HomeMy WebLinkAbout78-25 - Resolutions RESOLUTION NO. 78-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, REESTABLISHING A COMPREHENSIVE FEE SCHEDULE SE%TING FORTH FEES. 1.0 Buildings (A) -- 1.1 Building Permit Fees: The following fees shall be charged for building permits: Total Valuation Fee $1.00 to $500.00 $10.00 $501.00 to $2,000.00 $10.00 for the first $500.00 plus $1.00 for each additional $100.00 or fraction thereof to and including $2,000.00. $2,001.00 to $25,000.00 $20.00 for the first $2,000 plus $4.00 for each additional $1,000 or fraction thereof, to and including $25,000.00. $25,001.00 to $50,000.00 $112.00 for the first $25,000 plus $3.00 for each additional $1,000 or fraction thereof to and including $50,000.00. $50,001.00 to $100,000.00 $187.00 for the first $50,000 plus $2.00 for each additional $1,000 or fraction thereof to and including $100,000.00. $100,001.00 to $500,000.00 $287.00 for the first $100,000 plus $1.50 for each additional $1,000 or fraction thereof, to and including $500,000.00. $500,001.00 and up $882.00 for the first $500,000 plus $1.00 for each additional $1,000 or fraction thereof. (B) -- 1.2 Plan Checking Fees: The Plan Checking Fees shall be as follows "When the valuation of the proposed construction exceeds one thousand dollars and a plan is required to be submitted by subsection (c) of Section 301 of the Uniform Building Code, a plan checking fee shall be paid to the building official at the time of submitting plans and specifications for checking. Said plan checking fee shall be equal to 75% of the building permit fee as set forth in the schedule in Section 1.1." Where plans are of such complexity, are incomplete, or are changed so as to require additional plan checking, an additional plan-check fee shall be charged at a rate established by the Community Development Director." (C) -- 1.3 Code Inspection of a Structure to be Moved: The fee for a required Code inspection of a structure to be moved shall be thirty-five dollars ($35.00) when located within twenty-five miles (25) of the City limits, and a fee of one dollar per mile in addition to the original thirty-five dollars shall be paid in excess of twenty-five miles for such Code inspection. (D) -- 1.4 Additional Fees for Improper Occupation: If a building or structure is occupied prior to the requirements of Section 306 (a) of the Uniform Building Code without prior approval as provided in Section 306 (d) therein, then an inspection permit fee shall be paid by the -2- builder to the Building Department of $100.00 before a final inspection shall be made. Inspection permit fees, double that of the last violation of this section, shall be paid to the Building Department for each repeated violation. (E) -- 1.5 Hazardous and Unsafe Commercial Buildings: Any person may file for an appeal from notice to abate by paying a fee of $50.00 at the time of application for an appeal hearing. (F) -- 1.6 Mechanical Permits: Any person desiring a permit required by the Uniform Building Code, shall, at the time of filing an application, therefore, pay a fee as required by this Section. 1.6.1 For the issuance of each permit ............... $ 3.00 1.6.2 For the installation or reloaation of each forced-air or gravity-type furnace or burner, including ducts and vents attached to such appliance, up to and including 100,000 B.T.U's ....................................... 4.00 1.6.3 For the installation or relocation of each forced-air or gravity-type furnace or burner, including ducts and vents attached to such appliance over 100,000 B.T.U.'s ................. 5.00 1.6.4 For the installation or relocation of each floor furnace, including vent ................... 4.00 1.6.5 For the installation or relocation of each suspended heater, recessed wall heater or floor mounted unit heater ....................... 4.00 1.6.6 For the installation, relocation or replace- ment of each appliance vent installed and not included in an appliance permit ............. 2.00 1.6.7 For the repair of, alteration of, or addition to each heating appliance, refrigeration unit, comfort cooling unit, absorption unit, or each comfort heating, cooling, absorption, or evaporative cooling system, including installation of controls regulated by this Code ............................................ 