Mayor Michael called the meeting to order at 5:00 p.m. Present were Council Members: Ryan Hutchison, Kristine Scott, Mayor Pro Tem Lynne Kennedy and Mayor L. Dennis Michael. Also present were: John Gillison, City Manager; James Markman, City Attorney; Elisa Cox, Assistant City Manager/Acting Deputy City Manager Administrative Services; Matt Burris, Deputy City Manager/Economic and Community Development; and Julie Sowles, Deputy City Manager/Civic and Cultural Services. Mayor Michael and Members of the City Council presented a Proclamation to the Rancho Cucamonga American Legion Auxiliary Unit 835 members, President of American Legion Tamara Bell and the Auxiliary Unit of the American Legion declaring September 16, 2022 as National POW/MIA Day. B2. Presentation of a Proclamation in Declaring the Month of September 2022 as Senior Center Month. Mayor Michael and Members of the City Council presented a Proclamation to Jennelle Markel, Community Services Department Coordinator— James L. Brulte Senior Center declaring the month of September 2022 as Senior Center month. B3. Presentation of California Municipal Treasurers Association's (CMTA) Investment Policy Certification. Mayor Michael and Members of the City Council presented a Certificate of Recognition to Tamara Oatman, Finance Director, Jason Shields, Management Analyst II, and City Treasurer Jim Harrington recognizing them for their work on the CMTA policy certification. C. PUBLIC COMMUNICATIONS Frank Atry, spoke about public speaking laws, salaries for law enforcement and budget allocations. Briana Arrington, spoke about the Miss Rancho Cucamonga Scholarship Pageant, sponsorships and introduced 2022/2023 Miss Teen Rancho Cucamonga Olivia Hughes to the City Council and community. Mayor Pro Tern Kennedy reported the Fire and Police Recognition Celebration held on August 31, 2022 by the Rancho Cucamonga Chamber of Commerce where the City's Fire and Police Departments, along with members that served in the military, were recognized for making our community a safe place to live, work and play. 12.
