NEW BUSINESS C, PRE-APPLICATION REVIEW 98-12 - SACRED HEART CHURCH - The proposed demolition of an existing church sanctuary and two additional buildings and the construction of a new sanctuary along with the development of a Master Plan for the 10.6 acre site located in the Regional Related Commercial District (Subarea 4) of the Foothill Boulevard Specific Plan, on the north side of Foothill Boulevard, east of Interstate 15 - APN: 227-211-24 and 25 and 227-221-01 and 02. PRE-APPLICATION REVIEW 98-10 - WILLIAM LYON HOMES - Consideration of land use and circulation alternatives for 62 acres of land, located southwest of Highland Avenue and future Day Creek Boulevard in the Victoria Community Plan -APN: 227-021-03 and 13. PRE-APPLICATION REVIEW 98-11 - CATELLUS - The proposed master plan for the development of "Rancho Cucamonga Corporate Park," a 140 acre commercial and industrial complex in the Industrial Park (Subarea 7) and General Industrial (Subarea 8) Districts of the Industrial Area Specific Plan, and including a shopping center anchored by a home improvement store, to be located on Milliken Avenue between Foothill Boulevard and Arrow Route APN: 229-011-25, 31, and 32. III. PUBLIC COMMENTS This is the time and place forthe general public to address the Commission. Items to be discussed hera are those which do not already appear on this agenda. IV. ADJOURNMENT The Planning Commission has adopted Administrative Regulations that set an 11 .'00 p.m. adjournment time. If items go beyond that time, they shall be heard only with the consent of the Commission. ITEM C HOQLE-IRELAND RECEIVED December 17, 1998 City of Rancho Cucamonga Planning Commission Brad Buffer, City Planner 10500 Civic Center Drive Rancho Cucamonga, CA 91730 DEC 17 1998 City ot Rancho Cucamonga Planning Division RE: Pre-Application Review of the Rancho Cucamonga Corporate Park Master Plan Dear Members of the Planning Commission and Mr. Buffer: On behalf of the Catellus Development Corporation, we are proposing a Master Plan for the southeast sector of Rancho Cucamonga, located on 140 acres, which is situated on both sides of Milliken Avenue, from Foothill Boulevard to the north and Arrow Route to the south. The easterly property line abuts Quake Stadium. The proposed Corporate Park is located within the City's Industrial Area Specific Plan Subarea 7 (northern portion) and Subarea 8 (southern portion). The boundary line between the two Subareas is not specifically delineated and we are proposing definition of the location with this process. The Master Plan is being prepared to serve as a guide for projects within an overall development framework directed toward achieving development consistency with the City of Rancho Cucamonga Industrial Area Specific Plan. The Master Ran will further specify master design criteria while meeting the individual design and development needs of specific projects within the area. In conjunction with the Master Plan application process, a Development/Design Review application for a Lowe's Home Center is proposed. The retail-oriented facility will be located at the southeast corner of Foothill Boulevard and Milliken Avenue. The Catellus Development Corporation is a land development entity which owns and develops property throughout Southern California. A unique quality of Catellus' is that upon construction. they frequently continue to own the facilities, thus establishing responsibility for long term maintenance and security of the properties. The proposed Rancho Cucamonga Corporate Park is one of those properties of which Catellus will maintain ownership and will. therefore, be integrally involved in the well-being of the property, and in turn, the City. PROJECT LOCATION The proposed Corporate Park is located in the southeast sector of Rancho Cucamonga, comprised of 140 acres. The property is situated on both sides of Milliken Avenue, from Foothill Boulevard to the north and Arrow Route to the south. The easterly property line abuts Quake Stadium. The project site is located within the City's Industrial Area Specific Plan Subarea 7 (northern portion) and Subarea 8 (southern portion). The precise location of the boundary line between Subareas 7 and 8 is difficult to determine since there is no property line or other specific identifier to place its position. Therefore, this application is also intended to firmly establish the subarea division line. MASTER PLAN OVERVIEW A Master Plan is being prepared in order to ensure that an integrated, well planned, high quality environment for the development of industrial and warehouse uses is accomplished. The plan is being prepared to provide for orderly development of the project area while maintaining a flexibility in order to respond to changes in market demand. A vocabulary of building shapes and sizes, materials and textures, landscaping and street furniture is being prepared to create a cohesive, yet unique setting for the Corporate Park. In order to create a unifying effect for the area and to set aside this location as a business park, there will be an emphasis on providing identifiers for entry statements, corridor treatments and corner monumentation. Rancho Cucamonga Corporate Park Master Plan Page 2 Summary The Master Plan will serve as a guide to the development within the project area, while ensuring conformity to the Industrial Area Specific Plan, as well as defining methods by which to accomplish the requirements of individual users for the various sites. The Master Plan will include the following components: Guidelines for Site Development Site Layout Development Standards Permitted Uses Conditional Uses Parking Requirements Access Drive Requirements Service Loading Requirements Refuse Collection Area Requirements Architectural Guidelines Building Street Orientation Building Massing/Grouping Building Elevation Concepts Architectural Details Streetscape Monumentation Walls/Fences/Screening Color Palette Landscape Guidelines Landscaping Streetscape Street Furniture Corner Treatments Plant Materials Irrigation Master Grading Concept Plan Master Infrastructure Concept Plan Master Drainage/Hydrology Concept Plan Implementation The Master Plan will contain maps and drawings which will be used to explain the guidelines in a graphic manner. Bullet points with corresponding sketches will be used to give graphic explanations of Master Plan design and development standards. The intent is to create a user friendly Master Plan that can be easily interpreted by City Staff, the owner, and potential individual site users. The purpose of this Pre-Application review is not to review every aspect of the Master Plan with the Planning Commission at this point, but to focus on the following elements: