A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, DECLARING ITS INTENTION TO ORDER THE
FORMATION OF AN ASSESSNENT DISTRICT AND TO LEVY AND COLLECT
ASSESSMENTS, AND SETTING A TIME AND PLACE FOR PUBLIC HEARING
THEREON
WHEREAS, the City Council of the City of Rancho Cucamonga, California,
has ordered and approved an Engineer's Report for the certain special
assessment district proceedings pursuant to the terms of the '~andscaping and
Lighting Act of 1972", being Division 15, Part 2 of the Streets and Highways
Code of the State of California, in what is known and designated as
PARK AND RECREATION IMPROVEMENT DISTRICT
(HERITAGE AND RED HILL CONMUNITY PARK)
(hereinafter referred to as the '~sseesment District").

SECTION 1: That the above recitals are all true and correct.
DECLARATION OF INTENTION
SECTION 2: That the public interest and convenience requires, and it
is the intention of this City Council to order the formation of an assessment
district and to levy and collect assessments to pay the costs and expenses for
the following designated improvements:

The installation and construction of park and
recreational improvements, including but not limited to
land preparation, including grading, landscaping and
irrigation systems, together with appurtenant work;
B. The maintenance and/or servicing of the foregoing.
For particulars, reference is made to Exhibit '~" attached hereto, referenced
and so incorporated.
BOUNDARIES OF ASSESSMENT DISTRICT
SECTION 3: That said work of improvement, including maintenance, is
of direct benefit to the properties within the boundaries of said Assessment
District, which District the City Council previously declared to be the area
benefited by said works of improvement and maintenance, and for particulars
reference is made to the proposed boundary map as previously approved by this
City Council, a copy of which is on file in the Office of the City Clerk and
open for public inspection, and designated by the name of this Assessment
District.
ASSESSMENTS
SECTION 4: The public interest and convenience requires, and it is
the intention of this City Council to order the annual levy of assessments for
the maintenance and/or servicing of the above improvements as set forth and
described in the Engineer's Report, and it is further determined that the
estimated cost and installation of the park and recreational improvements is
greater than can be conveniently raised from a single annual assessment, and it
is hereby determined that the estimated cost of those improvements, other than
the cost of maintenance and servicing, shall be raised by assessments levied
and collected in installments over a period not to exceed TW~ITY (20) YEARS.

BONDS
SECTION 5: Notice is hereby given that serial bonds to represent the
unpaid assessments, and bear interest at the rate of not to exceed the current
legal maximum rate of 121 per annum, will be issued hereunder in the manner
provided in the "Improvement Bond Act of 1915", being Division 10 of the
Streets and Highways Code of the State of California, the last installment of
which bonds shall mature a maximum of and not to exceed NINETEEN (19) YEARS
~rom the second day of July next succeeding ten (10) months from their date.
The provisions of Part 11.1 of said Act, providing an alternative procedure for
the advance payment of assessments and the calling of bonds shall apply. The
principal amount of the bonds maturing each year shall be other than an amount
equal to an even annual proportion of the aggregate principal of the bonds, and
the amount of principal maturing in each year, plus the amount of interest
payable in that year, will be generally an aggregate amount that is equal each
year, except for the first yearns adjustment.
REPORT OF ENGINEER
SECTION 6: That the Report of the Engineer on file with the Clerk,
setting forth a full and detailed description of the proposed works of
improvement and maintenance, the boundaries of the proposed Assessment
District, including any zones, and the proposed assessment upon assessable
lands, as previously approved, is on file in the Office of the City Clerk and
open for public inspection. Reference is made to said document for all
particulars relating to these proceedings.
PUBLIC HEARING
SECTION 7: NOTICE IS HEREBY GIVEN THAT FRIDAY, THE 1711t DAY OF MAY,
1985, AT TEE HOUR OF 7:00 O*CLOCK P.H., AT THE ALTA LONA HIGH SCHOOL, 8880 BARE
LINE ROAD, RANClIO CUCANONGA, CALIFORNIA, IS THE TI~E AND PLACE FIXED BY THIS
CITY COUNCIL FOR HEARING PROTESTS OR OBJECTIONS TO THE FOIOiATION OF THE
PROPOSED DISTRICT, TO THE EXTENT OF THE HORKS OF IMPROVENENT AND MAINTENANCE,
AND TO TEE HETHOD AND FORMULA OF THE ASSESSHENT. ANY PERSON HISNING TO OBJECT
TO THESE PROCEEDINGS AND ALL NATTERS AS SET FORTH IN THIS RESOLUTION OF
INTENTION SHOULD PILE A WRITTEN PROTEST HITH THE CITY CLERK PRIOR TO THE TIHE
SET FOR THE PUBLIC HEARING.
NOTICE
SECTION 8: That the City Clerk is hereby authorized and directed to
give notice as follows:
A copy of this Resolution of Intention shall be
published in the DAILY REPORT, a newspaper of general
circulation within said City: said publication to be
completed not less than ten (10) days prior to the date
set for the public hearing.
A copy of this Resolution of Intention shall be mailed
first-class and deposited postage prepaid to all
property owners whose names and addresses appear on the
last equalized County assessment roll, said. mailing to
be completed not less than twenty (20) days prior to
the date set for the public hearing.

EX]IIBIT "A"
The proposed works of improvement are generally described as follows:
I. HERITAGE PARK
Improvements will provide two shared lighted softball/soccer facilities, an
equestrian facility, playgrounds, picnic areas, hard court and jogging
trails. Additionally, a portion of the Rancho Wash will be retained as a
'~ilderness" area.
II. RED HILL COMMUNITY PARK
Improvements will provide four dedicated and lighted baseball/softball
diamonds and two dedicated and lighted soccer fields. These will provide
year-around facilities for each sport not now available. Also included
will be a lake with a peninsula concert bowl and sloping, grassed
amphitheater type seating~ individual and group picnic areas, jogging
trails with exercise stations, playgrounds and passive areas.
