-vacant residential lot located at the base of the low lying foothills of the San Gabriel Mountains. The
existing topography slopes from north to south. Existing flora and fauna are those species that are
indigenous to the area. No known significant cultural, historical or scenic aspects exist on the site.

Dear Ms. Duron:
Thank you for the opportunity to coordinate with the County Planning staff the review of Tentative Parcel Map
18954, which is the proposed subdivision of four parcels on 4.11 acres. The site is located on the southwest
corner of Snowdrop Road and Haven Avenue. The General Plan land use designation for this parcel is
"Hillside Residential," the ultimate density, of which is determined by a slope density analysis and the
application of the "Land Capability Schedule" is found in the City Development Code (Section 17.24.080).
As a subdivision that is intended for future single-family custom lot development, the parcel map should depict
the degree of grading that is necessary for all street and trail improvements. We would encourage any future
development of single-family custom homes to be subject to the standards and guidelines of the City
Development Code Chapter 17.16 and the Equestrian Overlay Area.
The following information should be requested, prior to further review and analysis of the proposed Parcel
Map:
The applicant should provide a site utilization map that depicts features within 600 feet of the site
boundary. The site utilization exhibit should include all adjacent property lines, existing structures or
improvements, drainage courses, driveways, and any unique features that may affect the design and the
development of this site.
2. The applicant should provide a slope analysis map for the purpose of determining the amount and
location of the land as it exists in its natural state falling into each slope category as specified below. For
the slope map, the applicant shall use a base topographical map of the subject site, prepared and signed
by a Registered Civil Engineer or Licensed Land Surveyor, which shall have a scale of not less than
1-inch to 100 feet and a contour interval of no more than 2 feet, provided that the contour interval may be
5 feet when the slope is more than 20 percent. This base topographical map shall include all adjoining
properties within 150 feet of the site boundaries. Delineate slope bands in the range of 0 up to
5 percent, 5 up to 10 percent, 10 up to 15 percent, 15 up to 20 percent,.20 up to 25 percent, 25 up to
30 percent, and 30 percent or greater. A tabulation of the land area in each slope category specified in
acres shall also be included.
3. The applicant shall provide a grading plan that indicates the ultimate improvements that are proposed for
Snow Drop Road, including the limits of grading and all proposed roadway improvements. At a

minimum, roadway improvements shall be completed along the property frontage and shall be
coordinated with the Conceptual Fire Protection Plan for Rancho Hills Estates by Hunt Research.
Corporation (CFPP).
4. The Grading Plan shall also indicate the location of the Local Equestrian Feeder Trail, which is a private
easement that is typically 15 feet in width. The Local Feeder Trail is intended to provide access to the
rear portion of equestrian -sized lots, with connection to the nearest Community or Regional Trail. A
Regional Trail is designated on both the City and County General Plans in this area along the general
alignment of the south side of Snow Drop Road.
5. The applicant should provide a general biological survey and habitat assessment of the site to determine
whether further focused surveys would be necessary for threatened or endangered species.
6. The applicant should provide a hydrology study to address the drainage course that runs through the
property. The study should address the adequate provisions for intercepting and conducting the
accumulated drainage around or through the site in a manner that would not adversely affect adjacent or
downstream properties.
7. Pad configuration should be softened with variable undulating slopes. Utilize multiple pads, which are
stepped, with. the contours of the existing terrain in order to limit grading, not single pad elevations.
8. A condition should be added that no final parcel. or tract map for the Snow Drop Road area may be
recorded prior to the formation and joining of Rancho Hills Estates Homeowner's Association.
Only after review of the slope analysis map, in conjunction. with all potential environmental constraints, the
allowable density potential for development of this parcel can be determined. The ultimate potential for
development of the parcel should be master -planned, prior to approval of the parcel map.

