestrian arena building—utilized by the Alta Loma Riding
Club for meetings and fund-raising activities—and two ADA compliant parking stalls in the
equestrian arena parking lot.
The next steps for the project include bringing the project plans to the 95% stage and proceeding
forward with obtaining required San Bernardino County Flood Control District and United States
Army Corps of Engineers permits before staff solicitates bids for construction. It is anticipated that
the permitting process will take 12 months and anticipate construction beginning in Fall 2022.
FISCAL IMPACT:
Adequate funding is available in the Park Development District No. 85 (PD-85) and Fire Capital
Projects (288) if permits and construction bids can be obtained as early as this fiscal year, FY21-
22. Otherwise, it is anticipated that similar funding would need to be budgeted in FY 22-23.

COUNCIL MISSION / VISION / GOAL(S) ADDRESSED:
The replacement of the Heritage Park Bridges at the entrance to the equestrian center addresses
the City Council Goal of Enhancing Premier Community Status by ensuring existing community
tail facilities are safe to access and use.
