CJ.TY 05 F';iiNCiii1 ,iICANC,NBA, .� Rancho Vista Material Storage Yard The Rancho Vista Material Storage Yard is located at 12408 6th Street in the city of Rancho Cucamonga. The area of this yard is approximately 17.7 acres. The existing conditions on the project site are; relatively flat with slight grade undulation. The site is partially rocked with weedy areas. One portion of the site is going to be maintained in a natural condition due to environmental sensitivities. The yard will be utilized for material storage associated with construction activities for the Tehachapi Renewable Transmission Line Project. Yard construction is anticipated to start in late April 2010 to accommodate material receipt in early May 2010. The material yard is expected to be in continual use for two years. The Rancho Vista Material Storage Yard will have 2,100 linear feet of perimeter fencing constructed around the entire site. The perimeter fence will be 6 feet tall. There is existing chain link fencing located along the western and northern edges of the project site that will be repaired as required when the new fencing material is installed. Entrance gates will be installed at the southwest corner, which is west of the peaker plant. There will be a 2,200 square foot office trailer placed on the project site. Located adjacent to the office trailer will be sufficient space to accommodate vehicle parking for up to (12) twelve automobiles. Additionally, portable toilets and hand washing sinks will be placed on the project site. Installation of 1,000 gallon stainless steel non -potable water tank as well as a 300 gallon waste water tank will be located on -site. Portions of the project site are currently overlain with decomposed granite. The northern portion of the project site immediately adjacent to the peaker plant will be grubbed and cleared of brush and 2 to 3 inches of rock will be placed. Ten acres of the project site will be graded and compacted. At the abandoned railway track that is located in the northwest portion of the project site, there will be soil base improvements constructed to facilitate vehicle access across tracks. There will be security and work lighting installed. For security lighting there will be one 100 to 400 watt light per pole, with poles spaced at 50 to 100 feet. For work lighting, there will be one to four poles spaced at 100 to 500 feet apart. The daily hours of the Rancho Vista Material Yard operation will be from 7:OOAM to 7:OOPM. The site will have up to eight employees. Site vehicular access will be gained from Etiwanda and 6th Street. Materials stored on the project site will consist of; tower steel, steel poles, wire reels, dampers and insulators. Rancho Vista is located in the City of Rancho Cucamonga, San Bernardino County, California (refer to Figure 1). This NTPR provides an overview of the planned construction activities for the Rancho Vista project. The Final Environmental Impact Report/Draft Environmental Impact Statement (FEIR/DEIS) describes the TRTP components and construction activities. Descriptions of marshalling and material storage yards activities are included in Section 2.2.12.2 (Staging and Support Areas) of the FEIR/DEIS, including preliminary identification of several material storage yard locations. Although the Rancho Vista location is not specifically identified in the FEIR/DEIS, the planned construction and operation activities for Rancho Vista are consistent with those described in the FEIR/DEIS. Il applicable Applicant Proposed Measures (APMs), Mitigation Measures (MMs), and permits have been identified, and will be implemented or completed,prior to ommencement of the construction associated with this NTPR. The checklist (Table 1) attached to this NTPR summarizes the permits, required pre -construction surveys for,, biological resources, required plans and reports, and other required submittals associated ith the scope of work described herein. Monitoring and reporting on implementation of PMs and MMs will be conducted in accordance with the TRTP Mitigation Monitoring Compliance and Reporting Plan. Additionally, required preconstruction surveys for, iological resources will be conducted prior to start of construction, as applicable. 2.0 SITE LOCATION AND CONDITIONS Rancho Vista consists of approximately 17.7 acres located in the City of Rancho Cucamonga, San Bernardino County, California. The street address is 12408 6th Street. The yard is situated north of 6th Street between Interstate 15 and Etiwanda Avenue. The coordinates for the approximate center of the site are Latitude 34.091 N, Longitude 117.536 W. The existing grade of the yard area is relatively flat. The surface of the southern portion of the yard (approximately 8 acres) is currently rocked (Figure 2). The northern portion of the yard (approximately 10 acres) is disturbed and largely void of vegetation. As shown in Figure 2, an abandoned railroad track is present in the northeastern portion of the yard, crossing the yard from the eastern fence line to the northern fence line. The yard will have three access points: one existing gate at the north side, and two new gates at the southeast corner and the southern corner northwest of the Peaker Power Plant (Figure 2). 