Authority for Report This report ts in compliance with the requirements of Article 4, Chapter 1, Division 15 of the Streets and Highways Code, State of California (Landscaping and Lighting Act of 1972). SECTION 2. General Description This City Counctl has elected to annex the tracts enumerated in Exhibit "A' into Street Lighting Natntenance District No. 3. The City Council has determined that the street lights to be maintained will have an effect upon all lots within said tracts as well as on the lots directly abutting the street lights. Work to be provided for with the assessments established by the district are: The furnishing of services and materials for the ordinary and usual maintenance, operating and servicing of street light improvements on arterial and certain collector streets. Improvement maintenance is considered of general benefit to all areas in the District and cost shall be divided on a per lot basis. In the case of condomtntums with airspace ownership only, and apartments, a dwelltng unit shall be considered to benefit the same as a lot. SECTION 3. Plans and Specifications The plans and specifications for street ltghttng have been prepared by the developers. The plans and street lights are as stipulated in the conditions of approval for the development and as approved by the City Engineering Division. Reference is hereby made to the subject tract map or development plan and the assessment diagram for the exact location of the street lighting areas. Th~ plans and specifications for street lighting improvement on the individual development is hereby made a part of this report to the same extent as if said plans and specifics were attached hereto. Detailed maintenance activities on the street lighting district include: the repair, removal or replacement of all or any part of any improvement, providing for the illumination of the subject area. SECTION 4. Estimated Costs No costs will be incurred for street lighting improvement construction. All improvements will be constructed by developers. Based on available data, it is estimated that maintenance costs for assessment purposes will be as indicated below. These costs are estimated only, actual assessments will be based on actual cost data. Assessment Improveeent for the OtstrIct are found to be of general benefit to all dwelltrig untts wtthtn the Otstrtct and that assessment shall be equal for each unit. Where there ts more than one delltng unit per lot or parcel of assessable land, the assessment for each lot or parcel shall be proportional to the huebet of dve111ng units per lot or parcel. Ctty Council conducts public heartng, considers all testimony and determines to form a DIstrict or abandon the proceedings. Every year tn Nay, the Ctty Engineer files a report wtth the City Council. Every year tn June, the Ctty Council conducts a public heartrig and approves, or modtfles and approves the Individual assessments.
