A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, OF PRELIMINARY APPROVAL OF CITY
ENGINEER'S REPORT FOR ANNEXATION NO. I TO STREET LIGHTING
MAINTBNANCE DISTRICT NO. 3
HHERF-ad, on May 21, 1986, the City Council of the City of Rancho
Cucamonga directed the City Engineer to make and file with the City Clerk of
said City a report in writing as required by the Landscaping and Lighting Act
of 1972; and
WHEREAS, the City Engineer has made and filed with the City Clerk of
said City a report in writing as called for pursuant to said Act, which report
has been presented to this Council for consideration; and
WHEREAS, said City Council has duly considered said report and each
and every part thereof, and finds that each and every part of said report is
sufficient, and that said report, nor any part thereof, requires or should be
modified in any respect.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Rancho Cucamonga as follows:
SECTI08 1: That the Engineer's Estimate of the itemized costs and
expenses of said work and of the incidental expenses in connection therewith,
contained in said report be, and each of them are hereby, preliminarily
approved and confirmed.
SECTION 2: That the diagram showing the Assessment District referred
to and described in said report, the boundaries of the subdivisions of land
within said Assessment District are hereby preliminarily approved and
confirmed.
SECTION 3: That the proposed assessment upon the subdivisions of
land in said Assessment District in proportion to the estimated benefit to be
received by said subdivision, respectively, from said work and of the
incidental expenses thereof, as contained in said report is hereby
preliminarily approved and confirmed.
SECTION 4: That said report shall stand as the City Engineer's
Report for the purposes of all subsequent proceedings, and pursuant to the
proposed district.

Street Lighting Maintenance District No. 3
Annexation No. 1
SECTION 1. Authority for Reoort
This report is in compliance with the requirements of Article 4, Chapter
1, Division 15 of ~he Streets and Highways Code, State of California
(Landscaping and Lighting Ac~ of 1972).
SECTION 2. General DescrinCinn
This City Council has elected to annex the tracts enumerated in Exhibig
"A" into Street LiEbring Maintenance District No. 3. The City Council has
determined =hat ~he street liEhts to be maintained will have an effect upon all
logs within said tracts as well as on tbe lots directly abutting the screen
lights.
Work to be provided for wi~h the assessments established by ghe district
are:
The furnishing of services and materials for the ordinary and
usual maintenance, operating and servicing of street light
improvements on local residential streets. Improvement
maintenance is considered of general benefit to all areas in the
District and cost shell be divided on a per loC basis. In ~he
case of condominiums wi~b airspace ownership only, and
apartments, a dwelling unit shall be considered to benefit the
same as a lot.
SECTION 3. Plans and Specifications
The plans and specifications for street lighting have been prepared by the
developers. The plans and street lights are as stipulated in the conditions of
approval for the development and as approved by the City Engineering Division.
Reference is hereby made to the subject tract map or development plan and the
assessment diagram for the exact location of the street lighting areas. The
plans and specifications for street lighting improvement on the individual
development is hereby made a part of ~his report Co the same extent as if said
plans and specifics were a~tached hereto.
Detailed maintenance activities on the street lighting district
include: the repair, removal or replacement of all or any part
of any improvement, providing for the illumination of the
subject area.
SECTION 4. Estlm-~ed Costs
No costs will be incurred for street lighting improvement construction.
All improvements will be constructed by developers. Eased on available de=a,
it is estimated ~ha~ maintenance costs for assessment purposes will be as
indicated below. These costs are estimated only, actual assessments will be
based on actuel cost data.

SECTIO8 5. Assessment Diagram
Copies of the proposed Assessment Diagrams are attached to this report and
labeled "Street Lighting Maintenance District No. 3", Annexation No. 1. These
diagrams are hereby incorporated within the text of this report. (Assessment
Diagrams are on file in the City Clerk's office.)
SECTION 6. Assessment
Improvement for the District are found to be of general benefit to all
dwelling units within the District and that assessment shall be equal for each
unit. Where there is more than one dwelling unit per lot or parcel of
assessable land, the assessment for each lot or parcel shall be proportional to
the number of dwelling units per lot or parcel.
It is proposed that all future development sball be annexed to the
District.
SECTION 7. Order of Events
1. City Council adopts resolution instituting proceedings.
2. City Council adopts Resolution of Preliminary Approval of City Engineer's
Report.
3. City Council adopts Resolution of Intention to annex to District and sets
public hearing date.
4. City Council conducts public bearing, considers all testimony and
determines to form a District or abandon the proceedings.

5. Every year in May, the City Engineer files a report with the City Council.
6. Every year in June, the City Council conducts a public bearing and
approves, or modifies and approves the individual assessments.
