A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, APPROVING A SIDE
LETTER AGREEMENT BETWEEN THE CITY OF RANCHO
CUCAMONGA AND THE RANCHO CUCAMONGA CITY
EMPLOYEES ASSOCIATION, INCLUDING AMENDING THE
SALARY SCHEDULE FOR FISCAL YEAR 2021-22 AND
MODIFYING PAYING AND REPORTING THE VALUE OF
EMPLOYER PAID MEMBER CONTRIBUTIONS TO CALPERS
WHEREAS, representatives of the City of Rancho Cucamonga (City) and the Rancho
Cucamonga City Employees Association have met and conferred pursuant to the provisions of
the Meyers-Milias-Brown Act (California Government Code §3500, et seq.) with regard to terms
and conditions of employment; and
WHEREAS, representatives of the City and the Rancho Cucamonga City Employees
Association have agreed upon and presented to this City Council a Side Letter Agreement
Amending the Current Memorandum of Understanding effective June 7, 2021 to June 30, 2022,
related to Section 53, Conditional COLA and Decrease of EPMC; and
WHEREAS, the City Council of the City of Rancho Cucamonga has previously adopted
salary resolutions establishing salary ranges, benefits and other terms of employment for
employees of the City of Rancho Cucamonga; and
WHEREAS, the City Council of the City of Rancho Cucamonga recognizes that it is
necessary from time to time to amend the salary resolution to accommodate changes in position
titles, classifications salary ranges, benefits and other terms of employment; and
WHEREAS, the City Council of the City of Rancho Cucamonga has the authority to
implement Government Code Section 20691; and
WHEREAS, the City has written labor agreements which specifically provide for the
normal member contributions to be paid by the employer; and reported as additional
compensation; and
WHEREAS, one of the steps in the procedure to modify Section 20691 is the adoption by
CITY of a resolution modifying paying and reporting the value of Employer Paid Member
Contributions (EPMC)for employees who meet the conditions set forth; and
WHEREAS, the City has identified the following conditions for the purpose of its election
to pay EPMC:
• This benefit shall apply to all miscellaneous employees within the Rancho
Cucamonga City Employees Association.
• This benefit shall consist of paying 2% of the normal contributions as EMPC, and
reporting the same percent (value) of compensation earnable* (excluding
Government Code Section 20636(c)(4)as additional compensation for employees
hired prior to September 1, 2020).

• This benefit shall consist of paying 2% of the normal contributions as EMPC, and
reporting the same percent (value) of compensation earnable* (excluding
Government Code Section 20636 (c)(4)as additional compensation for employees
hired on or after September 1, 2020 and before July 4, 2011).
• This benefit shall consist of paying 1% of the normal contributions as EMPC, and
reporting the same percent (value) of compensation earnable* (excluding
Government Code Section 20636(c)(4)as additional compensation for employees
hired on or after July 4, 2011).
• The effective date shall be March 14, 2022
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA
HEREBY RESOLVES that said Side Letter Agreement with the Rancho Cucamonga City
Employees Association is hereby approved and the City Manager is hereby authorized to sign
said Side Letter Agreement on behalf of the City of Rancho Cucamonga, and the City Clerk to
attest thereto; and
THEREFORE, BE IT RESOLVED by the City Council of the City of Rancho Cucamonga,
California to approve the attached salary schedules for the Rancho Cucamonga City Employees
Association, effective March 14, 2022; and
THEREFORE, BE IT RESOLVED by the City Council of the City of Rancho Cucamonga,
California to approve the resolution modifying paying and reporting the value of Employer Paid
Member Contributions to CALPERS for the Rancho Cucamonga City Employees Association,
effective March 14, 2022.

SIDE LETTER OF AGREEMENT
BETWEEN THE CITY OF RANCHO CUCAMONGA
AND THE RANCHO CUCAMONGA CITY EMPLOYEES ASSOCIATION
The City of Rancho Cucamonga("City")and the Rancho Cucamonga City Employees Association
("RCCEA) (collectively, the "Parties") entered into a Memorandum of Understanding ("MOU")
that commenced on June 7, 2021, and expires on June 30, 2022.
The Parties met and conferred in good faith in January of 2022. The Parties agreed to amending
Section 53 of the current MOU, "Conditional COLA and Decrease of EPMC." This change to the
MOU reflects the City's commitment to recruitment and retention. In light of the "great
resignation,"where 41% of workers across 31 countries are considering leaving their current jobs
(Microsoft Survey *) and 55% of working Americans say they plan to look for a new job in the
next 12 months (Bankrate survey **) the City felt it was important to remove the uncertainty of
this section of the RCCEA MOU and move up its implementation.
Section 53 would be modified to read:
SECTION 53: COLA AND DECREASE OF EPMC
The City and RCCEA agree to a COLA of 1.5% for all RCCEA covered positions, along
with a decrease to the amount of EPMC paid by the City of 1% for all Tier 1, 1I, and Ill
Ca1PERS classic members, effective the first full pay period in March 2022. The City will
adopt an updated salary schedule and a resolution to reflect this reduction of the EPMC
prior to the effective date.
This Side Letter of Agreement shall be incorporated into the MOU. The MOU shall remain in full
force and effect except to the extent modified by this Side Letter of Agreement. This Side Letter
of Agreement shall not be effective until ratified by the City Council and approved by the Rancho
Cucamonga City Employees Association.
