Time Extension
•The applicant is requesting a third,(1)one-year time extension for
Tentative Tract Map SUBTT16605M.
•The time extension is being requested to allow the applicant more time
to complete site preparations and other outstanding work needed to
commence grading and construction.
•The applicant does not anticipate to begin grading the site with
potentially starting the necessary advanced utility (Edison,Frontier,
SoCal Gas,and CVWD)relocation sometime between the second half
of 2023.
•With the approval of the subject time extension,the expiration of the
Tentative Tract Map will be April 4,2024.
•The subject Tentative Tract Map is eligible for two (2)additional time
extensions.
Project Update
•Completed years-long negotiation with Sycamore Inn property owner to
resolve restaurant encroachments and utility relocation.
•Completed acquisition of off-site easement (on the south side of Foothill
Blvd.),for downstream construction of the city’s master plan storm drain
facilities.
•Completed year-long consultation with California Department of Fish &
Wildlife to secure a finalized Streambed Alteration Agreement.
•Prepared and processed storm drain,water quality,public street plans,and
final map through multiple plan checks.
•Completed consultation with Santa Ana Regional Water Quality Control
Board.
•Completing year-long design process for coordinating existing onsite utility
relocations.
•Nearing approval of public water and sewer plans through CVWD.
•Received city,stamped approval or Rough Grading Plans earlier this year.
Environmental
•The City Council certified a Mitigated Negative Declaration on
October 24,2017 (State Clearinghouse #2017071010)through
Resolutions 17-098 and 17-099.
•The project does not raise or create new environmental impacts
not already considered in the Mitigated Negative Declaration.
•CEQA Guidelines Section 15162,states that no subsequent or
supplemental review is necessary if the scope of the project has
not changed from that considered as part of the original CEQA
review.
Noticing
•This item was advertised as a public hearing with a regular legal
advertisement in the Inland Valley Daily Bulletin newspaper,the
property was posted,and notices were mailed to all property
owners (333 property owners)within a 660-foot radius of the
project site on February 20,21,and 23,2023,respectively.
•To date,staff received two (2)written responses via email which
have been included with this staff report as Exhibit E.
•After the agenda was published,one (1)more written response via
email was received and was forwarded to the commissioners for
their review.
Staff Recommendation
•Staff recommends that the Planning Commission approve the Time
Extension application through the adoption of Planning Commission
Resolution No.23-06 with the attached Conditions of Approval.

Against the proposal and concerns:
This will create a lot of traffic congestion, traffic slow down, auto accident on Foothill will increase,
not to mention Air Pollution.
Just the other day, a suspected DUI driver was arrested after two bicyclists were struck and killed in
Rancho Cucamonga on Tuesday night. We just don’t need any more build up within this area around
Foothill Blvd.