The following are the review comments from the Engineering Services Department regarding the
subject County Referral development review.
Submittal should include a copy of Parcel Map 15821 so we can determine whether there
were improvement certificates on that map, calling for the installation of frontage and/or off site
street improvements upon development, that need to be repeated upon further subdivision.
2. Weunderstand a group of property owners is working with .County Special Districts to create a
special district that will construct Snowdrop Road, from Haven to Archibald, per a roadway and
drainage plan we reviewed in December of 2008. If the vote passes, construction could begin
in the near future. If it does not pass, individual homeowners will be required to construct their
own frontage, we assume consistent with said plan as approved by the County.
3. The location of drive approaches and grading for driveways on -site shall be consistent with the
County -approved plan for Snowdrop Road, not the current alignment.
a. In the City of Rancho Cucamonga we require drive approaches within the street rights -of -
way to drain toward the street. When adjacent lots are lower than the street, we limit the
driveway grade to 6% for the first 6 feet after the drive approach, to prevent vehicles from
"bottoming out". The driveway design for proposed Parcel 1 should take this into account
relative to the ultimate right-of-way for Snowdrop Road.
b. It is not clear from this plan that Parcel 1 has frontage or legal access to Snowdrop Road.
4. In the City of Rancho Cucamonga we require property lines to be at the top of slopes between
pads, not halfway down slopes.
5. Drainage from Parcel 2 is shown crossing Parcel 1 in two locations. County should require
private drainage easements on the final map and the installation of cross lot drainage facilities
oversized to account for the anticipated lack of maintenance.
6. In the City of Rancho Cucamonga, Haven Avenue and Snowdrop Road would be residential
collector streets with a 44-foot pavement width in 66=foot rights -of -way. The minimum width we
would require for an interim "half street" would be 26 feet, with curb and gutter, sidewalk and
streetlights on the project (frontage) side.
7. Frontage street improvements for all four parcels shall be completed prior to approval of the
final parcel map or an improvement agreement, accompanied by appropriate improvement
securities, shall be executed by the Developer and the County.

from the tentative map to avoid cluttering on the exhibit.

requirement is to determine if the pad elevations meet the requirements of the
2% drainage swale gradient of the current adopted California Building Code.

7. Provide sections at each boundary and a typical section through the adjacent

C. Water Quality Management Plan
1. A Water Quality Management Plan must be provided with the next submittal
package.
2. It is the responsibility of the applicant and the applicant's engineer of record to
determine if a category or non -category Water Quality Management Plan will be
required for the additional improvements required by the Planning Department.
3. A WDID number must be provided prior to final approval of the WQMP and
issuance of the grading permit.
D. BUILDING AND SAFETY— GRADING: SPECIAL CONDITIONS OF APPROVAL:
1. Prior to the issuance of a grading permit a Water Quality Management Plan shall
be submitted for review and approval by the Building Official.

2: Prior to issuance of a grading permit the applicant shall obtain a drainage
easement or letter from the downstream property owners accepting concentrated
drainage flows.
3. Prior to the issuance of a grading permit the City of Rancho Cucamonga's -
"Memorandum of Agreement of Storm Water Quality Management Plan" shall be
submitted for review and approval by the Building Official and recorded with the
County Recorder's Office.
4. Prior to issuance of a grading permit the applicant shall obtain a Waste
Discharge Identification Number (WDID).
5. A grading bond will be required to be submitted to the Building and Safety Official
for review and approval prior to issuance of a grading permit.

information regarding projectsproposed in Rancho Hills Estates, which is within the jurisdiction of
the RCFPD.
2. Please record with the county's recorder's office the Conceptual Fire Protection Plan (CFPP); the
document was prepared by the Hunt Research Corporation and approved by RCFPD; a copy may be
obtained from the RHE Homeowner's Association. Recordation must be completed before the fire
district. When the proof of the recording is provided, the RCFPD will grant a clearance for the map
process to continue.

