the characters of Rancho Cucamonga Coyote and the Used Oil

A. CALL TO ORDER
A regular meeting of the Rancho Cucamonga City Council was held on Wednesday, September 4, 1996, in
the Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. The meeting was called to order at 7:03 p.m. by Mayor William J. Alexander.
Present were Councilmembers: Paul Biane, James Curatalo, Rex Gutierrez, Diane Williams, and Mayor
William J. Alexander.
Also present were: Jack Lam, City Manager; Andrew Arczynski, Assistant City Attorney; Linda D. Daniels,
Redevelopment Manager; Jan Reynolds, RDA Analyst; Cathy Wahlstrom, RDA Analyst; Brad Buller, City
Planner; Shintu Bose, Deputy City Engineer; Larry Temple, Administrative Services Director; Susan Stark,
Finance Officer; Suzanne Ota, Community Services Manager; Nettle Nielsen, Recreation Supervisor; Deborah

B1. Presentation Recognizing Teen Volunteers.
Mayor Alexander recognized all of the teen volunteers, with a reception for the volunteers to follow this
presentation.
B2. Presentation of a Proclamation Recognizing the week of September 30 to October 6th as Equal
Parents Week.
Mayor Alexander presented the Proclamation to representatives from the Coalition of Parent Support.
B3. Mayor Alexander presented the GFOA to Susan Stark and her staff for the eighth year in a row.
Susan Stark, Finance Officer, thanked everyone in Finance and all of the Departments for their work to achieve
this award.

H. CITY MANAGER'S STAFF REPORTS
H1. CONSIDERATION OF DESIGNATING A VOTING REPRESENTATIVE AND AN ALTERNATE FOR
THE LEAGUE OF CALIFORNIA CITIES ANNUAL MEETING Staff report presented by Jack Lam, City Manger.
ACTION: The Council concurred that Williams would be the Delegate and Biane would be the Alternate.
Councilmember Williams stated she would bring back any pertinent and important information to share with
the entire Council.
I. COUNCIL BUSINESS
I1. CONSIDERATION OF CONDITIONAL USE PERMIT 95-26 - SAM'S PLACE - A six month review of
compliance with Conditions of Approval for a bar located at 6620 Carnelian Street. Staff report presented by
Brad Buller. City Planner.
Mayor Alexander suggested that a letter be sent to Sam's Place telling them they have met all of the conditions
put upon them. He felt since we always point out when they are not meeting the conditions, it was fair to let
them know when they are.
Councilmember.Curatalo stated he originally fought against this, but wanted to congratulate Sam on meeting
all of the conditions placed on him.
ACTION: Report received and filed.
12. CONSIDERATION OF A REQUEST FROM VFW POST 8680 TO BRING THE MOVING WALL--
VIETNAM VETERANS MEMORIAL TO THE CITY IN 1998
Phil DiDio, VFW Post 8680, told about how they would like to bring the wall to Rancho Cucamonga and
the cermony they are planning for this.

Mayor Alexancer stated he felt that the entire Council was supportive of this idea and would do whatever they
could to help out in order to accomplish this.
13. REPORT BY THE PUBLIC SAFETY SUBCOMMITTEE ON SAFETY ISSUES Staff report presented
by Duane Baker, Assistant to the City Manager.
Councilmember Guljerrez commented on the wonderful youth in the City and that the City is trying to help keep
them busy and out of trouble. He felt it was a good idea for the police to bring dogs into schools to sniff out
drugs as does the City of Diamond Bar. He felt some of the areas of the City needed to be cleaned up as far
as drugs are concerned.
Councilmember Curatalo stated he wishes there were more neighborhood drop-in sites for the junior high and
high school kids to go to. He felt the schools should let the City use their sites for programs for the teens.
Mayor Alexander stated the Park and Recreation Facilities Subcommittee is addressing this issue already.

