The Concept of an �

tion of the east build-
ing of Lions Park
Community Center.
The focus of the
Learning Center will
be the Three R's �""`"° ��,,
(Reduce, Reuse, and � ��� ��
Recycle). The center is
designed for fourth

grade students with the capabil-
ities of future modification for older stu-
dents and adults. The center will also be
designed with interactive work stations in
both English and Spanish. Some of the
activities will include a board game similar
to concentration, an interactive game to
reduce waste in your home and a talking
recycling truck.
The Environmental Learning Center is
scheduled to be completed by July 1, 1997.

CONTINUED FUNDING FOR RED HILL � HERITAGE COMMUNITY PARKS
TO BE VOTED UPON
THE BACKGROUND
On November 5, 1996, the
California voters passed
Proposition 218, otherwise
known as the "Right to
Vote" Initiative which
amended the California
Constitution by revamp-
ing the way Assessment
Districts are administered.
As a result, the City of
Rancho Cucamonga is
presenting property own-
ers in Park District-85(PD-
85-R) with the decision
whether to continue the
existing assessment for the
continued operation and
maintenance services and
recreational activities at
Red Hill Community Park
and Heritage Community
Park. This proposal does
not ask property owners
to approve an increase on
any tax, fee, or assess-
ment.
THE ASSESSMENT DETAILS
The approval of the proposed continuation of the mainte-
nance assessment will provide funds to continue operat-
ing and maintaining the parks. The proposed total annu-
al amount of funds proposed to be charged to the District
for the continuation of services in both parks is One
Million, Six Thousand, Three Hundred, Seventy dollars
($1,006,370.00). The annual amount you will be charged is
stated on the enclosed ballot. Developed single family
homes are charged $31.00. Developed multi-family
parcels are charged $31.00 per residential unit contained
on each parcel, and other parcels are charged based upon
the size of the parcel. All assessments are based upon the
special benefits the parks provide to the property. These
special benefits include recreational opportunities,
enhancement of the physical environment, and support of
property values. Again, the amount proposed to be
assessed on your parcel for annual maintenance and
operation of both community parks is not an increase,
but is rather a continuation of annual assessments previ-
ously levied for the purpose of maintaining and operating
Red Hill and Heritage Community Parks. Should the
majority of the annual assessments shown on the ballots
returned to the City Clerk support the continued assess-
ment, the annual amount may be levied each year, but it
cannot be increased without another ballot process.

On May 8, 1997, ballots were
mailed to property owners in
PD-85-R so they may choose
to support or oppose the con-
tinuation of the assessment
for the continued operation
and maintenance services
and recreational activities at
the parks.
In order for the ballots to be
included in this process,
they must be delivered to
the City of Rancho
Cucamonga City Clerk,

91730 prior to the conclusion
of public testimony at a
public hearing.

tion of Vineyard Avenue and
Baseline Road, confains the

Red Hill Community Park has
held special events such as a chil-
dren's egg hunt, involving 2,000
participants; Art in the Park, a day
of cultural arts, crafts, dancing,
and music attracting approximate-
ly 6,000 annually; and Concerts in
the Park, offering a variety of
music attracting 10,900 annually.
HERITAGE COMMUNITY PARK
Heritage Community Park (40 acres), located on Hillside
Road between Carnelian Street and Hellman Avenue
includes the following amenities:

fields • walking path • fitness course
•2 tot lots • basketball courts • picnic
areas •restroom facilities •snackbars
• equestrian facilities
During 1996, 12,692 persons utilized the park's picnic facil-
ities and 149 sport organizations,
such as Little League and Pop
Warner Football held sporting
events involving a total of 2,264
players. Additionally, the park's
equestrian center has served more
than 4,195. In 1996, a total of 38
horse groups used Heritage park
for horse shows in which a total of
6,220 persons attended.

