WHEREAS, the City Council of the City of Rancho Cucamon~a did on the
3rd day of September, 1986, adopt its Resolution of Intention leo. 86-259 to
order the therein described work in connection with Annexation No. 16 to Street
Lighting Maintenance District Eo. 1, wbicb Resolution of Intention go. 86-259
was duly and legally published in the time, form and manner as required by law,
shown by the Affidavit of Publication of said Resolution of latention on file
in the office of the City Clerk; and
VeERgAS, after the adoption thereof, notice of the passage of said
Resolution of Intention, headed "Hotice of Improvementn, was duly and legally
posted in the time, form, manner, location, and number as required by law, as
appears from the Affidavit of Posting said notices, on file in the office of
the City Clerk; and
VBEREAS, after the adoption thereof, notices of the adoption of the
ResoluClon of Intention were duly mailed to all persons owning real property
proposed to be assessed for the improvements described in said Resolution of
Intention go. 86-259, accordin2 to the names and addresses of such owners as
the same appears on the lest mailing or as known co cbe City Clerk of the City
of ltancho CucamonSa, which enid copies were duly mailed in the time, form, and
manner as required by law, as appears from the Affidavit of Mailing on file in
the office of the City Clerk; and
VEERgAS, said City Council beyin2 duly received considered evidence,
oral and documentary, concerning the jurisdiction facts in this proceeding and
concernin2 the necessity for the contemplated work and the benefits to be
derived therefrom and said City Council baring now acquired jurisdiction to
order the proposed work.
SECTIre 1: lc is hereby resolved by the City Council of the City of
ltancho CucamonKa that tbe public interest and convenience requires the
annexation to the District and the orderin2 of the work, and said City Council
hereby orders that the work, as set forth and described in said Resolution of
Intention go. 86-259, be done and made; and
SECTI~m 2: The Report filed by the Re$ineer is hereby finally
approved; and
SECTIre 3: The assessments and method of assessment in the
enSineer's Report are hereby approved,
SECTIre 4: The assessments shall not bqin until after 60 percent
of said tracts have been occupied.

SECTION Z. Authority for Report
This report is in coaq~ltance with the requirements of Article 4, Chapter
1, Division 15 of the Streets and Highways Code, State of California
(Landscaping and Lighting Act of 1972).
SECTION 2. General Description
This City Council has elected to annex the tracts enumerated in Exhibit
'A' into Street Lighting Maintenance District No. 1. The City Council has
determined that the street lights to be maintained will have an effect upon
all lots within said tracts as well as on the lots directly abutting the
street lights.
Work to be provided for with the assessments established by the district
are:
The furnhhtng of servtces and materials for the ordinary and usual
maintenance, operating and servicing of street 11ght improvements on
artertal and certatn collector streets. Improvement maintenance ts
considered of general beneftt to 811 areas tn the Otstrtct and cost
shall be dtvtded on a per lot basts. In the case of condomtniums
wtth atrspace ownership only, and apartments, a dvelllng untt shall
be considered to benefit the same as a lot.
SECTION 3.' Plans and Specifications
The plans and specifications for street ltghttng have been prepared by the
developers. The plans and street ltghts are as stipulated in the conditions
of approvll for the development and as approved by the City Engineering
Division. Reference is hereby made to the sub3ect tract map or development
plan and the assessment diagram for the exact locatton of the street ltghtlng
areas. The plans and specifications for street ltghttng improvement on the
individual development is hereby made a part of this report to the same extent
as if said plans and specifics were attached heralD.
Detailed maintenance activities on the street ltghttng district
include: the rapair, removal or replacement of all or any part of
any improvement, providing for the illumination of the subject area.
SECTION 4. Estimated Costs
No costs will be incurred for street ltghttng improvement construction.
All improvements will be constructed by developers. Based on available data,
it is estimated that maintenance costs for assessment purposes will be as
indicated below. These costs are estimated only, actual assessments will be
based on actual cost data.
The estimated total cost for Lighting Maintenance District No. 1
(Including Annexation No. 16 comprised of 9754 units and 362 9500L street
lights, 230 58001. lights, and 10, 27,5001. ltghts) is shown below:

labeled "Street Ltghttng Maintenance Dtstrtct No. 1% Annexation No. 16.
These dtagrams are hereby tnco~orated wtthfn the text of this report.
Assessment Diagrams are on file in the City Clerk's Office.
SECTION 6. Assessment
Improvement for the District are found to be of general benefit to all
dwelling units within the District and that assessment shall be equal for each
unit. Where there ts mere than one delltrig unit per lot or parcel of
assessable land, the assesslt for each lot or parcel shall be proportional
to the nueber of dwelltng units per lot or parcel.
