A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAHONGA, CALIFORNIA, INITIATING PROCEEDINGS AND ORDERING
THE PREPARATION OF AN ENGINEER'S '~EPORT" FOR CERTAIN
ASSESSMENT DISTRICT PROCEEDINGS
WHEREAS, the City Council of the City of Rancho Cucamonga, California,
at this time proposes to initiate proceedings for the formation of a special
assessment district pursuant to the terms and provisions of the '%andscaping
and Lighting Act of 1972", being Division 15, Part 2 of the Streets and
Highways Code of the State of California, in what is known and designated as
PARK AND RECREATION IMPROVEMENT DISTRICT
(HERITAGE AND RED HILL COMHUNITY PARK)
(hereinafter referred to as the '~ssessment District"); and
WHEREAS, there has been submitted for approval a plat designated by
the name of this Assessment District, generally showing the area and property
to be assessed in said Assessment District; and
WHEREAS, this City Council is desirous to order the preparation of a
"Report", as authorized by Section 22585 of the Streets and Highways Code of
the State of California.
NOW, TREEFORE, IT IS HEREBY RESOLVED AS FOLLOWS:
SECTION 1: That the above recitals are all true and correct.
DESCRIPTION OF IMPROVEMENTS
SECTION 2: That the public interest and convenience requires, and
this legislative body does propose at this time to initiate proceedings for the
formation of a special Assessment District for the following improvements:
As
The installation and construction of park and
recreational improvements, including but not limited to
land preparation, including grading, landscaping and
irrigation systems, together with appurtenant work.
B. The maintenance and/or servicing of the foregoing.
For particulars as to these works of improvement, reference is made to Exhibit
"A" attached hereto, referenced and so incorporated.
DESCRIPTION OF ASSESSMENT DISTRICT
SECTION 3: That said improvements will provide a special and direct
benefit to the property and parcels of land within the boundaries of the
Assessment District, and for a general description of the area and boundaries
of said proposed District, reference is made to a Plat previously approved by
this legislative body and identified by the name of this Assessment District,
which Plat is on file with the transcript of these proceedings and open for
public inspection,
REPORT OF ENGINEER
SECTION 4: That this improvement is hereby referred to Wildan &
Associates, the appointed Engineer of Work, who is hereby directed to make and
file the 'Report" generally containing the following:
1. Plans and specifications for the improvements.

2. An estimate of the costs of the improvements for the
project and referenced fiscal year.
3. A diagram for the Assessment District, showing the area
and properties proposed to be assessed.
An assessment of the estimate costs of the improvements,
assessing the net amount upon all assessable lots and/or
parcels within the Assessment District in proportion to
the benefits received.
That upon completion of the preparation of said 'Report", the original shall be
filed with the City Clerk, who shall than submit the same to this legislative
body for its i---ediate review and consideration.
FISCAL YEAR
SECTION 5: That the above "Report" shall include all costs and
expenses relating to the fiscal year commencing July 1, 1985, and ending June
30, 1986.

EXHIBIT '~"
The proposed works of improvement are generally described as follows:
I. HERITAGE PARK
Improvements viII provide two shared lighted softball/soccer facilities, an
equestrian facility, playgrounds, picnic areas, hard court and jogging
trails. Additionally, a portion of the Rancho Hash will be retained as a
'~ilderness" area.
II. RED HILL COMMUNITY PARK
Improvements will provide four dedicated and lighted baseball/softball
diamonds and two dedicated and lighted soccer fields. These will provide
year-around facilities for each sport not now available. Also included
will be a lake with a peninsula concert bowl and sloping, grassed
amphitheater type seating, individual and group picnic areas, jogging
trails with exercise stations, playgrounds and passive areas.