KME RESERVE ENGINE NOW IN SERVICE
On March 4, 1997, the Rancho Cucamonga Fire District
placed a new reserve fire engine into service. The new unit
is unique because it has a commercial chassis supporting the
fire engine's body. Purchasing a generic chassis, instead of the
more common custom chassis, saved the Fire District approxi-
mately $100,000.
The new unit will be used as a first line reserve. In addition to
providing station coverage when the primary fire engines are
out of service for maintenance, it will also be used to provide
mutual aid strike team assistance for wildland fires - allowing
the District's five first line engines to remain in service within
the City of Rancho Cucamonga.
Thanks to a Federal Grant of $375,000, the City of
Rancho Cucamonga has added five new police
officers to its Police Department. The City is excited to
have these new officers aboard! The addition of these
officers will help improve the quality of life in our
community through enhanced visibility and patrol
time. Both the new and current police officers will be
active in the community, working closely with resi-
dents, school personnel, businesses and apartment
managers. This contemporary approach to solving
community problems will help police officers to ori-
ent themselves towards dealing with causes of prob-
lems, rather than the effects of crime.

Ahhhh, the long awaited sum-
mer is just around the corner
and with the sun's warmth,
comes a renewed desire to stretch
our proverbial wings and free
our spirit.
T A �ith these feelings begin the
�� �� practices that winter days for-
bid: opening the windows, leaving
house and garage doors standing
open and unattended, parking
unlocked/open vehicles and send-
ing children outside without pro-
longed supervision. Everyone is
out on the sidewalks and in the
streets.
Even the criminals are getting
ready for summer! They are casing
your homes, learning your patterns
and time schedules, and paying
very close attention to the items left
out in plain view or discarded to
recklessly "tend to later". Criminals
target the homes that make it easi-
est for them to break the law.
Summer should be a time of fami-
lies and fun. Help yourself have a
great year by not helping the crimi-
nal into your lives. You've worked
hard for what you have. Make the
criminal work even harder to try

Remember the

commit a crime, the
more chance the

We often make it easier for the criminals by doing simple things.
Here are ten ways to "invite" them into YOUR home:
Leave your doors and windows
wide open, without securing
them. (Twist down locks and
drilled holes w/pins pushed in
them, help secure even open win-
dows).
Leave your
garage doors
open/unlocked
with tools, recre- �

inside. It takes a crimi-

Leave garden tools
and ladders lying
around. Ladders and
tools can be used to
access the roofs and break

around your home; espe-
cially those planted by the doors.
(Trimmed trees don't make very
good hiding spots or ladders to
your windows and trimmed bush-
es make feet visible when people
hide behind them).
Run straight into your home
and don't notice what's hap-
pening in the neighborhood.
(By taking a look at the peo-
ple and vehicles moving about,
you will make a watching crimi-
nal think twice about bothering
your street).

Be sure to leave your vehicles
unlocked/open, with windows
down, and tempting objects visi-
ble to any passersby. (Throwing
all valuables and look alike valuables
into your trunk, locking all doors and
rolling up all windows makes your
vehicle look less appealing to the
criminals).

Go on vacation and leave your

away. Vacation patrols are
available through the Police
Department. Neighbors can move
cars and trash cans for you. House-
sitters can bring in the mail everyday
and everyone can take care to watch
for strangers approaching your
home...but only if you tell them you
are going away.
Never take the necessary measures to increase your family's safety.

safety requires a little extra time and effort on your part, becoming a
victim requires no time and effort at all!

One of the most interesting were the opinions that dealt
with atmosphere. While many of our respondents noted that
the "feel good atmosphere" of bustling activity was one of the
strongest positives, others asked that noise in the library be
better controlled.

DROWNING PREVENTION:
Protection, supervision and preparation are critical
A report released last year by the Consumer Product Safety Commission showed that most young children
involved in a drowning were being supervised by one or both parents.
Forty-six percent of the chil- �,M/
dren who drown were last ��
seen in the house; 23 percent G
were last seen the yard, �
porch or patio; and 31 per- %,��
cent were in or around the ��-
pool before the accident. In all 69
percent of the children were not
expected to be at or in the pool, yet
they were found in the water.
PROTECTION:
What you can do!
Use layers of barrier protection between
children and water to warn and impede.
•Position alarms on doors and win-
dows leading to the water.
• Place a non-climbable five-foot
fence around the pool/spa that
separates the pool/spa from the
residence.
• Have self-closing and self-latching
fence gates, side . gates, and doors
leading to the pool/spa area, with
latches above a child's reach.
•Install pool safety covers (power-
operated are the safest and easiest
to use).
SUPERVISION:
Don't take it for granted!
Curiosity, rapidly changing skills, and
the inability to understand danger place
young children at high risk.
•Assign an adult water watcher to
supervise the pool/spa area.
•Assign a second adult to maintain
constant visual contact with the
children in the pool/spa area.
•Never leave a child alone near a
pool or spa, bathtub, toilet, water-
filled bucket, pond, or any stand-
ing water in which a child's nose
or mouth may be submersed.
• Don't rely on swimming lessons, life
preservers, or other equipment to make
a child water safe.