K. COMMUNICATIONS FROM THE PUBLIC
K1.
Pamela Stewart addressed the Council on the report on the youth information previously heard. She
hoped that the City would go forward with the teen programs. She thanked the Council for what they
are doing.
Councilmember Willjams pointed out that a local school just threw out a local day care center through the
YMCA and that they had to go find another site. She stated the task of working with the schools to use their
facilities is not going to be easy.
DeeDee Antonez stated there is no ice hockey rink in Rancho Cucamonga, and added her kids have
to go to Ontario to play ice hockey. She wished there were facilities in our City.
Councilmember Williams asked Brad Buller to provide a report on all of the activity that has gone on with
applicants for ice facilities in Rancho Cucamonga so that Ms. Antonez would be aware of what has taken place.
Brad Buller, City Planner, concurred.
Fred Guzman felt all programs are being concentrated around the adults, but felt the programs should be
focussed on the kids. He stated he has also talked to Nacho Gracia, but added the whole problem is that no
one has money to build more facilities.

MOTION: Moved by Alexander, seconded by Biane to adjourn. Motion carried unanimousy, 5-0. The meeting
adjourned at 8:02 p.m.

RECOMMENDATION:
It is recommended that the City Council approve plans and specifications for the Traffic Signals and
Safety Lighting at the Intersection of Milliken Avenue and Victoria Park Lane and approve the
attached resolution authorizing the City Clerk to advertise the "Notice Inviting Bids".
BACKGROUND/ANALYSIS:
The subject project plans and specifications have been completed by staff and approved by the City
Engineer. The Engineer's estimate for construction is $120,000.00. Legal advertising is scheduled
for October 8, 1996, and October 15, 1996, with the Bid opening at 2:00 PM on Tuesday, November
5, 1996.

WHEREAS, it is the intention of the City of Rancho Cucamonga to construct certain
improvements in the City of Rancho Cucamonga.
WHEREAS, the City of Rancho Cucamonga has prepared plans and specifications for the
construction of certain improvements.
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the
City of Rancho Cucamonga be and are hereby approved as the plans and specifications for THE
TRAFFIC SIGNALS AND SAFETY LIGHTING AT THE INTERSECTION OF MILLIKEN

BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals lbr doing the work specified
in the aforesaid plans and specifications, which said advertisement shall be substantially in the

PREVAILING WAGE: Notice is hereby given that in accordance with the provisions of California
Labor Code, Division 2, Part 7, Chapter 1, Articles I and 2, the Contractor is required to pay not less
than the general prevailing rate of per diem wages for work of a similar character in the locality in
which the public work is perforn:ed, and not less than the general prevailing rate of per diem wages
for holiday and overtime work. In that regard, the Director of the Department of Industrial Relations
of the State of California is required to and has determined such general prevailing rates of per diem
xvages. Copies of such prevailing rates of per diem ,.,'ages are on file in the office of the City Clerk
of the City of Rancho Cucamonga, 10500 Civic Center Drive, Rancho Cucamonga, California, and
are available to any interested party on request. The Contracting Agency also shall cause a copy of
such determinations to be posted at the job site.
Pursuant to provisions of Labor Code Section 1775, the Contractor shall forfeit, as penalty to the
City of Rancho Cucan'~onga, not more than twenty-five dollars ($25.00) for each laborer, workman,
or mechanic employed for each calendar day or portion thereof, if such laborer, workman or
mechanic is paid less than the general prevailing rate of xvages hereinbefore stiptfiated for any work
done under the attached contract, by him or by any subcontractor under him, in violation of the pro-
visions of said Labor Code.
Attention is directed to the provisions in Sections 1777.5 and 1777.6 of the Labor Code concerning
the employment of apprentices by the Contractor or any subcontractor under him.
Section 1777.5, as amended, requires the Contractor or subcontractor employing tradesmen in any
apprenticable occupation to apply to the joint apprenticeship committee nearest the site of the
public works project and which administers the apprenticeship program in that trade for a certificate
of approval. The certificate will also fix the ratio of apprentices to journeymen that will be used in
the performance of the contract. The ratio of apprentices to journeymen in such cases shall not be
less than one to five except:

