The City Council of the City of Rancho Cucamonga held a closed session on Wednesday. December 7, 2022, in
the Tapia Conference Room at the Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Mayor
Michael called the meeting to order at 5:00 p.m.
Present were Council Members: Ryan Hutchison, Kristine Scott, Mayor Pro Tem Lynne Kennedy, and Mayor L.
Dennis Michael.
Also present were: John Gillison, City Manager; Elisa Cox,Assistant City Manager; Nicholas Ghirelli, City Attorney;
Matt Burris, Deputy City Manager/Economic and Community Development and Julie Sowles, Deputy City
Manager/Civic and Cultural Services.

CALL TO ORDER - COUNCIL CHAMBERS
The regular meetings of the Rancho Cucamonga Fire Protection District, Housing Successor Agency, Successor
Agency, Public Finance Authority, and the City of Rancho Cucamonga City Council were held on Wednesday,
December 7, 2022, in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. Mayor Michael called the meeting to order at 7:00 p.m.
Present were Council Members: Ryan Hutchison, Kristine Scott, Mayor Pro Tem Lynne Kennedy and Mayor L.
Dennis Michael.
Also present were: Elisa Cox, Assistant City Manager; Nicholas Ghirelli, City Attorney; and Patricia Bravo-Valdez,
MMC, Deputy Director of City Clerk Services.
Mayor Michael held a moment of silence in remembrance of Pearl Harbor.
Council Member Kristine Scott led the Pledge of Allegiance.

B. ANNOUNCEMENTS/PRESENTATIONS
Mayor Michael announced John Gillison, City Manager was excused from today's meeting and Elisa Cox, Assistant
City Manager will be assisting with the meeting.
Bl. Presentation of a Proclamation to Janice Rutherford, Outgoing San Bernardino County Second District
Supervisor.
Mayor Michael and Members of the City Council presented a Proclamation to Janice Rutherford for her service as
San Bernardino County Second District Supervisor.
B2. Recognition of World Craft Logistics and Bruster's Real Ice Cream on Completion of the Rancho
Cucamonga's Fire Protection District BERT(Business Emergency Resiliency Training) program.
Mayor Michael along with Members of the City Council presented Certificates of Recognition to BERT (Business
Emergency Resiliency Training) program graduates: Daniel Decker and Kelly Decker, from Bruster's Ice Cream;
Jimmy Tran, Henry Montero, Victor Nguyen, Phoebe Tran, Lynn Corpus from World Craft Logistics for completing
the BERT program.
C. PUBLIC COMMUNICATIONS
Janet Walton, read a story and offered a prayer.
Frank Atry, spoke about his views on religion, the Iraq war, and Republicans.
D. CONSENT CALENDAR
Council Member Scott announced that she will need to abstain on item D3, due to a potential conflict of interest
as her employer is Southern California Gas Company.

MOTION: Moved by Council Member Hutchison, seconded by Mayor Pro Tern Kennedy, to approve Consent
Calendar Items D1 through D12, with Council Member Scott abstaining on item D3, due to a potential conflict of
interest as her employer is Southern California Gas Company. Motion carried, 4-0.

of Ordinance No. 1013, by title only and waive further reading.

CHAPTER 9.36 OF THE RANCHO CUCAMONGA MUNICIPAL CODE TO PROHIBIT THE POSSESSION OF A
CATALYTIC CONVERTER WITHOUT LEGAL AUTHORITY
VOTES NOW CAST ON MOTION: Moved by Council Member Scott, seconded by Council Member Hutchison,
to Introduce First Reading of Ordinance No. 1013, by title only and waive further reading. Motion carried, 4-0.

G1. Public Hearing to Consider Establishing, Repealing, and Amending Certain Service and User Fee
Adjustments for Various Departments (Building and Safety Services, Planning, Public Works, Engineering
Services, City Clerk's Office, Finance, Community Services and Library Services) and Consider a
Resolution Approving Such New Service and User Fees and Authorizing Automatic Annual Adjustments
on Certain Fees. (RESOLUTION NO. 2022-155)(CITY)
Assistant City Manager Cox introduced Lucy Demirjian, Principal Management Analyst, who provided the staff
report for item G1.
Mayor Michael opened the Public Hearing.

Mayor Michael closed the Public Hearing.
Mayor Michael thanked staff for their efforts on the master fee schedule.
Mayor Michael noted there were no written communications of anyone being in opposition of the fees.
MOTION: Moved by Council Member Hutchison, seconded by Mayor Pro Tem Kennedy, to adopt Resolution No.
2022-155 as amended, establishing, repealing, revising, and updating various fees applicable to the Building and
Safety Services, City Clerk's Office, Community Services, Engineering Services, Finance, Library Services,
Planning, And Public Works Services Departments. Motion carried, 4-0.
