HomeMy WebLinkAbout78-06 - ResolutionsRESOLUTION NO. 78-6 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RAIqCHO CUCAMONGA, CALIFORNIA, STRONGLY URGING THE CALIFORNIA HIGHWAY COMMISSION TO RETAIN THE FULL FOOTHILL FREEWAY. WHEREAS, the County of San Bernardino has had an agreement with State of California for approximately 20 years for development of Route 30 known as the Foothill Freeway through the City of Rancho Cucamonga; and WHEREAS, the County of San Bernardino, including the area now in the City of Rancho Cucamcnga has predicated its General Plan, including the traffic circulation element, upon the utilization of the Foothill Freeway to carry both loc~ and through traffic; and WHEREAS, development of this area has progressed in accordance with the General Plan; and WHEREAS, the present lack of the Foothill Freeway causes intense traffic congestion on both north-south and east-west surface streets within the City of Rancho Cucamonga adding to air pollution, noise pollution, and traffic hazards; and WHEREAS, traffic congestion is increasing alarmingly during the present rapid growth of Rancho Cucamonga and its surrounding areas; and WHEREAS,it is understood that the California Highway Commission may consider rescission of the Foothill Freeway routing; and WHEREAS, the City Council has by unanimous vote endorsed the route plan approved by the County of San Bernardino for Route 30 Free- way; and WHEREAS, the studies of the California Department of Transportation (CALTRANS) reflect that extensive additions to existing transportation facilities in the Route 30 Freeway corridor over the next thirteen years will be required in order to serve the need for the movement of goods and people; and WHEREAS, CALTRANS' studies also reflect that the alternatives to the Foothill Freeway are not satisfactory. NOW, THEREFORE, BE IT RESOLVED by the City Council of Rancho Cucamonga that the Governor of California and the California Transportation Commission be most strongly urged to retain the Foothill Freeway and to direct early construction of that freeway from its present terminus in La Verne to Interstate 15 in order to relieve the significant burden upon Rancho Cucamonga caused by the lack of that link of the freeway.
