CITY OF RANCHO CUCAMONGA I PUBLIC WORKS SUBCOMMITTEE SPECIAL MEETING MINUTES
A. CALL TO ORDER— RAINS CONFERENCE ROOM
A special meeting of the Rancho Cucamonga Public Works Subcommittee was held on Wednesday,
September 15, 2021, in the Rains Conference Room of the Rancho Cucamonga City Hall located at
10500 Civic Center Drive, Rancho Cucamonga, California. Mayor Pro Tem Lynne B. Kennedy,, and
Council Member Ryan A. Hutchison called the meeting to order at 4:05 p.m:

Present Council Members: Mayor Pro Tern Lynne B. Kennedy, and Council Member
Ryan A. Hutchison.
Staff .Present: Jason Welday, Director of Engineering Services/City Engineer, Curt Billings,
Associate Engineer, Ian Tai, Assistant Engineer, Linda Wyman, Administrative Assistant.
Public:- (no members of the public were present). .
B. PUBLIC COMMUNICATIONS
B1. No public communications were made.
C. ITEM(S) FOR DISCUSSION
C1. Approve and File Minutes of March 18, 2020:
Council Member Hutchison motions for approval and Mayor Pro Tem Kennedy seconds approval
of previous meeting minutes.
C2. Update on Heritage Park Bridges.
Curt Billings provided an update on the Heritage Park Bridges:_City Staff continues to progress .
on the design of the bridge. Additional factors regarding the design that were discussed; included
features such as, the gate, barrier, stairway, camera, patrol road, approach slabs, paved areas,
tree removals and replacements, friction factors between horse hooves and hard surfaces, and
ADA access requirements (State and Federal).
Council Member Hutchison asked questions regarding the need for paved surfaces for ADA
accessibility relative to the slip concern relating to the horse's hooves and a hard/flat surface.
Jason Welday noted that a meeting will be scheduled with the Alta Loma Riding Club to consider
multiple options to address these concerns. It is noted that the existing facility's location is a
constraint as it is impractical to relocate the building and/or the arena features.
Mayor Pro Tem Kennedy also asked questions regarding how the horses will behave with granular
material on paved surfaces and inquired about alternative materials, as well as the requirements
for ADA and.how.best to also meet those requirements. .
City staff stated that the next steps for the project are to submit 95% level design plans. They are
currently at a 65% level. Also, permits will be required from the San Bernardino County Flood
Control District and the U.S. Army Corps of Engineers. Some of these permits can take a year or
more to obtain..City Staff will continue to work on the design and permit applications, as well as
meet with all stakeholders to consider design concerns.
