RESOLUTION NO. 2022-155
A RESOLUTION OF THE CITY COUNCIL OF RANCHO
CUCAMONGA, CALIFORNIA, ESTABLISHING, REPEALING,
REVISING, AND UPDATING VARIOUS FEES APPLICABLE TO
THE BUILDING AND SAFETY SERVICES, CITY CLERK'S
OFFICE, COMMUNITY SERVICES, ENGINEERING SERVICES,
FINANCE, LIBRARY SERVICES, PLANNING, AND PUBLIC
WORKS SERVICES DEPARTMENTS
A Recitals.
1. The California Government Code allows the City to establish fees and charges for
municipal services, provided such fees and charges do not exceed the estimated reasonable cost
to the City in providing the service to which the fee or charge applies.
2. Data indicating the estimated or actual cost to provide each service, for which the fees
and charges set forth herein apply, was made available to the public at least ten (10) days prior
to the date of the public hearing.
3. On December 7, 2022, City Council of the City of Rancho Cucamonga conducted a
duly noticed public hearing on the amendment.
4. All legal prerequisites prior to the adoption of this Resolution have occurred.
B. Resolution
The City Council of the City of Rancho Cucamonga finds and resolves as follows.
SECTION 1: The City Council hereby specifically finds that all the facts set forth in the
Recitals, Part A, of this Resolution are true and correct.
SECTION 2. The City has conducted a study of new or increasing fees/fee categories and
analyzed costs incurred in providing services, including, but not limited to, salary and benefits,
maintenance, and administrative costs
SECTION 3' The City Council hereby specifically finds that the fees and charges set forth
do not exceed the estimated reasonable cost of providing the service for which the fee or charge
be levied
SECTION 4: The City Council hereby authorizes the City Manager, or designee, to make
annual adjustments to certain fees based on an inflationary factor established by the United
States Bureau of Labor Statistics, where designated, effective July 1 of each year
SECTION 5: Building and Safety Services
a The City hereby amends Resolution 18-040 and 2020-004, effective February 6, 2023,
which is 60 days from the adoption of the resolution consistent with state law, and adopts
the following fees for services performed by the Building and Safety Services including the
current 7% Technology Fee and 10% General Plan Maintenance Fee for all applicable
Building and Safety Services fees:

a. The City hereby adopts fees for services performed by the City Clerk's Office effective
January 2, 2023. All previously established fees for fees listed below are hereby repealed
concurrently with the effective date of the revised fees

a The City hereby amends Resolution 2021-129 effective January 2, 2023, adopts the
following fees for services performed by the Community Services Department.

Compensation, during the 12-month period ending on December 31 of the immediately
preceding year, as released by the United States Bureau of Labor Statistics and rounded
to the nearest whole dollar. If this index is discontinued, a replacement index, as
determined by the City Council, shall be utilized.
c. The City hereby amends Resolution 16-004, effective January 2, 2023, and adopts the
following fees for services performed by the Engineering Services Department for parking

the percentage change in the March index of the Consumer Price Index All Urban
Consumers (CPI-U)for the Riverside-San Bernardino-Ontario, California area published
by the United States Bureau of Labor Statistics. The computed fee shall be rounded to the
nearest whole cent If this index is discontinued, a replacement index, as determined the
by the City Council, shall be utilized.

a. The City hereby adopts the following fees for services performed by the Business
Licensing Division of the Finance Department, effective January 2, 2023.

Division of the Finance Department, effective January 2, 2023.

SECTION 10: Library Services
a. The City hereby repeals Resolutions 18-040, 19-092, and all contradictory fee resolutions
for services performed by the Library Services Department and adopts fees in Exhibit A
for services performed in the Library Services Department, effective January 2, 2023
b As set forth In Exhibit A of this resolution, fees shall be adjusted annually, commencing
on July 1, 2023, and each year thereafter, without further action of the City Council, based
on the Employment Cost Index for State and Local Government Employees, Total
Compensation, during the 12-month period ending on December 31 of the immediately
preceding year, as released by the United States Bureau of Labor Statistics and rounded
to the nearest whole dollar If this index is discontinued, a replacement index, as
determined by the City Council, shall be utilized
SECTION 11: Planning
a. The City hereby amends Resolution Nos 18-040, and adopts the following fees for
services performed by the Planning Department, including the current 7%Technology Fee
and 10% General Plan Fee where applicable, effective 60 days from the adoption of this
resolution consistent with State Law.

a The City hereby amends Resolution 2020-120, effective January 2, 2023, for the following
fees for service performed by the Public Works Services Department for the Community
Services Department.