child is missing.
•Communicate pool safety measures
with the baby-sitter and train the sitter
in infant/child CPR.
PREPARATION:
Don't wait until it's too late!
•Insist anyone more than fourteen years
old has current certification in
infant/child CPR.
• Learn how to swim and learn rescue
techniques.
• Mount rescue equipment by the pool.
•Post the 9-1-1 emergency phone number
on your phones. Have a phone near the
pool/spa area.
What to Do If You Find a Child in A
Pool/Spa
•Yell for help and get the child out of the
pool/spa and onto the deck.
•If someone is with you, have them call 9-
1-1. Determine if the child is breathing:
tilt the head back; if you dori t hear or
feel breathing or see the chest rising,
begin CPR immediately. Continue CPR
until emergency help arrives.
• If you are alone and the child is not
breathing, start CPR. After one minute,
call 9-1-1. Return to the child and con-
tinue CPR until help arrives.

BICYCLE MASTER PLAN
Community Survey Results
�n mid-December 1995, an article and
questionnaire regarding the Bicycle
Master .Plan was directly mailed to all
' households (over 45,000) in Rancho
Cucamonga as part of the City's recre-
ational newsletter, The Grapevine. The
purpose of the survey was to educate
1 the public about the plan and to
obtain input from local citizens t� �
about bicycle issues and ways to \
improve cycling in . Rancho � �
Cucamonga. �

cials to implement the Bicycle Master
Plan. Since the Plan's adoption in 1991,
the City has added over 38 miles of bicy-
cle trails.

BARTHQUAKE GUIDE FOR MOTORISTS
Primary Inhibitors:
Fear of injury - Sad Weather - Lack of Time
Experiencing an earthquake while in a moving vehicle has
been compared to driving on four flat tires. If an earth-
quake occurs while you are driving you should:
•Gradually reduce your speed and pull over
•Do not stop under overpasses or bridges
•Avoid parking near trees, downed power lines & buildings
• Stay down on the floor until the shaking stops
•Turn on your car radio and listen for advisories
•Do not drive until it's safe and avoid overpasses or bridges as
they may have been damaged or weakened by the quake
•If you are driving on the freeway, and if it's safe to do so, exit
at the first opportunity
You can prepare yourself for the next earthquake by placing
the following items in an emergency kit in your car:

Heritage Park Equestrian
Center
The Equestrian Center at Heritage
Community Park is available to the public
for drop-in use and programmed activi-
ties. The park is located at 5546 Beryl
Street.
The Cominunity Building has a kitchen
and snack bar available for rent, and there
are two arenas available
� , for drop-in use or sched-
f� �� ��'' uled horse shows. Posted

� `� lowed. Scheduled activi-
ties must be arranged in
advance with the Community Services
Department. Fees are required for the are-
nas, lights, PA system, kitchen, snack bar,
or the community building.
Heritage Park is the home for three
local equestrian clubs: Alta Loma Riding
Club, Rancho Rebels 4-H Club, and Rising
Stars of Equestrian Therapy.

Equipment Rental
Having a picnic at one of our parks and
you have no equipment? For your conve-
nience the City has equipment for rent.
The rental fee is $5 per item or set, with an
additional $25 refundable deposit.
For anyone who is interested in reserv-
ing any or all of the three picnic shelters at
the north end of Red Hill Park, you can
rent:

Indoor Facility Rentals
Planning a meeting or gathering?
Perhaps the Rancho Cucamonga Senior
Center may have a room to meet your
needs. During the next few months the
Lions Park Community Center will be
undergoing a facelift. Rentals at the Lions
Center will be limited. Also keep in mind
that our new R.C. Family Sports Center
will be opening soon and be available for
rentals.
A Building Reservation Request form
must be completed. Rental rates vary and
are determined by room size, time of use,
attendance, and activity.

available at each community center to
address any questions you may have in
reserving a meeting room. Call the Rancho

