A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCMO
CUCA~D~13A, CALIFORNIA, APPROVING A RH~UEST TO AMEND THE
LAND USE MAP OF THE GENERAL PLAN, GPA 87-O4G, PROM
LOW-MEDIUM RESIDENTIAL (4-8 DWELLING UNITS PER ACRE) TO
HIGH RESIDENTIAL (24-30 DWELLING UNITS PER ACRE) FOR A
SENIOR HOUSING PROJECT ON 5.05 ACRES OF LAND LOCATED ON
THE SOUTH SIDE OF BASE LINE ROAD, WEST OF AR(MIBALD
AVENUE, RANCHO CUCAMDNGA, CALIFORNIA, AND MAKE FINDINGS IN
SUPPORT THEREOF
A. Recitals.
(1) Nourse Development has filed an application for General Plan
Amendment 87-O4G as described in the title of this Resolution. Hereinafter in
this Resolution, the subject General Plan Amendment is referred to as "The
Application."
(ii) On April 13, 1988, the Planning Commission of the City of Rancho
Cucamonga conducted a duly noticed public hearing on The Application and
concluded said hearing on that date.
(iii) On May 18, 1988, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing on the application and
concluded said hearing on that date.
(iv) All legal prerequisites to the adoption of this Resolution have
occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined, and resolved by the
City Council of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Council during
the above-referenced public hearing on May 18, 1988, including written and oral
staff reports, together with public testimony, this Council hereby specifically
finds as follows:
(a) The Application applies to a 5.05 acre parcel of land
basically rectangular in configuration, located on the south side of Base Line
Road, west of Archibald Avenue. Said property is currently designated as
Low-Medium Residential (4-8 dwelling units per acre) on the Land Use Map of the

General Plan and is currently developed with an older single family residence
with the remainder of the site vacant land with a concentration of trees
adjacent to Base Line Road: and
(b) The property to the north of the subject site is designated
Neighborhood Commercial on the Land Use Map of General Map and consists of a
neighborhood commercial shopping center, the property to the south of the
subject site is designated Low Residential (2-4 dwelling units per acre) on the
Land Use Map of the General Plan and consists of vacant land and low density
single family residential, the property to the east is designated Neighborhood
Commercial on the Land Use Map of the General Plan and consists of a
neighborhood commercial shopping center, and the property to the west is
designated Low Residential (2-4 dwelling units per acre) on the Land Use Map of
the General Plan and consists of Iow density single family residential: and
(c) The Application requests the Amendment of the Land Use Map
of the General Plan from Low-Medium Residential (4-8 dwelllng units per acre)
to High Residential (24-30 dwelling units per acre) for the 5.05 acre parcel:
and
(d) The Application would be consistent with the Land Use
Element of the General Plan, would not result in potentially significant
adverse fmpacts to persons and property in the immediate vicinity of the
subject site, and would be in the best interests of the health, safety, and
welfare of the citizens of the City of Rancho Cucamonga.
3. Based upon the substantial evidence presented to this Council
during the above-referenced public hearing and upon the specific findings of
fact set forth in paragraphs I and 2 above, this council hereby finds and
concludes that the application would be consistent with the objectives of the
Land Use and Housing Elements of the General Plan, would be in the best
interests of the City of Rancho Cucamonga, and would protect the health,
safety, and welfare of the citizens of Rancho Cucamonga, California.
4. In conjunction with The Application, an Initial Study/Prelfminary
Environmental Assessment, in conformity with the requirements with the
California Environmental Quality Act, has been prepared. The City Council has
determined that this project would not have a significant adverse effect on the
environment and hereby adopts a finding of no significant fmpact and the
issuance of a Negative Declaration.
5. Based upon the findings and conclusions set forth in paragraphs 1,
2, and 3 above, this Council hereby approves The Application.
