Call to Order The meeting of the Design Review Committee was held on November 30, 2021. The meeting was called to order by Mike Smith, Staff Coordinator, at 7:00 p.m. Design Review Committee members present: Diane Williams, Francisco Oaxaca Staff Present: Dat Tran, Assistant Planner B. Public Communications Staff Coordinator opened the public communication and, after noting there were no public comments, closed public communications. C. Consent Calendar C1. Consideration to adopt Regular Meeting Minutes of September 14, 2021. (No meetings on June 15th and July 6th.) No Motion. Alternate Bryan Dopp attended September 14th meeting in Francisco Oaxaca’s absence. Oaxaca abstained from this Item. No member available to make a second motion. D. Project Review Items D1. LOCATED SOUTH OF FOOTHILL BOULEVARD AND WEST OF INTERSTATE-15 (I-15) – AT HOME – A request for architectural review of a redesign of an approximately 181,853 square foot existing anchor tenant commercial building and signage in the Regional Related Commercial (RRC) District in the Victoria Community Plan; APN: 0229-021-74. This item is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City’s CEQA guidelines under CEQA Section 15301 – Existing Facilities. Environmental Assessment and Site Development Review (DRC2021-00043). The Committee took the following action: Recommend approval to PC/PD. 2-0 Vote Staff presented the project to the Design Review Committee. The Design Review Committee praised the overall redesign of the building and proposed signage. Committee member Williams recommended that future architectural redesigns projects in the shopping center be consistent with the modern theme of this project. Site Characteristics: The 22,651-square foot vacant project site is located on the north side of Laramie Drive in the Very Low (VL) Residential District, the Hillside Overlay District, and the Equestrian Overlay District. The property dimensions are approximately 91 feet along the north and south property lines, 247 feet along the east and west property lines. The downslope lot has an elevation of 2,235 feet as measured at the north property line, and an elevation of 2,200 feet at the south property line, for a total grade change of 35 feet from the north to south property lines. The street improvements have been installed along Laramie and the required equestrian feeder trail was installed as part of the surrounding tract. The applicant will be conditioned to install the right-of-way landscaping. Architecture: The proposed residence has a contemporary design theme, which includes the use of a flat roof, smooth troweled stucco finish, and fiber cement siding. The residence was designed in compliance with the Hillside Design Guidelines (Section 17.122.020.D.2), including stepping the building pads to follow the existing slope and the use of a flat roof. The building mass is broken up through the use of multiple wall plane changes and the incorporation of multiple patio areas. The proposed building design uses varied building materials including the extensive use of glazing and wall plane articulation. Staff Recommendation: Staff requests that the Design Review Committee consider the design (building architecture, site planning, etc.) of the proposed project and recommend the selected action below to the Planning Director: ☒Recommend Approval of the design of the project as proposed by the applicant. ☐Recommend Approval with Modifications to the design of the project by incorporating revisions requested by the Committee. Follow-up review by the Committee is not required.