3.0 PROJECT COMPONENTS Rancho Vista will serve as a material and equipment storage yard to support construction activities. Operating hours for Rancho Vista are planned to be from 7:00 AM to 7:00 PM. During Phase 1, all portions of the yard will be developed except for the northwest portion of the yard, which is designated as an Environmentally Sensitive Area (ESA) (refer to Figure 2). To protect the ESA, a 50-foot buffer will be established around its perimeter by installing a 3-foot-high construction fence. This fenced area (including the ESA and 50-foot buffer area) will be developed during Phase 2 of the site preparation activities, which will not begin until the ESA has been cleared for construction. The existing grade of the Rancho Vista Yard is relatively flat. The southern portion of the yard has been rocked by a previous tenant and will require minimal work prior to the start of material delivery. An additional 2 to 3 inches of road base material (e.g., gravel) will be placed on this area, if needed. The surface work for the northern, non -rocked portion of the yard will be phased. During Phase 1, the approximate 6-acre area outside of the ESA area will be developed. Following receipt of approval, Phase 2 will entail development of the approximate 4-acre ESA area. ' As shown in Figure 2, an abandoned railroad track is located in the northeast portion of the yard. Vehicle and equipment drive lanes across the tracks will be established by mounding soil and road base to create a smooth transition. 3.2.2 Underground Major Activities As shown in Figure 2, electrical power and communication services will be provided via underground electrical facilities along the south side of the yard. An approximate 500-foot long underground utility duct bank will be installed, extending from the northeast corner of the Peaker Power Plant into the yard. Below grade conduit and power cable will be installed throughout the yard to work and security lights. Approximately 5,400 (approximately 3,800 feet for the security lighting and approximately 1,600 feet for the work lighting) total feet of trenching is required to install the conduit. For new underground utility installation, an approximate 3-foot-deep trench will be excavated, a utility duct bank or conduit installed, and the trench filled with concrete slurry (bottom portion) and native soil (top portion) to existing grade. 3.2.3 Aboveground Major Activities The entire perimeter of the yard will be fenced with 6-foot-high, screened chain link fencing to protect material and equipment. Approximately 2,100 linear feet of new chain link fencing will be erected along the southern and eastern perimeter of the yard. The existing fencing along the western and northern edges of the yard will be repaired. New entrance gates will be constructed at the southwest corner and the southern corner northwest of the Peaker Power Plant (Figure 2). A breaker box will be installed in the yard at the terminal point of the underground electrical facilities described in Section 3.2.2. These 100- to 400-watt lights will be installed 6 to 15 feet above grade and will have shields to reduce illumination outside the yard. These lights will be equipped with light sensors for automated turn -on and manual switches to allow them to be turned off at times if not required. Work lighting will be installed throughout the yard to provide adequate working conditions. The working lights will consist of 100- to 400-watt lights, and will be installed 15 to 30 feet above grade at 100- to 500-foot spacing. The lights will be by a manual switch to allow for the lights to be turned on and off as required. The lights will be switched off while the yard is not in operation. The lights will be aimed downward and point into the yard, and shields will be installed, as needed to reduce illumination outside of the yard. The work lights will be powered by either the electrical service for the yard described in Section 3.2.2 or portable generators. 3.2.4 Other Activities Not applicable. 4.0 ACTIVITY SCHEDULE The project schedule for Rancho Vista Yard construction activities is shown in Figure 3. Rancho Vista Yard is located in the City of Rancho Cucamonga, San Bernardino County, California (refer to Figure 1). This NTPR provides an overview of the planned construction activities for Rancho Vista Yard. The Final Environmental Impact Report/Draft Environmental Impact Statement (FEIR/DEIS) describes the TRTP components and construction activities. Descriptions of marshalling and material storage yards activities are included in Section 2.2.12.2 (Staging and Support Areas) of the FEIR/DEIS, including preliminary identification of several material storage yard locations. Although the Rancho Vista Yard location is not specifically identified in the FEIR/DEIS, the planned construction and operation activities for Rancho Vista Yard are consistent with those described in the FEIR/DEIS. All applicable Applicant Proposed Measures (APMs), Mitigation Measures (MMs), and permits have been identified, and will be implemented or completed prior to, commencement of the construction associated with this NTPR: The checklist tables ttached to this NTPRsummarize the permits and documentation (Table 1) and required nvironmental submittals (Table 2) associated with the scope of work described herein. Monitoring and reporting on implementation of APMs and MMs will be conducted in ccordance with the TRTP Mitigation Monitoring Compliance and Reporting Plan. Additionally, required preconstruction surveys for biological resources will be conducted prior to start of construction, as applicable.. 