• What: Six lot subdivision
• Where : West side of Hermosa Avenue at Vista Grove
Street.
Project Overview
• A request to subdivide the 4-acre parcel of land into 6 lots for
the future development of 6 single-family residences;
• The project site is within the Very Low (VL) Residential
District and within the Equestrian Overlay District;
• The project complies with each of the development
standards, except for the need for a retaining walls in excess
of the permitted 6-foot height limit;
• Each lot includes conceptual plotting for horse corral that
can be accessed from a local feeder trail that is 70 feet from
an adjacent dwelling.
Entitlements
• Tentative Tract Map (SUBTT18305) - Subdivides the project site
into 6 parcels;
• Minor Exception (DRC2020-00217) - A request for walls up to 8
feet in height;
• Tree Removal Permit (DRC2020-00867) - For the removal of up
to 52 onsite trees.

Neighborhood Meeting
• This meeting was held via a Zoom video conference on June 30,
2020;
• Questions were raised related to drainage, equestrian trails,
traffic, and wall height;
• The applicant addressed the questions and there were no
additional concerns.
Trails Advisory Committee
• This meeting was held via a Zoom video conference on August
12, 2020;
• The Committee raised issues related to walls, gates and access;
• The applicant agreed to make the changes recommended by the
Committee which are reflected in Exhibit A.
Environmental
• An Initial Study of the potential environmental effects of the
project was prepared by Ecorp Consulting Inc. and reviewed by
staff;
• Based on the findings contained in that Initial Study, it was
determined that, with the imposition of mitigation measures,
there would be no substantial evidence that the project would
have a significant effect on the environment;
• A Mitigation Monitoring Program has also been prepared to
ensure implementation of, and compliance with, the mitigation
measures for the project.
Staff Recommendation
Staff recommends the Planning Commission take the following
action:
• Adopt Resolutions 21-01, 21-02 and 21-03 with Conditions to
approve Tentative Tract Map, Minor Exception, and Tree
Removal Permit.

Dear Anne:
The purpose of this letter is to update you following our December 8, 2020 discussion.
Specifically, I want to give you a status report regarding Commercial Metals
Company's efforts to determine the feasibility of redesigning its proposed industrial
development at Arrow Route and Juneberry Drive, to accommodate a single east-west
street through the site.
CMC has commissioned HPA Architects to prepare a revised site study under which
the two proposed logistics and distribution facilities (totaling approximately 2,000,000
square feet) would be repositioned to accommodate a single east-west street through
the site. Based on the analysis to date, it appears that an east-west street is probably
infeasible, due to the shallowness of the resulting developable area south of the street.
Nevertheless, HPA continues to study alternatives and we remain hopeful that a
solution can be identified.
We expect the further revised site study to be completed within the next 7 to 10 days.
Once reviewed by the CMC team,we would like to share the study with you and your
team and have a continuing collaborative discussion regarding the matter.
In view of the above, we would appreciate if the matter presently scheduled for
consideration by the Planning Commission on January 13 could be continued. Thank
you for your consideration.
