Dear Chair Dopp and Members of the Planning Commission:
Thank you for your consideration at the February 9'h Planning Commission hearing in which you
unanimously approved a motion to direct Staff to draft a resolution and supporting findings to extend
the above-referenced Tentative Map (the "Extension Request") for the proposed residential
development of 358 homes(the"Project"). We have reviewed the resolution prepared by Staff and
ask you to adopt it at your hearing tonight.
We also appreciate the opportunity to address the issues and ideas brought up in the hearing to
improve circulation and amenities in an effort to enhance the Project from its original design while
maintaining conformance with the Tentative Map. Since the last hearing, we have provided City
Staff with new studies developed with our engineers and landscape architects to showcase areas of
enhancement throughout the community. From these studies,we have proposed:eliminating several
cul-de-sacs;adding emergency vehicle access points; including pedestrian connections at the end of
cul-de-sacs; and incorporating a series of park/amenity opportunities along the central open space
spine. As a result, we are proposing to remove four residential lots in the center of the community
to create a central park amenity.
As you know from the last hearing, we had submitted the materials needed for most of the
outstanding Conditions of Approval, including the CC&Rs, HOA Formation documents, In-Lieu
Fair Share Fee Agreement and proof of CLOMR completion.
Richland stands behind our commitment to work with the City on developing a community we can
all be proud of. We look forward to your formal approval of the Extension Request tonight.
