HomeMy WebLinkAbout88-364 - Resolutions RESOLUTION NO. 88-364 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMD~13A, CALIFORNIA, APPROVING A RH~UEST TO A~ND THE LAND USE MAP OF THE GENERAL PLAN. GPA 87-O4H. PROM LOW-~DIUM RESIDENTIAL (4-8 IEELLING UNITS PER ACRE) TO OFFICE FOR A 1.69 ACRE PARCEL LOCATED ON THE WEST SIDE OF ARCHIBALD AVENUE, SOUTH OF BASE LINE ROAD, RANCHO O3CAMDNGA, CALIFORNIA, AND MAKE FINDINGS IN SUPPORT THEREOF A. Recitals. (i) West End Investments has fi/ed an application for General Plan Amendment 87-04H as described in the title of this Resolution. Hereinafter in this Resolution, the subject General Plan Amendment is referred to as "The Application." (ii) On April 13, 1988, the Planning Commission of the City of Rancho Cucamonga conducted a duly noticed public hearing on The Application and concluded said hearing on that date. (iii) On May 18, 1988, the City Council of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing on that date. (iv) All legal prerequisites to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, it' is hereby found, determined, and resolved by the City Council of the City of Rancho Cucamonga as follows: 1. This Council hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Council during the above-referenced public hearing on May 18, 1988, includin$ written and oral staff reports, together with public testimony, this Council hereby specifically finds as follows: (a) The Application applies to a 1.69 acre parcel of land basically rectangular in configuration, located on the west side of Archibald Avenue, south of Base Line Road. Said property is currently designated as Low-Medium Residential (4-8 dwelling units per acre) on the Land Use Map of the General Plan and is currently developed with an older single family residence and several smaller storage structures; and Resolution No. 88-364 Page 2 (b) The property to the north of the subject site is designated Neighborhood Commercial on the Land Use Map of the General Plan and consists of a neighborhood commercial shopping center, the property to the south of the subject site ia designated Low Residential (2-4 dwelling unite per acre) on the Land Use Map of the General Plan and consists of Iow density single family residential, the property to the east is designated as Neighborhood Commercial and Low Residential (2-4 dwelling units per acre) on the Land Use Map of the General Plan and consists of a neighborhood commercial shopping center and Iow density single family residential, and the property to the west is designated Low-Medium Residential (4-8 dwelling units per acre) on the Land Use Map of the General Plan and consists of vacant land; and (c) The Application requests the amendment of the Land Use Map of the General Plan from Low-Medium Residential (4-8 ~elling units per acre) for the 1.69 acre parcel to Office; and (d) The Application would be consistent with the Land Use Element of the General Plan, would not result in potentially significant adverse impacts to persons and property in the {m-ediate vicinity of the subject site, and would be in the best interests of the health, safety, and welfare of the citizens of the City of Rancho Cucamonga. 3. Based upon the substantial evidence presented to this Council during the above-referenced public hearing and upon the specific findings of fact set forth in Paragraphs I and 2 above, this Council hereby finds and concludes that the application would be consistent with the objectives of the Land Use Element of the General Plan, would be in the best interests of the City of Rancho Cucamonga, California. 4. In conjunction with ~e Application, an Initial Study/Prel{minar~ Environmental Assessment, in conf or~ity with the requirements with the California Environmental Quality Act, has been prepared. The Council has detemined that this project would not have a significant adverse effect on the environment, and adopts a finding of no significant impact and issues a Negative Declaration. 5. Based upon the findings and conclusions set forth in paragraphs 1, 2, and 3 above, this Council hereb~ approves the application. PASSED, APPROVED, and ADOPTED this 1st day of June, 1988.
