A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, REQUESTING TRANS-
FER OF SOUTHERN CALIFORNIA EDISON COMPANY'S ONTARIO
DISTRICT FROM REGION C TO REGION H.
WHEREAS, daytime temperatures frequently reach a temperature
of 100 degrees during the summer months in the West End of San Bernardino County,
which includes the City of Rancho Cucamonga; and
WHEREAS, severe smog conditions can and do occur as Stage 1
and Stage 2 air pollution episodes during the months of May through October, with
July, August, and September being particularly cirtical months, thus endangering
the health and welfare of many of the citizens of the West End; and
WHEREAS, in order to protect the health and welfare of the citizens
of the West End -- particularly the elderly and those with respiratory diseases --
it is necessary to operate mechanical air-conditioning equipment to obtain a more
healthful environment indoors; and
WHEREAS, the citizens of the City of Rancho Cucamonga are not
currently included in a lifeline region which provides an additional lifeline rate
during the hot, smoggy summer season.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA
does hereby resolve to request the California Public Utilities Commission to trans-
fer the Southern California Edison Company's Ontario District from Region C to
Region H of the Lifeline Rate Climatic Regions, in order to obtain the additional
lifeline rates for West End citizens.
PASSED, APPROVED, and ADOPTED this 4th day of March 1981.
