CALL TO ORDER—TAPIA CONFERENCE ROOM A special meeting of the Rancho Cucamonga Public Works Subcommittee was held on Wednesday, March 18, 2020, in the Council Chambers of the Rancho Cucamonga City Hall located at 10500 Civic Center Drive, Rancho Cucamonga, California, Mayor Pro Tem Lynne B. Kennedy called the meeting to order at 2:30 p.m. Al. Roll Call: Present were Mayor Pro Tem Lynne B. Kennedy and Council Member Ryan A. Hutchison. Staff present: Matt Burris, Deputy City Manager/Economic and Community Development; Lori Sassoon, Deputy City Manager/Administrative Services; Jason C. Welday, Engineering Services Director/City Engineer; Gianfranco Laurie, Senior Civil Engineer; and Valerie Victorino, Executive Assistant II. Public present: none B. PUBLIC COMMUNICATIONS Bl. No public communication by the audience or via the telephone call-in phone number. An email by Joe Cowan, President of the Alta Loma Riding Club was received and placed on the dais for each Councilmember. C. ITEM(S)FOR DISCUSSION Cl. Approve and File Minutes of October 30, 2019. Motion by Council Member Hutchison, seconded by Mayor Pro Tem Kennedy to approve the minutes. Motion approved. C2. Update on the Heritage Park Bridges. Mr. Welday stated that the recommendations in the Staff Report were evaluated by the Trails Advisory Committee and the Planning Commission. The staff report was presented by Senior Civil Engineer Laurie recommending replacement of three parallel bridges to the equestrian center with a single bridge structure with physically separated pedestrian/equestrian/and vehicle uses, while leaving the two westerly bridges in place with regular monitoring and forward that recommendation to the City Council. Mr. Laurie stated that since the last Public Works subcommittee meeting on October 30, 2019, a structural evaluation study was conducted on each of the 5 bridges. He noted pictures in the staff report that show the extensive deterioration of the wood under the bridges. This information was given to the Trails Advisory Committee on February 12, 2020 and then to the Planning Commission on March 11, 2020. The unanimous recommendations by both entities were to allocate the $1.2 million and replace the three parallel bridges with one single bridge with separated uses and to leave the two westerly bridges in place with regular monitoring. It is anticipated that it will take approximately 2 years to construct the new bridge. Funding would be split between PD-85 reserves and from the Fire District reserves. The Public Works subcommittee was pleased with the concurrence of each advisory group to install a single bridge with separated uses at Heritage Community Park. The Public Works subcommittee requested continual monitoring and maintenance of the two westerly bridges through document inspections every six (6) months. Additionally, for staff to begin evaluating and determining the costs to replace the two westerly bridges for an unspecified time in the future. Motion by Council Member Hutchison, seconded by Mayor Pro Tem Kennedy to accept the staff recommendation. Motion approved.