Park Reservations
Rancho Cucamonga's parks attract pic-
nickers all year round, on a drop in or
reservation basis.
The City of Rancho Cucamonga has
designated Hermosa, Heritage, Coyote
Canyon, and Red Hill parks as reservable
parks. All other parks are available on a
first-come, first-serve basis with no reser-
vation required.
A Facility Reservation Request form
must be completed to initiate the reserva-
tion process. All requests are subject to
City guidelines and final approval by
Community Services administration staff.
Plan early. This opportunity could
insure the gathering you have in mind.
Reservations can be made up to a maxi-
mum of 4 months ahead for residents of
Rancho Cucamonga, and one month prior
for non-residents. A11 reservations must be
made a minunum of ten days prior to your
requested date.
Reservation requests are accepted in
person Monday through Thursday, 7 a.m.
- 6 p.m. at the Community Services
Department, 10500 Civic Center Dr.
Final approval will take approximately
5 working days after submittal. For further

includes three nights camping at
Campland on the Bay, a well-equipped
campground on Mission Bay. We cook
our own meals, enjoy firesides under the
stunmer stars and have lots of fun activi-

your sleeping bag, flashlight and your
personal supplies (a tent if you have one)!

Privcate Swim lessons

Would you or your child like to further enhance
your swim skills? For this reason, private swim
lessons are available on Saturday momings
(June 21-August 23) at the Alta Loma High
School Pool. Cost is $13 per scudent per 30
minute class. All levels of classes can be taught
for any age.
NOTE: This class is not meant to take the place
of our instructional swim classes but to supple-
ment them. Best results can be achieved when a
private class is taken in conjunction with a regu-
lar group class. Registration will be taken on a
first come basis beginning on June 2nd.

the walls. The game is sirnilar to volleyball with two players on

classes focus on building childrens' self-
esteem, attention spans and social devel-
opment through games, music, crafts,
group play.

Ceramics

Summer is the perfect time to start prepar-
ing for those very busy holiday months. In
this workshop we will complete a
Fall/Thanksgiving wreath. This unique
wreath will have a ceramic comucopia
insert placed in the center and ceramic
attributes to be placed with a bow on the
wreath itself. This piece will brighten any
door for the Thanksgiving holiday season.
A 12" wreath will be needed at the 2nd

In this workshop we will learn to pour a
flat mold and complete a variety of pieces
just for fun. Pouring will be a very basic
introduction into how the pieces are made.
Flat molds will produce pieces that will be

include a birdhouse, animals or other sum-
mer related pieces. Come and join the fun.

USDA Food Commodities
Surplus food commodities wffl be distrib-
uted on the first Monday of each month to
eligible low income residents of Rancho
Cucamonga at the Rancho Cucamonga
Senior Center. Distribution begins at 1:30
p.m. and ends at 3:00 p.m. or until com-
modities are gone. Distribution is on a first
come/first served basis. There is a limited
homebound program for physically dis-
abled individuals and seniors. Proof of res-
idency and income is required. Call 477-

Dial-A-Ride Goid, the curb-to-curb van
transit for seniors and

Braille Instruction
White Cane Center for the Blind provides
instruction in reading braille for the visual-
ly impaired. Classes are held on
Wednesdays from 9 a.m. - 12 noon. The

Homeowners/Renter's Assistance
The Homeowner's and Renter's Assistance
program allows qualified homeowners
and renters to receive a once a year reim-
bursement from the State of California for
a portion of property taxes paid. To be eli-
gible you must be 62 years of age or older,
or blind or disabled and have a total
household income under $13,200 during
1996. The filing period is from May 15,
1997 to August 31, 1997. For assistance in
completing the forms, contact the Rancho

FITNESS
Introduction to Sr. Exercise
(Starting in August)
A stretch, tone and conditioning class for
senior men and women who are just get-
ting started. This entry level training is
intended for first time and novice partici-
pants. Instruction is intended to educate
and prepare students for more advanced
aerobic exercise. This on-going class meets
Tuesdays and Thursdays from 8:30 a.m. to
9:30 a.m. at the Senior Center. The month-
ly fee varies depending on the number of
class sessions held per month. The fees for
the upcoming months are: August -$12,
September - $12, October $13.50. Register
at the Senior Center. Instructor: Laura Ott -
Certified Exercise Instructor.
Energize By Exercise
A stretch, tone and conditioning class for
both senior men and women who want to
improve their endurance, muscle tone and
maybe lose weight. This on-going class
meets Monday, Wednesday & Friday from
9 a.m. - 10 a.m. at the Senior Center. The
