CITY OF RANCHO CUCAMONGA
FIRE PROTECTION DISTRICT, HOUSING SUCCESSOR AGENCY, SUCCESSOR AGENCY,
PUBLIC FINANCE AUTHORITY AND CITY COUNCIL REGULAR MEETINGS MINUTES
REGULAR MEETING - 7:00 P.M.
CALL TO ORDER - COUNCIL CHAMBERS
The regular meetings of the Rancho Cucamonga Fire Protection District, Housing Successor Agency, Successor
Agency, Public Finance Authority, and the City of Rancho Cucamonga City Council were held on Wednesday,
December 14, 2022, in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. Mayor Michael called the meeting to order at 7:00 p.m.
Present were Council Members: Ryan Hutchison, Kristine Scott, Ashley Stickler, and Mayor L. Dennis Michael.
Absent: Mayor Pro Tern Lynne Kennedy.
Also present were: John Gillison, City Manager; Nicholas Ghirelli, City Attorney; and Patricia Bravo-Valdez, MMC,
Deputy Director of City Clerk Services.
Council Member Ashley Stickler led the Pledge of Allegiance.
A. AMENDMENTS TO THE AGENDA
None.
B. ANNOUNCEMENTS/PRESENTATIONS
None.
C. PUBLIC COMMUNICATIONS
Gwyn Frost, spoke about the City's history and anniversary; and presented newly elected Council Member Stickler
with a mug.
D. CONSENT CALENDAR
Council Member Scott announced that she will need to abstain on item D3, due to a potential conflict of interest as
her employer is Southern California Gas Company.
D1. Consideration to Approve City and Fire District Weekly Check Registers (Excluding Checks Issued to
Southern California Gas Company) in the Total Amount of$1,264,958.41 Dated November 28, 2022,
Through December 05, 2022, and City and Fire District Electronic Debit Registers for the Month of
November in the Total Amount of$1,400,295.28.(No Payroll Checks Issued). (CITY/FIRE)
02. Consideration to Approve City and Fire District Weekly Check Registers for Checks Issued to Southern
California Gas Company in the Total Amount of $16,847.89 Dated November 28, 2022, Through
December 05, 2022.(CITY/FIRE)
D3. Consideration to Receive and File Current Investment Schedules as of November 30,2022 for the City of
Rancho Cucamonga and the Rancho Cucamonga Fire Protection District. (CITY/FIRE)
D4. Consideration of the Purchase of Fifty Sets of Firefighting Turnout Gearfrom AIIStar Fire Equipment, Inc.
as a Single Source Vendor in the Amount of$179,730.(FIRE)

MOTION: Moved by Council Member Hutchison, seconded by Council Member Stickler, to approve Consent
Calendar Items D1 through D8, with Council Member Scott abstaining on item D2, due to her employment with
Southern California Gas Company. Motion carried, 4-0-1.Absent: Mayor Pro Tern Lynne Kennedy.

El. Consideration of Second Reading and Adoption of the following:
ORDINANCE NO. 1013
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA,CALIFORNIA,
ADDING CHAPTER 9.6 TO THE RANCHO CUCAMONGA MUNICIPAL CODE TO PROHIBIT THE
POSSESSION OF A CATALYTIC CONVERTER WITHOUT LEGAL AUTHORITY IN RANCHO
CUCAMONGA
MOTION: Moved by Council Member Scott,seconded by Council Member Hutchison,to waive full reading and
adopt Ordinance No. 1013 by title only.
Patricia Bravo-Valdez, MMC, Deputy Director of City Clerk Services, read the title of Ordinance No. 1013.
VOTES NOW CAST ON MOTION: Moved by Council Member Scott, seconded by Council Member Hutchison,
to waive full reading and adopt Ordinance No. 1013 by title only. Motion carried, 4-0-1.Absent: Mayor Pro Tem
Lynne Kennedy.

H1. Consideration to Accept and Allocate Grant Revenue in the Amount of$6,498,130 from the State of
California Budget Act of 2021,SB 129, in Building Forward Library Infrastructure Grant Program Funding
to Design and Construct a Replacement Facility for the Archibald Library and Adoption of Resolution
2022-159 Designating the City Manager as the Authorized Representative to Submit the Grant
Application and Enter into Agreements on Behalf of the City. (RESOLUTION NO. 2022-159)(CITY)
H2. Consideration to Accept and Allocate Grant Revenue in the Amount of $594,330 from the Slate of

Designating the City Manager as the Authorized Representative to Submit the Grant Application and

City Manager Gillison introduced the items and Elisa Cox, Assistant City Manager; Bill Wittkopf, Director of Public
Works and Wass Garcia, Acting Library Director, who gave the Staff Report.
Discussion ensued on grant funding, parking, and infrastructure improvements.
MOTION: Moved by Council Member Scott, seconded by Council Member Hutchison, to approve Resolution Nos.
2022-159 and 2022-160. Motion carried, 4-0-1.Absent: Mayor Pro Tem Lynne Kennedy.
I. COUNCIL BUSINESS
11. Consideration and Discussion of Selection of Mayor Pro Tem.(Verbal)
Mayor Michael announced that with the absence of Mayor Pro Tem Kennedy, the item will be continued to January
18, 2023, the second City Council meeting in January of 2023.

J. CITY ATTORNEY ITEMS
City Attorney Ghirelli congratulated the newly elected officials.

RECESS TO CLOSED SESSION
Mayor Michael announced that due to the holidays, City Hall and most City facilities will be closed from December
22, 2022 through January 2, 2023; and City Hall will open again on Tuesday, January 3, 2023. Specific closure
dates for all City facilities can be found by visiting the City's website. In the meantime, many services are available
via the City's website at www.CityofRC.us.
Mayor Michael recessed to Closed Session in the DeAnza Room to Conduct the items as Listed on the Agenda at
7:28 p.m. and adjourned the meeting to Wednesday, January 11, 2023, at 7:00 p.m.

The City Council of the City of Rancho Cucamonga held a closed session on Wednesday, December 14, 2022, in
the DeAnza Conference Room at the Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California at
7:30 p.m.
Present were Council Members: Ryan Hutchison, Kristine Scott, Ashley Stickler, and Mayor L. Dennis Michael.
Absent: Mayor Pro Tem Lynne Kennedy.