4.00 1.6.8 For the installation or relocation of each boiler or compressor to and including three horsepower, or each absorption system to and including 100,000 B.T.U.'s ...................... 4.00 1.6.9 For the installation or relocation of each boiler or compressor over three horsepower to and including 15 horsepower, or each absorp- tion system over 100,000 B.T.U.'s to and including 500,000 B.T.U.'s ...................... 7.50 1.6.10 For the installation or relocation of each boiler or compressor over 15 horsepower to and including 30 horsepower, or each absorption system over 500,000 B.T.U.'s to and including 1,000,000 B.T.U.'s .............................. 10.00 1.6.11 For the installation or relocation of each boiler or compressor over 30 horsepower to and including 50 horsepower, or for each absorption system over 1,O00,000 B.T.U.'s to and including 1,750,000 B.T.U.'s ............ 10.00 1.6.12 For the installation or relocation of each boiler or refrigeration compressor over 50 horsepower, or each absorption system over 1,750,000 B.T.U.'s ............................. 25.00 -3- 1.6.13 For each air handling unit to and including 10,000 cubic feet per minute, including ducts attached thereto ................................. $ 3.00 NOTE: This fee shall not apply to an air handling unit which is a portion of a factory assembled appliance, com- fort cooling unit, evaporative cooler or absorption unit for which a permit is required elsewhere in this code. 1.6.14 For each air handling unit over 10,000 cubic feet per minute ............................................ 5.00 1.6.15 For each evaporative cooler other than portable type ......................................... 3.00 1.6.16 For each vent fan connected to a single duct .......... 2.00 1.6.17 For each ventilation system which is not a portion of any heating or air conditioning system authorized by a permit ......................... 3.00 1.6.18 For the installation of each hood which is served by mechanical exhaust, including the ducts for such hood ............................... 3.00 1.6.19 For the installation or relocation of each domestic type incinerator ........................ 5.00 1.6.20 For the installation or relocation of each commercial or industrial type incinerator ............. 20.00 1.6.21Plan Check Fees: 75% of all fees charged except permit issuance fee, per unit. (G) -- 1.7 Electrical Permit Fees: The fee for Electrical Permits shall be as follows: 1.7.1 New Construction and Additions: Permit issuance fee shall be $4.00, plus $.01 per ampere for each service switch 300 volts or less; $.02 per ampere for each service switch 301 volts to 600 volts; $.05 per ampere for each service switch in excess of 600 volts. In addition, the following fees shall apply to electrical systems contained within or on any new structure, including new additions to existing structures: $.0025 per sq. ft. 1. Warehouse - that part which is over 5,000 sq. ft. 2. Storage garages where no repair work is done. 3. Aircraft hangers where no repair work is done. $.005 per sq. ft. 1. Residential accessory buildings attached or de- tached, such as garages, carports, sheds, etc. 2. Garages and carports for motels, hotels and commercial parking 3. Warehouses up to and including 5,000 sq. ft. 4. All other occupancies not listed, that part which is over 5,000 sq. ft. $.01 per sq. ft. All other occupancies not listed up to and inclu- ding 5,000 sq. ft. -4- $.001 per sq. ft. (actual cost) 4.5 Appeal Fee .......................................... 100.00 (R) -- 5.0 Miscellaneous Fees 5.1 Returned Check Charge: A charge of five dollars ($5) will be made for all checks returned by the customer's bank for nonsufficient funds or because the account has been closed. 5.2 Penalty for Failure to Pay License Fee: A penalty of 10% per month of the license fee due shall be paid for failure to pay a license fee within 30 days after the same shall become due. Maximum penalty 50% of license fee. The City shall collect in addition to the penalty due any costs incurred by the necessity to file suit for collection in the Courts. 5.3 Replacement for Lost or Destroyed License: A fee of $1.00 shall be paid for the replacement of lost or destroyed licenses. 5.4 Special Events: For any special events, there shall be a $25.00 permit fee. In addition, there will be charges to the applicant for any special cost incurred by the Sheriff's Department unless waived by the City Council. 