The City Council of the City of Rancho Cucamonga held a closed session on Wednesday, March 2, 2022, in
the Tri-Communities Conference Room at the Civic Center, 10500 Civic Center Drive, Rancho Cucamonga,
California. Mayor Michael called the meeting to order at 5:00 p.m.

The regular meetings of the Rancho Cucamonga Fire Protection District, Housing Successor Agency,
Successor Agency, Public Finance Authority and the City of Rancho Cucamonga City Council were held on
March 2, 2022 in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. Mayor Michael called the meeting to order at 7:00 p.m.

Progran Recipient: Bansree Parikh, President of Bank of America Inland Empire Region.
B2. Presentation of Certificates of Recognition to Rancho Cucamonga Police Department Deputies:
Carrico, Foy and Collis for Receiving the Sheriff's Department Lifesaving Award for their Heroic
Efforts in Saving the Life of a Rancho Cucamonga Resident.
Mayor Michael and Members of the City Council along with Police Chief Ernie Perez presented Certificates
of Recognition to Deputies: Ayrton Foy, Nick Collas, Chris Carrico for their herioic efforts in saving the life of
a Rancho Cucamonga resident.

David Fredendall, spoke about parking concerns and restrictions at the North Etiwanda Preserve and a citation
he received; and requested the City install clear signage.
Michael Milligan, Boy Scout Troop, spoke about parking concerns and restrictions at the North Etiwanda Preserve;
and requested for clear signage to be installed.
Terry Reidt, spoke about parking concerns and restrictions at the North Etiwanda Preserve; and requested the
City have clear signage in no parking zone locations.
Connie Grisby, spoke about the sport of Pickeball; and requested indoor Pickleball courts.
Janet Walton, read a quote and offered a prayer.
Frank Atry, spoke on Sherriff's and city employee salaries, COVID-19 deaths and political views.
City Manager Gillison addressed the parking concerns and referred the speakers to the Chief of Police and City
Engineer for assistance and next steps.

Council consensus in support of Resolution No. 2022-033.

No. 2022-033, supporting the League of California Cities in its opposition to ballot measure—"The Taxpayer
Protection and Government Accountability Act" (Initiative AG#21-0042A1). Motion carried unanimously, 5-0.
G2. 8:00 PM Time Certain: Public Hearing #5 — Conduct Public Hearing to Receive Public Input on
District Boundaries and First Reading of Ordinance No. 997, to be Read by Title Only and Waive
Further Reading, Adjusting the Boundaries of the Four City Council Districts and Adopting a New
Official Council District Map Based on the Results of the 2020 Decennial Census. (ORDINANCE

City Manager Gillison introduced Lori Sassoon, Deputy City Manager/Administrative Services, who gave the
Staff Report.
Mayor Michael opened the Public Hearing.
There were no public communications made.
Mayor Michael closed the Public Hearing.
Mayor Michael noted that he received 3 emails from the public and the City received calls requesting adjustment
in proposed boundaries.
City Manager Gillison reviewed the requests received from residents: William Mitchell, Paul Reed Arigan, and
Zachary Walthers to remain in District 1; and reviewed the proposed boundaries in Map District 105 and
adjustments made to District 1 and 4 for population balance.
Mr. Gillison noted that the area bordered between the 210 Freeway to the north, Haven Avenue to the east,
Hermosa Avenue to the west and 19th street to the south, would impact approximately 769 residents and would
align with community interests in District 1, part of Alta Loma, and does not impact demographics in districts.
City Manager Gillison reviewed Council options of moving forward with the current map or giving direction to
staff to publish a revised map as noted by residents and return with Ordinance for First Reading at the next City
Council meeting.
Council consensus to make modifications to the map based on public input received.
City Council directed staff to publish the revised map and return with the amended map and Ordinance for First
Reading at the March 16, 2022 meeting.

Mayor Michael reported on his attendance at the SBCTA meeting that morning on moving forward with more
regional affordable housing and on the VVmnt Valley Connector bus line project.
