HomeMy WebLinkAbout79-68 - Resolutions RESOLUTION NO. 79-68 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, COMMITTING TO THE IMPLEMENTATION AND ENFORCEMENT OF THOSE EL[MENTS OF THE SOUTH COAST AIR QUALITY MANAGEMENT PLAN APPROPRIATE TO ITS JURISDICTION. WHEREAS, the Federal Clean Air Act (42 U.S.C. 7401, et seq., as amended) seeks to develop a cooperative Federal, State, regional and local government program to prevent and control air pollution in order to protect and enhance the quality of the nation's air resources so as to promote the public health and welfare of its population; and, WHEREAS, subject to Section 172 (a) (1) of the Clean Air Act, as amended, the Southern California Association of Governments (SCAG) and the South Coast Air Quality Management District (SCAQMD) has prepared a South Coast Air Quality Management Plan (AQMP) with the assistance of the Counties of Los Angeles, Orange, Riverside, San Bernardino and Ventura, the City of Los Angeles, the San Bernardino Associated Governments, and the State of California Air Resources Board; and, WHEREAS, the AQMP was adopted by SCAG on January 25, 1979, and by the SCAQMI) on January 26, 1979, and was conditionally approved by the State of California Air Resources Board on May 10, 1979, and forwarded to the Federal Environmental Protection Agency on July 1, 1979, in compliance with Section 172 (a) (1) of the Clean Air Act; and, WHEREAS, the Air Quality Management Plan for the South Coast Air Basin identifies implementation strategies for local jurisdictions; NOW, THEREFORE, BE IT RESOLVED, that it is the intent of the City of Rancho Cucamonga City Council: SECTION 1: To proceed with implementation oF selected air quality control tactics of the approved South Coast Air Quality Management Plan by executing the following actions: a. Support the Board of Supervisors of San Bernardino Countv in their efforts to instruct the Director of the Department of Transportation to examine the economic feasibility of synchronizing traffic signals on selected County maintained highways. b. Require appropriate agency to develop and maintain preferred parking areas for employees engaged in carpool activities where feasible during fiscal year 1979/1980. c. Continue to support the efforts of the Southern California Edison Company to retrofit existing street lights with energy efficient fixtures and lamps. d. Request the South Coast Air Qaulity Management District to further study the air quality mitigation effectiveness of bicycle/pedestrian facilities during fiscal year 1979/1980. e. Direct each department head to consider the feasibility of adopting "flex-time" policies for possible implementation during fiscal year 1980/1981 to encourage ridesharing among City employees. f. Reaffirm that new mandated programs such as the AQMP must include sufficient funds to permit local agencies to implement their provisions, since funds do not now exist for this purpose. g. Request the South Coast Air Quality Management District to actively encourage school districts to modify present policies which may foster the unnecessary use of single occupancy vehicles by high school students when other more energy efficient modes of transportation are available. SECTION 2: Those provisions of the adopted South Coast Air Quality Management Plan not specifically approved in Section 1, or by previous actions of the Rancho Cucamonga City Council are hereby considered not approved and not adopted as part of the plan. However, the Council reserved the right to approve any additional portion(s) of the plan as conditions warrant. SECTION 3: To forward copies of this resolution to the Southern California Association of Governments. PASSED, APPROVED, and ADOTPED this 5th day of September, 1979. AYES: Bridge, MikeIs, Frost.