When unemployment in the area of coverage by the joint apprenticeship committee
has exceeded an average of 15 percent in the 90 days prior to the request of
certificate, or
B,
When the number of apprentices in training in the area exceeds a ratio of one to five,
or
C,
When the trade can show that it is replacing at least 1/30 of its membership through
apprenticeship training on an annual basis statewide or locally, or
D. When the Contractor provides evidence that he employs registered apprentices on all
of his contracts on an annual average of not less than one apprentice to eight
journeymen.
The Contractor is required to make contributions to funds established for the adrhinistration
of apprenticeship programs if he employs registered apprentices or journeymen in any apprenticable
trade on such contracts and if other Contractors on the public works site are making such
contributions.
The Contractor and subcontractor under him shall comply with the requirements of Sections
1777.5 and 1777.6 in the employment of apprentices.
Information relative to apprenticeship standards, wage schedules, and other requirements
may be obtained from the Director of Industrial relations, ex-officio the Administrator of
Apprenticeship, San Francisco, California, or from the Division of apprenticeship Standards and its
branch offices.
Eight (8) hours of labor shall constitute a legal day's work for all workmen employed in the
execution of this contract and the Contractor and any subcontractor tinder him shall comply with and
be governed by the laws of the State of California having to do with working hours as set forth in
Division 2, Part 7, Chapter 1, Article 3 of the Labor Code of the State of California as amended.
The Contractor shall forfeit, as a penalty to the City of Rancho Cucamonga, twenty-five
dollars ($25.00) for each laborer, workman, or mechanic employed in the execution of the contract,
by him or any subcontractor under him, upon any of the work hereinbefore mentioned, for each
calendar day during which said laborer, workman, or mechanic is required or permitted to labor more
than eight (8) hours in violation of said Labor Code.
Contractor agrees to pay travel and subsistence pay to each workman needed to execute the
work required by this contract as such travel and subsistence payments are defined in the applicable
collective bargaining agreement filed in accordance with Labor Code Section 17773.8.
The bidder must submit with his proposal, cash, cashier's check, certified check, or bidder's
bond, payable to the City of Rancho Cucamonga for an amount equal to at least ten percent (10%
of the amount of said bid as a guarantee that the bidder will enter into the proposed contract if the
same is awarded to him, and in event of failure to enter into such contract said cash, cashier's check,
certified check, or bond shall become the property of the City of Rancho Cucamonga.
If the City of Rancho Cucamonga awards the contract to the next lowest bidder, the amount
of the lowest bidder's security shall be applied by the City of Rancho Cucamonga to the difference
between the low bid and the second lo~vest bid, and the surplus, if any shall be returned to the lowest
bidder.
The amount of the bond to be given to secure a faithful performance of the contract for said
work shall be one hundred percent (100%) of the contract price thereof, and an additional bond in
an amount equal to one hundred percent (100%) of the contract price for said work shall be given
to secure the payment of claims for any materials or supplies furnished for the performance of the
xvork contracted to be done by the Contractor, or any work or labor of any kind done thereon, and
the Contractor will also be required to furnish a certificate that he carries cornpensation insurance
covering his employees upon work to be done tinder contract which may be entered into ber, veen
him and the said City of Rancho Cucamonga for the construction of said work.

No proposal will be considered from a Contractor to whom a proposal form has not been
issued by the City of Rancho Cucamonga.
Contractor shall possess any and all contractors licenses, in form and class as required by any
and all applicable laws with respect to any and all of the work to be performed under this contract;
including but not limited to a Class "A" License (General Engineering Contractor) in accordance
with the provisions of the Contractor's License Law (California Business and Professions Code,
Section 7000 et. seq.) and rules and regulation adopted pursuant thereto.
The Contractor, pursuant to the "California Business and Pro/~ssions Code", Section
7028.15, shall indicate his or her State License Number on the bid, together with the expiration date,
and be signed by the Contractor declaring, under penalty of perjury, that the information being
provided is true and correct.
The work is to be done in accordance with the profiles, plans, and specifications of the City
ofRancho Cucamonga on file in the Office of the City Clerk at 10500 Civic Center Drive, Rancho
Cucamonga, California. Copies of the plans and specifications, available at the office of the City
Engineer, will be furnished upon application to the City of Rancho Cucamonga and payment of
$35.00 (THIRTY-FIVE), said $35.00 (THIRTY-FIVE) is nonrefimdable.
Upon written request by the bidder, copies of the plans and specifications will be mailed
~vhen said request is accompanied by payment stipulated above, together with an additional
nonreimbursable payment ors 15.00 (FIFTEEN DOLLARS) to cover the cost of mailing charges and
overhead.
The successful bidder will be required to enter into a contract satisfactory to the City of
Rancho Cucamonga.
In accordance with the requirements of Section 9-3.2 of the General Provisions, as set forth
in the Plans and Specifications regarding the work contracted to be done by the Contractor, the
Contractor may, upon the Contractor's request and at the Contractor's sole cost and expense,

