A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO CUCAMONGA, CALIFORNIA, ADOPTING THE
CITY'S GENERAL PLAN INCLUDING ALL OF ITS ELEMENTS
BOTH MANDATORY AND ELECTED, OPTIONAL ELEMENTS
AND THE CERTIFICATION OF THE GENERAL PLAN FINAL
ENVIRONmeNTAL IMPACT REPORT (EIR).
WHEREAS, it is the desire of the City to encourage an orderly
and planned system of growth throughout the City and the City's sphere
of influence; and
WHEREAS, a comprehensive General Plan would provide for such a
system of growth; and
EREAS, planning laws of the State of California require the
adoption of a General Plan that includes the following nine (9) mandatory
elements: Land Use, Circulation, Housing, Open Space, Conservation,
Seismic Safety, Safety, Noise, and Scenic Highways; and
WHEREAS, the California Environmental Quality Act (CEQA) of
1970 as amended, requires adequate review of all potential significant
environmental impacts, potential mitigation measures, and possible
alternatives that might be caused or found necessary by the adoption of
the General Plan; and
WHEREAS, both the City of Rancho Cucamonga Planning Commission
and City Council have held numerous advertised public hearings to solicit
public review and comment on the Draft General Plan, Draft Land Use
Plan, and Draft and Final Environmental Impact Report according to
Government Code Section 65351; and
WHEREAS, full consideration has been given to each comment or
request made, concerning the Draft General Plan, Draft Land Use Plan,
and Draft Environmental Impact Report; and
WHEREAS, all these items have been accomplished in accordance
with the laws of the State of California regar?~ng the adoption of
General Plans and certification of Environment Impact Reports;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Rancho Cucamonga certifies the Final Environmental Impact Report
prepared for the General Plan as being a adequate review of the potential
significant environmental impacts, including potential mitigation measures
and alternatives where necessary; and
BE IT FURTHER RESOLVED, that the City Council of the City of
Rancho Cucamonga adopts the General Plan as prepared by the consulting
firm of Sedway/Cooke, revised by the City Planning Commission, and
revised by the City Council. Said recommended General Plan contains a
Land Use and Development Super Element which includes the Land Use
Element, Circulation Element, Public Facilities Element, Housing Element,
Scenic Highways Element, and Community Design Element; the Environmental
Resources Super Element which contains the Conservation Element, Open
Space Element and Energy Conservation Element; and the Public Health and
Safety Super Element which contains the Seismic Safety Element, Safety
Element and Noise Element.