2.0 SITE LOCATION AND CONDITIONS Rancho Vista Yard is SCE fee -owned property consisting of approximately 17.7 acres located in the City of Rancho Cucamonga, San Bernardino County, California. The street address is Rancho Vista-NTPR-CPUC-100308.docx 12408 6th Street. The yard is situated north of 6th Street between Interstate 15 and Etiwanda Avenue. For reference, Rancho Vista Yard is located within the Guasti USGS 7.5' topographic -1 quadrangle. The coordinates for the approximate center of the site are Latitude 34.091 N, Longitude 117.536 W. The existing grade of the yard area is relatively flat. The surface of the southern portion of the yard (approximately 8 acres) is currently rocked (Figure 2). The northern portion of the yard (approximately 10 acres) is disturbed and largely void of vegetation. As shown in Figure 2, an abandoned railroad track is present in the northeastern portion of the yard, crossing the yard from the eastern fence line to the northern fence line. The yard will have three access points: one existing gate at the north side, and two new gates at the southeast corner and the southern corner northwest of the Peaker Power Plant (Figure 2). 3.0 PROJECT COMPONENTS Rancho Vista Yard will serve as a material and equipment storage yard to support construction activities. Operating hours for the yard are planned to be from 7:00 AM to 7:00 PM. The designated SCE public notification contact for Rancho Vista Yard is Christian Nelson, who can be reached by phone at (661) 902-1651 and by email at Christian.Nelson@sce.com. During Phase 1, all portions of the yard will be developed except for the northwest portion of the yard, which is designated as an Environmentally Sensitive Area (ESA) (refer to Figure 2). To protect the ESA, a 50-foot buffer will be established around its perimeter by installing a 3-foot-high construction fence. This fenced area (including the ESA and 50-foot buffer area) will be developed during Phase 2 of the site preparation activities, which will not begin until the ESA has been cleared for construction. The southern portion of the yard is currently rocked and will require minimal work prior to the start of material delivery. An additional 2 to 3 inches of road base material (e.g., gravel) will be placed on this area, if needed. The surface work for the northern, non -rocked portion of the yard will be phased. During Phase 1, the approximate 6-acre area outside of the ESA area will be developed. Following receipt of approval, Phase 2 will entail development of the approximate 4-acre ESA area. These areas will be cleared and grubbed, and a 6-inch deep layer of road base material applied. Rancho Vista-NTPR-CPUC-100308.docx 3 Vehicle and equipment drive lanes across the abandoned railroad tracks in the northeast portion of the yard will be established by mounding soil and road base on the existing culverts to create a smooth transition. 3.2.2 Underground Major Activities As shown in Figure 2, electrical power and communication services will be provided via underground electrical facilities along the south side of Rancho Vista Yard. An approximate 500-foot long underground utility duct bank will be installed, extending from the northeast corner of the Peaker Power Plant into the yard. Below grade conduit and power cable will be installed throughout Rancho Vista Yard for work and security lighting. Approximately 5,400 total feet (approximately 3,800 feet for the security lighting and approximately 1,600 feet for the work lighting) of trenching is required to install the conduit. For new underground utility installation, an approximate 3-foot-deep trench will be excavated, a utility duct bank or conduit installed, and the trench filled with concrete slurry (bottom portion) and native soil (top portion) to existing grade. 3.2.3 Aboveground Major Activities The entire perimeter of Rancho Vista Yard will be fenced with 6-foot-high, screened chain link fencing to protect material and equipment. Approximately 2,100 linear feet of new chain link fencing will be erected along the southern and eastern perimeter of the yard. The existing fencing along the western and northern edges of the yard will be repaired. New entrance gates will be constructed at the southwest corner and the southern corner, northwest of the Peaker Power Plant (Figure 2). A breaker box will be installed inside Rancho Vista Yard at the terminal point of the underground electrical facilities described in Section 3.2.2. Security lights will be installed at 50- to 100-foot spacing around the perimeter of the yard. These 100- to 400-watt lights will be installed 6 to 15 feet above grade, and will have shields or be directed to reduce illumination outside the yard. These lights will be equipped with Rancho Vista-NTPR-CPUC-100308.docx 4 light sensors for automated turn -on and manual switches to allow them to be turned off at times if not required. Work lighting will be installed throughout Rancho Vista Yard to provide adequate working conditions. The working lights will consist of 100- to 400-watt lights, and will be installed 15 to 30 feet above grade at 100- to 500-foot spacing. The lights will be operated by a manual switch to allow for the lights to be turned on and off as required. The lights will be switched off while the yard is not in operation. The lights will be aimed downward and point into the yard, and shields will be installed, as needed, to reduce illumination outside of the yard. The proposed project will comply with each of the applicable provisions of the Development Code, which allows outdoor storage of materials and vehicles within this zone, as long as they are screened. If the items stored are over 120 feet from a street frontage then they do not need to be screened. The storage yard is over 1,000 feet from a street frontage, and the site will be enclosed by chain link fencing. 5. The proposed project, together with the conditions applicable thereto, will not be detrimental to the public health, safety or welfare, or materially injurious to properties or improvements in the vicinity.