FIRE Rancho Hills Estates Permit Conditions
Note: The April 21, 2004 Conceptual Fire Protection Plan for Rancho Hills Estates by Hunt
Research Corporation (CFPP) shall be the prevailing and governing document/standard with
regard to fire protection, building construction, vegetation management, fire district access,
roadways, driveways,, water supply, fire hydrants, fire flow, and enforcement.
Lot Split Condition
• The CFPP shall be recorded on each parcel.
Grading Permit Conditions
• If not already done, the CFPP shall be recorded on the parcel.
• Submittal shall include plans for the fire road adjacent to the parcel. Submitted plan must
conform to the City of Rancho Cucamonga's design standard for roads and be
engineered according to the Roadway and Drainage Improvements Plan for Snowdrop
-Road prepared by Associated Engineers.
• Submittal shall include a provision accepting responsibility to maintain the fire road. This
provision must be in the form of a document, acceptable to the Fire District, that can be
recorded on the parcel and which shall be recorded on the parcel prior to final approval
of the building permit.
• Submittal shall include a site specific fire protection plan that conforms to the CFPP with
regard to set backs, locations of structures, and vegetation management given the
slopes on the parcel after the proposed grading.
Building Permit Conditions
• Fire road adjacent, to the property must be completed, with the exception of the final lift,
prior to combustible material arriving on the site.
• Submittal shall include a vegetation management plan that conforms to the standards of
the CFPP.
• Submittal shall include all fire protection and life safety systems by reference. Plans for
such systems can be submitted under separate cover for review and approval.
• Submittal shall include evidence of annexation into Community Facilities District (CFD) '
88-1. Contact Janet Walker at 909-477-2770 ext. 3003 to complete the appropriate
paperwork.
• Rough inspections of the fire and life safety systems shall occur and be approved prior
to the installation of insulation.
Final Approval Conditions
• Fire road must be completed including the final lift, installation of blue reflectors, and
installation of fire lane signs.
• The CFPP, site specific fire protection plan, the vegetation management plan, and the
J fire road maintenance agreement shall be recorded on the parcel. Evidence of recording
shall be provided to the Fire District.
• Annexation into CFD 88-1 shall be completed.
• Agreement to participate in the Homeowners' Association.

The following are the review comments from the Engineering Services Department regarding the
subject County Referral development review.
1. Submittal should include a copy of Parcel Map 15821 so we can determine whether there
were improvement certificates on that map, calling for the installation of frontage and/or off site
street improvements upon development, that need to be repeated upon further subdivision.
2. We understand a group of property owners is working with County Special Districts to create a
special district that will construct Snowdrop Road, from Haven to Archibald, per a roadway and
drainage plan we reviewed in December of 2008. If the vote passes, construction could begin
in the near future. If it does not pass, individual homeowners will be required to construct their
own frontage, we assume consistent with said plan as approved by the County.
3. The location of drive approaches and grading for driveways on -site shall be consistent with the
County -approved plan for Snowdrop Road, not the current alignment.
a. In the City of Rancho Cucamonga we require drive approaches within the street rights -of -
way to drain toward the street. When adjacent lots are lower than the street, we limit the
driveway grade to 6% for the first 6 feet after the drive approach, to prevent vehicles from
"bottoming out". The driveway design for proposed Parcel 1 should take this into account
relative to the ultimate right-of-way for Snowdrop Road.
b. It is not clear from this plan that Parcel 1 has frontage or legal access to Snowdrop Road.
4. In the City of Rancho Cucamonga we require property lines to be at the top of slopes between
pads, not halfway down slopes.
5. Drainage from Parcel 2 is shown crossing Parcel 1 in two locations. County should require
private drainage easements on the final map and the installation of cross lot drainage facilities
oversized to account for the anticipated lack of maintenance.
6. In the City of Rancho Cucamonga, Haven Avenue and Snowdrop Road would be residential
collector streets with a 44-foot pavement width in 66-foot rights -of -way. The minimum width we
would require for an interim "half street" would be 26 feet, with curb and gutter, sidewalk and
streetlights on the project (frontage) side.
7. Frontage street improvements for all four parcels shall be completed prior to approval of the
final parcel map or an improvement agreement, accompanied by appropriate improvement
securities, shall be executed by the Developer and the County.