RECOMMENDATION
That the City Council approve the plans and specifications for the Rancho Cucamonga Public
Library Literacy Program Improvement Project and authorize the advertisement for bids.
BACKGROUND
Plans and specifications have been completed for the remodeling of the Rancho Cucamonga Public
Library to accommodate the Literacy Program Improvement Project. Improvements will include
partitioning of the existing library program open space on the second floor to create areas for
individual and group study, as well as reduction of an existing storage area to provide office space.
Electrical and HVAC modifications will be necessary to accommodate these modifications. This
project will also include an alternate bid item for the addition of new shelving on the first floor of
the library. Total estimated construction cost for the project, including the bid alternate for the
additional shelving, is $47,300.00.

RECOMMENDATION
It is recommended that City Council approve an appropriation of $9,000 from Fund 24 - "Intermodal
Surface Transportation Efficiency Act CISTEA)" (a/c 24-4637-8914) for the Traffic Signal at
Archibald Avenue and Eighth Street Capital Improvement Project.
BACKGROUND/ANALYSIS
In order to make the final payment to the contractor of that amount withheld as retention for the
above project it is necessary to appropriate that amount from FY 96/97 funds. The project funds
were budgeted and subsequently encumbered in FY 95/96. However, due to the timing of the
completion of the project to the City's standards, it is only now that these retained funds be paid to
the contractor. As such it is now necessary to make these funds available in FY 96/97.
This action will not have an impact on any project previously budgeted for this fiscal year.

In order to provide access for physically challenged individuals to horses at Heritage Park it is
necessary to provide a structure capable of conveying those individuals in a safe and secure manner.
These funds will construct a semi pennanent ramp that will allow physically challenged individuals
to participate in equestrian programs and recreational riding. This appropriation will fund the design
and construction of this ramp.
This action will not have an impact on any project previously budgeted for this fiscal year.

Approve a determination of "Public Convenience or Necessity (PCN)" through the adoption of
the attached resolution and send a copy to the Department of Alcoholic Beverage Control.
ANALYSIS
A,
Background: This item is the result of a request from the business owner of the Rancho
Valley Golf Center. He has requested a letter from the City be sent to the Department of
Alcoholic Beverage Control (ABC) stating that the issuance of an ABC license to the
Rancho Valley Golf Center would serve the public's convenience and necessity. He
proposes to serve beer in the club house.
Requirements from the Department of ABC: The Department of ABC regulates the
distribution of liquor licenses by setting limits on the types and numbers of licenses in each
census tract. The limits for each type of licenses are calculated from the ratio of licenses
to the population of each census tract. According to an ABC representative, there is a
total of 37 active on-sale beer licenses with 5 applications pending within census tract 21.00
where the Rancho Valley Golf Center is located, thus exceeding the ABC's given limit of
18. When a census tract's limit has been reached, additional liquor licenses can be issued
only if the City determines that the license would serve the public's convenience or
necessity as required by Section 23958 of the Business and Professional Code. The term
"public convenience and necessity" is undefined under the existing legislation. According
to ABC staff, the legislation purposefully left the defining of the term to the local legislative
body (City Council) in order to provide the greatest latitude, based on local conditions and
determinations.

Facts to Support a PCN Determination: Rancho Valley Golf Center is a commercial
recreation facility and is permitted in Subarea 8 of the Industrial Area Specific Plan. It is not
uncommon for a golf course or a driving range to have a club house that serves food, non-
alcoholic drinks or beer and wine. The following are factors that support the requested
"Public Convenience or Necessity".
The serving of beer is considered as incidental to the driving range and club house
and is an amenity for the players.
The bulk of the land area in census tract 21.00 where the driving range is located
is zoned industrial which accounts for the low limit for on-sale beer licenses. The
majority of the population is located west of Haven Avenue.
Rancho Valley Golf Center is not in close proximity to sensitive users such as day
care facilities, schools, or churches.
The site is next to the City's Adult Sports Complex, which also serves beer.
However, the sports park is oriented toward Rochester Avenue and Foothill
Boulevard, while the driving range is oriented toward Arrow Route. Staff did not
foresee a conflict because of their close proximity to one another.
Rancho Valley Golf Center is surrounded by vacant land on the north and west
sides, by industrial development on the south side, and by a sports park on the east
side.
CONCLUSION
Based on the above analysis, staff finds that the ancillary use of serving beer within the club house
of a recreation facility will not have a negative impact to the surrounding uses. Staff recommends
approval of the attached resolution.