Master Site Plan Layout Architectural Concepts Landscape/Hardscape Concepts Lowe's Home Center Proposed Concurrent Application Rancho Cucarnonga Corporate Park Master Plan Page 3 Summary MASTER SITE PLAN LAYOUT The conceptual Master Site Plan layout is being submitted with this Pre-Application package. Site development guidelines will be listed in the Master Plan. Since Catellus Development Corporation is, for the most part, a build-to-suit developer, actual building footprint, square footage and arrangement will change depending on the actual tenants. Catellus plans to maintain ownership of the property, which will be a benefit to unifying the development of the Corporate Park. A conceptual lot map will be submitted with the Master Plan, identifying the relationship of property to the east. Placement of the Subarea Line will be shown on this map. Lots are proposed to coordinate with development appropriate to each Subarea. There will also be a Tentative Parcel Map included with the overall package. ARCHITECTURAL CONCEPTS A contemporary architectural theme is proposed for the Corporate Park. Emphasis will be placed upon entries into the buildings and street side elevations. An overall theme will be used to create a unifying effect throughout the Corporate Park. The Lowe's Home Center will incorporate architectural details that will be compatible with the other buildings within the Corporate Park. Building Design Features: Offices and main entrances fronting on streets and pedestrian walkways Incorporation of special materials, color, detailing, window glazing or equivalent architectural treatment at major entries Primary entries highlighted by the massing of the building and with landscape treatments Height variations to accentuate or highlight entries Rancho Cucamonga Corporate Park Master Plan Page 4 Summary Substantial variations in building massing to include changes in height and horizontal planes Simple roof forms to lessen building massing Massing breaks and building projections to relate visually to the overall scale of the building Use of clean, contemporary building lines, reveals and accent scores Pedestrian-scale entry ways Employee patio areas that unite landscaping with building Wall Treatment: Variations in textures Revealed pilasters Building articulation (2 ft. minimum) - horizontal and vertical Reflective window glazing Creative use of reveals - horizontal and vertical Site screening features to consist of concrete tilt-up to complement building exterior walls with accent landscaping and undulating berming Rancho Cucamonga Corporate Park Master Plan Page 5 Summary LANDSCAPE/HARDSCAPECONCEPTS The landscape theme for the Corporate Park emphasizes the major street intersections with monumentation and more intense plantings. Primary entrances into sites provide enhanced paving and focal points of landscape and/or hardscape features. Secondary entrances into sites contain similar traits as the primary entrances, but on a more moderate scale. The Foothill Boulevard frontage is designed with increased pedestrian scale orientation with buildings situated closer to the street at key intersections. A preliminary plant list is provided with the Landscape Concept Master Plan. Plantings listed are reflective of those approved in the Industrial Area Specific Plan. Landscape/Hardscape Features: Enhanced landscaping at street intersections Theme elements at street intersections C'7 Rancho Cucamonga Corporate Park Master Plan Page 6 Summary Street furniture incorporating items such as trellis structures, decorative light bollards, tree well seat walls, decorative planters, benches, trash receptors, seat walls, bus shelters, etc. Employee patios containing tables and chairs, seat walls, buffer planting, paved patio area, shade trees in tree wells, etc. Driveway entrances into sites incorporating enhanced landscaping and pavement feature, as well as opportunities for signage, sculpture and flagpoles Rancho Cucamonga Corporate Park Master Plan Page 7 Summary LOWE'S HOME CENTER CONCURRENT APPLICATION A Lowe's Home Center is proposed for a site within the Master Plan area (southeast corner of Foothill Boulevard and Milliken Avenue). It is intended that the Development/Design Review application will be submitted with the Master Plan so that the processes can run concurrently. The site for this retail-oriented establishment has restaurant pad sites proposed along Foothill Boulevard, as well. The Lowe's building, as proposed, consists of 115,000 square feet of retail area, with 20,000 square feet of office, receiving and storage space. The building elevations for the Lowe's Home Center are proposed to contain the same vertical massing elements at the main entryway, along with horizontal reveals along the exterior wails with accents of enhanced block/materials to reflect the overall theme of the Corporate Park, while maintaining a retail-oriented originality to the Lowe's Home Center. A special consideration of the Lowe's Home Center site ks the screening of the truck yard area at the southwest corner of the site. Tilt-up concrete walls with accent landscaping and undulating berming will be utilized to decrease the massing of this wall and to blend it with the overall them of the Corporate Park. These uses are consistent with those listed within the Industrial Area Specific Plan. The following items are of pdmary concern: Content of Master Plan - Is proposed outline of Master Plan Document acceptable? Master Site Plan - Are areas of proposed uses and coverages acceptable? Architectural Concepts - Are proposed design features, wail treatments, etc. acceptable? Subarea 7 is proposed to have more signature architecture, with restaurants, recreational facilities, offices - smaller and more pedestrian-oriented buildings - Can we use signature architecture for these type uses? We would like to maintain flexibility of design and layout for the buildings east of Lowe's - can we leave those details for discussion when actual uses are identified? Subarea 8 is proposed to have more industrial-type architecture with design features that promote unity among the buildings without each being exactly the same - Is this architectural concept acceptable? Rancho Cucamonga Corporate Park Master Plan Page 10 Summaq/ Landscape Concepts - Are proposed landscaping and hardscape features, use of street furniture, etc., acceptable? We propose to have a pedestrian-access plan that is more heavily oriented in Subarea 7, with less intense pedestrian amenities for Subarea 8. A site p/an identifying pedestrian circulation will be provided within the Master P/an. Delineation of the Subarea line between Subareas 7 and 8 - can subarea line be placed at proposed cul-de-sac?
