PUBLIC FINANCE AUTHORITY AND CITY COUNCIL REGULAR MEETINGS MINUTES
The City Council of the City of Rancho Cucamonga held a closed session on Wednesday, February 1, 2023, in
the Tapia Conference Room at the Civic Center, 10500 Civic Center Drive, Rancho Cucamonga,California.Mayor
Michael called the meeting to order at 5:00 p.m.
Present were Council Members: Ryan Hutchison, Kristine Scott, Ashley Stickler, Mayor Pro Tem Lynne Kennedy
and Mayor L. Dennis Michael.
Also present were: John Gillison, City Manager; Elisa Cox, Assistant City Manager; Nicholas Ghirelli, City
Attorney; Matt Burris, Deputy City Manager/Economic and Community Development and Julie Sowles, Deputy
City Manager/Civic and Cultural Services.

REGULAR MEETING- 7:00 p.m.
CALL TO ORDER - COUNCIL CHAMBERS
The Regular meetings of the Rancho Cucamonga Fire Protection District, Housing Successor Agency, Successor
Agency, Public Finance Authority, and the City of Rancho Cucamonga City Council were held on February 1, 2023,
in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California. Mayor
Michael called the meeting to order at 7:00 p.m.
Present were Council Members: Ryan Hutchison, Kristine Scott, Ashley Stickler, Mayor Pro Tom Lynne Kennedy
and Mayor L. Dennis Michael.
Also present were: John Gillison, City Manager; Nicholas Ghirelli, City Attorney;and Linda Troyan, MMC, City Clerk
Services Director.
Council Member Scott led the Pledge of Allegiance.
A. AMENDMENTS TO THE AGENDA
City Clerk Services Director Troyan announced staff requested item D10 on the Consent Calendar be removed
from the agenda and return at a future meeting.
B. ANNOUNCEMENTS/PRESENTATIONS
B1. Presentation of a Certificate of Sympathy in Memory of Catherine Bridge for her Years of Service to the
Community.
Sean McPherson, Acting Principal Planner, provided a PowerPoint presentation showcasing Catherine Bridge's
legacy, service and dedication to the community. Mayor Michael and Members of the City Council presented a
Certificate of Sympathy in Memory of Catherine Bridge to her son Richard Bridge and family.
B2. Recognition of Women in Transportation (WTS)Woman of the Year, Erin Rogers, OmniTrans CEO and
General Manager.
Mayor Michael and Members of the City Council presented a Proclamation to Erin Rogers, OmniTrans CEO and
General Manager, in recognition of being designated as Woman of the Year by Women in Transportation (WTS)
Inland Empire Chapter.
C. PUBLIC COMMUNICATIONS
Frank Atry, spoke about city fee adjustments and OmniTrans bus rider routes and staffing.
Bob White, thanked the Rancho Cucamonga Fire Department and City for saving his life last year during an
emergency.
Janet Walton, offered a prayer.
Phillip Walker, requested the City support Black History Month and have a Proclamation presented at a local event
on February 3, 2023.
Victor Hernandez, Representative from Senator Ochoa Bogh's Office, introduced himself and announced the
Senator's Office looks forward to providing updates on various bills and receiving feedback in the future.
D. CONSENT CALENDAR
Council Member Scott announced that she will need to abstain on item D3, due to a potential conflict of interest as
her employer is Southern California Gas Company.

MOTION: Moved by Council Member Hutchison, seconded by Council Member Stickler, to approve Consent
Calendar Items D1 through D11, removing item D10 and with Council Member Scott abstaining on item D3, due
to her employment with Southern California Gas Company. Motion carried 5-0.

SUPPLEMENTAL UPDATE TO THE DEVELOPMENT CODE, ADOPTING ZONING MAP AMENDMENT

MOTION: Moved by Council Member Scott, and seconded by Council Member Hutchison, to waive full

VOTES NOW CAST ON MOTION: Moved by Council Member Scott, and seconded by Council Member
Hutchison, to waive full reading and adopt Ordinance No. 1015 by title only. Motion carried, 5-0.
F. ADMINISTRATIVE HEARING ITEM(S)

G. ADVERTISED PUBLIC HEARINGS ITEM(S) - CITY/FIRE DISTRICT
31. Public Hearing of the Rancho Cucamonga Fire Protection District to Consider Fee Adjustments and
Adapt Resolutions Approving Updated Fees and Authorizing Annual Adjustments on Certain Fees.
(RESOLUTION NOS. FD2023-002 AND FD2023-003) (FIRE)
City Manager Gilltson introduced Darci Vogel, Fire Business Manager, who provided the staff report for item G1.
Mayor Michael opened the Public Hearing.
There were no public communications.
Mayor Michael closed the Public Hearing.
Fire Business Manager Vogel clarified that Resolution No. FD 2023-002 waives the collection of operating and
special service permit fees.
MOTION: Moved by Mayor Pro Tem Kennedy, seconded by Council Member Stickler, to adopt Resolution Nos.
FD2023-002 and FD2023-003. Motion carried 5-0.

12. INTER-AGENCY UPDATES
Mayor Michael provided an update from a San Bernardino County Transportation Authority(SBCTA) meeting he
attended that morning and informed that on Saturday, February 4, 2023, in honor of Transit Equity Day, SBCTA
will be offering free rides on buses, trains, and other public transportation services.

L. ADJOURNMENT
The City Council adjourned in memory of Catherine Bridge for her years of service to the community.