5.5 Refunds: In the event that any person shall have obtained a permit and no portion of the work or construction covered by such permit shall have been commenced and such permit shall have been cancelled, that person shall be entitled to a refund of all fees except plan - checking fees and twenty-five dollars ($25.00). In the event that no plan - checking has been performed on a set of plans, the permittee shall be entitled to a refund of the plan - checking fee except for fifteen dollars ($15.00). (S) -- 6.0 Permit Fee for Swimming Pools: The building permit fee for new swimming pools and spas shall be as prescribed in this subsection. The permit fee includes plan - checking fees as shown below and all inspection fees for all phases of the construction including permit issuance fees, electrical permit fees, mechanical permit fees and plumbing permit fees. -9- (1) Swimming Pools or spas accessory to single- family dwellings: (a) With a Standard Plan ................ $ 75.00 (b) With other than Standard Plan ....... 90.00 7.0 Moving Buildings and other extra Legal Loads (T) -- 7.1 House Moving and Transportation Deposit: Before issuing the transportation permit, the City Engineer shall require of the applicant a deposit of a sum of money equal to twice the amount of the estimated expense to indemnify the City for such expenses, as well as against any loss or damage which the City may sustain by reason of damage or injury to any street, sidewalk, fire hydrant or other property of the City. Such deposit shall not be less than $500.00 7.2 House Moving and Transportation Permit: A fee of $15 per section, subject to a total minimum permit fee of $25 shall be paid by the applicant who applies for a house moving and transportation permit. (U) -- 8.0 Grading Permit and Plan Check Fee: A grading permit fee, in accordance with the following schedule, shall be paid. In addition, a grading plan check fee equal to one-half of the permit fee shall be paid. In estimating these fees, the sum of cut and fill shall be considered. Schedule: Quantity Fee 50 cubic yards or less ................... $ 20.00 50 to 100 cubic yards ..................... 25.00 101 to 1,000 cubic yards .................. 25.00 100 cubic yards plus $7.00 for each additional 100 cubic yards or fraction thereof. 1,001 to 10,000 cubic yards ............... 88.00 for the first 1,000 cubic yards, plus $6.00 for each additional 10,000 cubic yards or fraction thereof. 10,001 to 100,000 cubic yards .............. 1~ 9 for the first 10,000 cubic yards plus $27.00 for each additional 10,000 cubic yards or fraction thereof. 100,001 cubic yards or more ................ 385.00 for the first 100,000 cubic yards plus $15.00 for each additional 10,000 cubic yards or fraction thereof. 9.0 Repair or Emergency Work and Scheduled Jobs (V) -- 9.1 Repair or Emergency Work by City: Work accomplished by the City to repair facilities damaged by a Contractor, agency or other party and other emergency work shall be charged for in accordance with the following schedule: 9.1.1 When work is accomplished by a Contractor engaged by the City, the charges shall be those established in the contract by (a) Formal bid procedure, (b) Informal bid procedure, (c) Purchase Order, plus administrative costs in the amount of twenty-five percent (25%) of the basic charge. When emergency repairs are necessitated due to damage to City facilities by a Contractor, City crews will be utilized and charged at the then prevailing per diem wage rate as established by the department of employment for this area. -10- 9.1.2 When scheduled or mutual aid work is accomplished by City crews utilizing city equipment, the basic charge shall be computed on a time required basis during normal working hours. Labor charges exceeding the normal working hours will be charged at time and a half (1½ times the labor rates listed below): Labor Rates Maintenance Worker I $6.25 per hr. Maintenance Worker II 7.00 per hr. Equipment Operator 7.50 per hr. Equipment Mechanic 8.00 per hr. Lead Operator 8.00 per hr. Field Supervisor 9.00 per hr. (W) -- 10.0 Cost of Living Increase: All Planning Fees shall be subject to an annual cost of living increase based on the Los Angeles/ Long Beach consumer price index. For purposes of computation, the twelve month period shall be from March to March. This section shall apply only to those fees which are not calculated on current valuations.