CONVENIENCE AND REQUEST FOR THE ISSUANCE OF AN ABC LICENSE
WITHIN AN IMPACTED CENSUS TRACT FOR A DRIVING RANGE. RANCHO
VALLEY GOLF CENTER, LOCATED AT 11670 ARROW ROUTE.
A. Recitals.
1. Rancho Valley Golf Center has filed an application for an on-site sale and
consumption of beer license from the Department of Alcoholic Beverage Control (ABC).
2. Section 23958 of the Business and Professional Code requires the City of Rancho
Cucamonga to make a determination that the issuance of the said license will serve the public
convenience or necessity.
3. On the 2nd day of October 1996, the City Council of the City of Rancho Cucamonga
reviewed said application prior to the adoption of this Resolution.
4. All legal perquisites to the adoption of this Resolution have occurred.
B. Resolution.
NOW, THEREFORE it is hereby found, determined, and resolved by the City Council as
follows:
1. This Council hereby specifically finds that all of the facts set forth in the Recitals,
Part A, of this resolution are true and correct.
2. Based upon substantial evidence presented to this Council during the above
referenced meeting on October 2, 1996, including written and oral staff reports, together with
public testimony, this Council hereby specifically finds as follows:
a. Rancho Valley Golf Center is located at 11670 Arrow Route and its primary
business is a driving range with a clubhouse.
b. The serving of beer is considered as incidental to the driving range, the club
house and is an amenity for the players.
c. The bulk of the land area in census tract 21.00 where the driving range is

RECOMMENDATION
Recommend the City Council approve the transfer of up to $65,000 from salary savings to
contractual services and authorize the City Manager and Director of Administrative Services to
contract for computer services to support the City's computer operations.
BACKGROUND
Currently, the City's data processing division delivers computer services to the Library and City
organization. It is understaffed by 50% due to recent staff vacancies. Of the eight authorized
positions including the division manager, four positions are vacant. A tremendous vacuum has been
created and continuity of data processing services is critical to the operations of the City.
It is critical that the City perform daily and operational business transactions. Inability to conduct
urgent city business would pose an unacceptable business risk. Under the necessity to operate and
maintain City computer operations, the City has retained AEF Systems.
Staff's recommendation is to transfer up to $65,000 in salary savings that will accrue during the
vacancy period of four to five months to contractual services. This is the period of time necessary
to complete the recruitment process. With the Council's authorization the City Manager and
Director of Administrative Services will negotiate and contract for computer services required to
provide expertise, support daily operations, project management, and advise the City on the most
effective approach to manage the current systems.
Once the City has recruited, and filled the vacant positions staff will utilize the contractual work
performed as the basis to review current and future technology of the City. This will assist the City
in developing a vision of the next level of technological advancement for the City and its application
to public services. There is no budgetry impact as a result of the fund transfer.

SOUTH SKATERS will have their own AWARDS DAY at the end of their SERIES in NOVEMBER before the DECEMBER 1996 STATE CHAMPIONSHIP.
3. MOVING BACK IN CLASS
A. 1995 SPONSORED (shop, shoe, & clothing companies) SKATER that is no longer sponsored must move back to the
3A class. YOU CANNOT SKATE SPONSORED UNATTACHED!!!
B. 1995 FACTORY (deck, truck, & wheel companies) SKATER that is no longer sponsored must move back to the 3A
class. YOU CANNOT SKATE FACTORY UNATTACHED!!!
C. 1996 SPONSORED or FACTORY skater who becomes UNSPONSORED during the 1996 C.A.S.L. SERIES MUST
remain in their SPONSORED or FACTORY group for the remainder of 1996.
4. MOVING UP IN CLASS
A. 1995 MINIS who have had their 11th birthday on or before March 1996 CONTEST must move to NOVICE.
B. 1995 NOVICE who have had their 13th birthday on or before March 1996 CONTEST must move to 2A.
C. 1995 2As must move to the 3A class.
D. 1995 3As must remain in the 3A class until they are sponsored.
PLEASE NOTE: Your age, for the entire 1996 C.A.S.L. SERIES, is the age you are on the day of your FIRST 1996 C.A.S.L. CONTEST.
5. POINT REDUCTION FOR CLASS ADVANCEMENT
PLEASE BE ADVISED THAT a skater can move up in class at anytime during the competition season, however, he/she does lose a cer-
tain amount of their accumulated points when moving to a more advanced ability class. This discourages what we call "sandbagging" (ie: skating in
an easy class just to accumulate a large number of points before advancing to the correct class.) The following chart outlines the percentages of
reductions for the 1996 C.A.S.L.<<NORTH & SOUTH>>CONTEST SERIES.:

A. SPONSORED SKATERS (shop, shoe & clothing companies), must have their sponsors verify their sponsorship. This
must be done in writing...a letter from your shop on letterhead will do.
B. FACTORY TEAM RIDERS must be on the official team list of a truck, board, or wheel company to compete in the
factory class.
C. Both the SKATER & the SPONSORING company must be 1996 C.A.S.L. MEMBERS. Please call the C.A.S.L. Office

The above flow chart outlines our reorganization. All CASL members are now also members of the "UNITED SKATEBOARD FEDERATION. INC." This means that you
are automatically eligible to participate in all federation events...for example, if you are on vacation up in Washington state and the "WASF' has a contest...your CASL
membership is good...you pay only the entry fee. You will also notice that the righthand side of the flow chart deals with our professional activities including the
"PSL"...Professional Skateboard League.

RETAINING AMATEUR
ELIGIBILITY
This code contains the rules which amateur skateboard ath-
letes shall observe in order to be eligible to compete in any
amateur competitions sanctioned or coordinated by the
California Amateur Skateboard Leagde.
I. Amateur athletes shall not receive any financial rewards
or material benefits, except as permitted in the following
statements:
A, Amateur skateboard athletes may accept assistance
in preparation for competition, such as, food and
lodging, cost of transportation, pocket money to
cover incidental expenses, insurance coverage, per-
sonal skateboard and related eouipment, contest
entry tees and any other association fees required.
B, Amateurs may accept any trophies awarded for win-
ning, placement or other medt achievement.
C. Amateurs may accept prizes in competitions within
the limits of the following requirements:
1. Maximum value no greater than the retait price of
a trophy commensurable to his placement.
2. Maximum value no greater than the minimum
prize money awarded to a professional skate
board athlete, if in a PRO/AM contest,
3. Maximum value of $500,00 in any case.
II. Amateur skateboard athletes shall not:
A. Falsity the truth for purpose of participating in ama-
teur skateboard competition.
B. Accept comDPnsation for demonstrating their ability
or the use of their name as the primary purpose of a
skateboard advertisement profile, or article in any
type of media. Skateboarding ability as a require
merit to participate in a commercial advertisement,
video, or film production does not apply to this rule.
C. Amateur skateboarders may not market or advertise
a signature model while claiming amateur status,
To do so, immediately reclassifies the skater as a
professional according to this code.
III. Skateboard athletes who enter and participate in any
phase of professional competition, forfeit their amateur
rating and the winning of money is not a requirement.
REQUIRED S ETY EQUIPMENT
REQUIRED SAFETY EQUIPMENT
Listed below are the minimum safety conditions and equipment require-
ments as directed by Insurance Underwriters, effective 3/96. Please
keep in mind that these are the minimum requirements, and that we can
and will upgrade them if we feel the location and situation requires us to
do so.
1 ) Barrier to restrain the spectators from entering ramp performances.
2) If a barrier of 12 ft. or greater in height exists between the spectators
and ramp performances, the minimum distance between the two must
be 5 feet. If a barrier of less than 12 ft. exists between the spectators and
ramp performances, the minimum distance between the two must be 10
feet or more. If no barrier exists between the spectators and ramp per-
formances, the minimum distance between the two must be 20 feet.
3) An individual certified in first aid must be on site at each contest
responsible for providing first aid to spectators and participants.
4) See attached Addendum A.
