Absent: Mayor L. Dennis Michael. Consideration of First Reading of Ordinance No. 1014, to be Read by Title Only and Waive Further Reading, Amending Sections 10.56.010, 10.56.020, and 10.56.030 of the Rancho Cucamonga Municipal Code to Alter Truck Routes, Making Findings in Support Thereof, and Making a Determination the Ordinance is Exempt from the California Environmental Quality Act. (ORDINANCE NO. 1014)(CITY) City Manager Gillison introduced the item along with Chris Ellis, Assistant Engineer and Jason Welday, Director of Engineering Services/City Engineer, who provided the staff report for item F1. Mayor Pro Tem Kennedy opened the Administrative Hearing. There were no public communications. Mayor Pro Tem Kennedy closed the Administrative Hearing. MOTION: Moved by Council Member Scott, seconded by Council Member Stickler,to Introduce First Reading of Ordinance No. 1014, by title only and waive further reading. Patricia Bravo-Valdez, Ml Deputy Director of City Clerk Services, read the title of Ordinance No. 1014. ORDINANCE NO. 1014 AN ORDINANCE OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, AMENDING SECTIONS 10.56.010, 10.56.020,AND 10.56.30 OF THE RANCHO CUCAMONGA MUNICIPAL CODE TO ALTER TRUCK ROUTES, MAKING FINDINGS IN SUPPORT THEREOF, AND MAKING A DETERMINATION THAT THE ORDINANCE IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT VOTES NOW CAST ON MOTION: Moved by Council Member Scott, seconded by Council Member Stickler, to Introduce First Reading of Ordinance No. 1014, by title only and waive further readings. Motion carried 4-0-1. Absent: Mayor Michael. Mayor Pro Tem Kennedy thanked staff for their staff report. H. CITY MANAGERS STAFF REPORT(S) None. I. COUNCIL BUSINESS 11. COUNCIL ANNOUNCEMENTS Council Member Hutchison announced he attended meetings the day before in the City of Rancho Cucamonga and earlier that same day in the City of Fontana where he received updates on Brighlline West's high-speed rail project. Council Member Scott spoke about the regional benefits and opportunities that will be offered through the high-speed rail project. Mayor Pro Tem Kennedy spoke about the new high-speed rail project and it being an economic driver for the region and announced she was appointed as President of ConFire and looks forward to serving in that capacity. 12. IDENTIFICATION OF ITEMS FOR NEXT MEETING Council Member Hutchison spoke about NFL player Darner Hamlin's injury and first responders aid with an AED defibrillator and requested an opportunity to renew the understanding of AEDs, CPR, and the City's mobile application. City Manager Gillison responded that this item would return at a future city council meeting as a presentation. L.
