Dear Mr. McPherson:
This firm represents the Californians Allied for a Responsible Economy
("CARECA') with regard to the above-referenced Bridge Point Rancho Cucamonga
Project ("Project"). On June 21, 2021, we submitted comments on behalf of
CARECA stating objections and concerns regarding the Draft Environmental
Impact Report ("DEIR") prepared for the Project.
We are pleased to report that as a result of direct discussions with the
Applicant, the Applicant has agreed to an extensive set of additional measures
beyond the measures currently proposed in the DEIR to address the potential air
quality impacts identified in the CARECA comments. These include installation of
rooftop solar facilities, and efforts to use low or zero emission vehicles during
construction and operation of the Project.
With the adoption of these measures, CARECA's objections to the Project and
the DEIR are fully resolved, and we respectfully request that the City adopt the
DEIR and approve the Project.

• Draft EIR made available for 45-day public review on May 7, 2021,
concluding on June 21, 2021. Various comments received which have
been addressed in the Final EIR;
• Upon implementation of the project and all mitigation measures,
impacts associated with the project will remain less than significant. No
Statement of Overriding Considerations is necessary.
• AB 52 and SB 18 notices mailed to tribal governments. Two tribes
responded and concerns have been incorporated into Mitigation
Monitoring and Reporting Program.

• Notices mailed to all property owners within 1,500 feet as
well as various agencies (148 mailers), published in the
Inland Valley Daily Bulletin and the site was posted on
September 8, 2021;
• To date, staff has received one phone call from a nearby
property owner who requested clarification of project and
expressed general concerns of traffic in the area. Staff also
received comments from the City of Ontario regarding the
need for hydrology studies and an encroachment permit to
be approved. These have been added as conditions of
approval.

Recommendation
Staff recommends the Planning Commission take the following action:
