A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
~JCAMONGA, CALIFORNIA, ORDERING THE WORK IN CONNECTION
WITH ANNEXATION NO. 34 TO STREET LIGHTING MAINTENANCE
DISTRICT NO. 1 AND ACCEPTING THE FINAL ENGINEER' S REPORT
FOR TRACT NO. 13444, DR 85-06 and DR 86-39
WHEREAS, the City Council of the City of Rancho Cucamonga did on the
2nd day of December, 1987, adopt its Resolution of Intention No. 87-653 to
order the therein described work in connection with Annexation No. 34 to Street
Lighting Maintenance District No. 1, which Resolution of Intention No. 87-653
was duly and legally published in the time, form and manner as require~ by law,
shown by the Affidavit of Publication of said R~61ution of Intention on fi£e
in the office of the City C~erk; and
WHEREAS, after the adoption thereof, notice of the passage of said
Resolution of Intention, headed "Notice of Improvement", was duly and legally
posted in the time, form, manner, location, and number as required by law, as
appears from the Affidavit of Posting said notices, on file in the office of
the City Clerk; and
WHEREAS, a~ter the adoption thereof, notices of the adoption of the
Resolution of Intention were duly mailed to all persons owning rea± property
proposed to be assessed for the improvements described in said Resolutmon of
Intention No. 87-653, according to the names and addresses of such owners as
the same appears on the last mailing or as known to the City Clerk of the City
of Rancho Cucamonga, which said copies were duly mai£ed in the time, form, and
manner as required by law, as appears from the Affidavit of Mailing on file in
the oftice of the City Clerk; and
WHEREAS, said City Council having duly received considered evidence,
oral and documentary, concerning the jurisdiction facts in this proceeding an~
concerning the necessity for the contemplated work and the beneIlts to be
derived therefrom and said Gity Council having now acquired jur±sdictmon to
order the proposed work.
SECTION 1: It is hereby resolved by the City Council of the City of
Rancho Cncamonga that the public interest and convenience requires tae
annexation to the District and the ordering of the work, and said Gity Gouncii
hereby orders that the work, as set forth and described in said Resolution of
Intention No. 87-653, be done and made; and
SECTION 2: The Report filed by the Engineer is hereby finally
approved; and
SECTION 3: The assessments and method of assessment in the Engineer's
Report are hereby approved.

SECTION 4: The assessments shall not begin until after 60 percent of
said tracts have been occupied.

Engineer's Report for
Street Lighting Maintenance District No. i
Annexation No. 34 for
Tract No. 13444, DR 85-06 and DR 86-39
SECTION 1. Authority for Report
This report is in conqoliance with the requirements of Article 4,
Chapter 1, Division 15 of the Streets and Highways Code, State of
California (Landscaping and Lighting Act of 1972).
SECTION 2. General Description
This City Council has elected to annex all new developments into
Street Lighting Maintenance District No. 1. The City Council has
determined that the street lights to be maintained will have an effect
upon all lots within said developments as well as on the lots directly
abutting the street lights.
Work to be provided for with the assessments established by the
district are:
The furnishing of services and materials for the ordinary and
usual maintenance, operating and servicing of street light
improvements on major streets (arterial and certain collector
streets) as shown on the Lighting District Altas Map which is
on file with the City Engineer. Improvement maintenance is
considered of general benefit to all areas in the District and
cost shall be assessed on a per unit basis.
SECTION 3. Plans and Specifications
The plans and specifications for street lighting have been prepared
by the developers. The plans and street lights are as stipulated in the
conditions of approval for the development and as approved by the City
Engineering Oivision. Reference is hereby made to the subject tract map
or development plan and the assessment diagram for the exact location of
the street lighting areas. The plans and specifications for street
lighting i~rovement on the individual development is hereby made a part
of this report to the same extent as if said plans and specifics were
attached hereto.
Detailed maintenance activities on the street lighting district
include: the repair, removal or replacement of all or any part of
any improvement,, providing for the illumination of the subject area.

SECTION 4. Estimated Costs
No costs will be incurred for street lighting improvement
construction. All improvements will be constructed by developers. Based
on available data, it is estimated that maintenance costs for assessment
purposes will be as indicated below. These costs are estimated only,
actual assessments will be based on actual cost data.
Street Lighting Maintenance District No. I has been demarcated into
two zones. Zone I is comprised of street light improvements on major
streets for residential improvements (single family, multi-family,
condominiums and apartments) throughout the City. Each dwelling unit in
this zone will be assessed as one assessment unit for the operation of
the District.
Zone 2 is comprised of all industrial, conmmrcial and institutional
projects throughout the City. It has been determined that one acre of
land in industrial, conm~erctal and institutional areas derives the same
benefit as two assessment units in Zone 1.
The estimated total cost for Lighting Maintenance District No. 1 is
shown below:

SECTION 5. Assessment Oiagram
Copies of the proposed Assessment Diagrams are attached to this
report and labeled "Street Lighting Maintenance Oistrict No. 1",
Annexation No. 34. These diagrams are hereby incorporated within the
text of this report.
SECTION 6. Assessment
Improvements for the Otstrtct are found to be of general benefit to
all units within the Otstrtct and that assessment shall be equal for each
unit. When units are based on acreage, assessment will be 2 units per
net acre.
SECTION 7. Order of Events
1. City Council adopts Resolution of Preliminary Approval of City
Engineer's Report.
2. City Council adopts Resolution of Intention to annex a Otstrict and
sets public hearing date.
3. City Council conducts public hearing, considers all testimony and
determines to form a Oistrict or abandon the proceedings.
4. Every year in May, the City Engineer files a report with the City
Council.
5. Every year in June, the City Council conducts a public hearing and
approves, or modifies and approves the individual assessments.
