Tonight's workshop will be used as an initial orientation of the overall development concept for the
proposed Victoria Arbors project. Because of the complexity of the project, staff intends to have a
series of workshops to review various elements of the project. These workshops need not be more
than an hour and a half and will focus on only one or two critical issues at a time. Therefore, staff
recommends scheduling the workshops following regular Planning Commission and Design Review
Committee meetings.
Attached is a copy of the staff report for this evening.. It includes an overview, a description of the
proposed project, and a list of oppodunities and constraints. Staff is always available for your

DEVELOPMENT CO. - An overview of the proposed land use and development
concepts for Victoria Arbors within the Victoria Community Plan on approximately
291.8 acres of land, generally bounded by Base Line Road, Foothill Boulevard,
Etiwanda Avenue, and the Day Creek Channel - APN: 227-201-04, 13 through 18,
22, 28 through 30. and 36; 222-201-33; 227-161-33, 35, 36, and 38; and
227-171-08, 11, 12, 14, 20, 22, and23.
ABSTRACT: This is the first in a series of workshops for the proposed Victoria Arbors. The
purpose of these workshops is to provide comments and direction to the applicant which would
assist him in preparing plans that best meet the City's planning goals. Each workshop will focus on
a few elements of the proposed project, such as the proposed land use changes, consideration of
alternative land uses, Community Plan changes, locations of the school and park, open space
element. subdivision design, infrastructure phasing, fiscal analysis, etc. Tonight's workshop will
concentrate on orienting the Commission on the overall development concepts of the project.
BACKGROUND: The applicant, American Beauty Development Co., first contacted the City in July
of 1997 and informed staff of their properly ownership of Victoria Lakes, As a result of reviewing
their preliminary development concepts, staff determined that the proposed changes in land use,
circulation, open space, and park were significant and would require an Environmental Impact
Report (EIR) and multiple land use amendment applications. In January of 1998, the applicant
formally submitted their General Plan, Community Plan, and Specific Plan amendment applications.
After selecting LSA, Inc. as the City's consultant, preparation of the EIR commenced in April of
1998. The draft EIR was completed last December and has been circulated for the 45-day public
review period, which will end on February 9, 1999. Because of the complexity of the project, staff
and the applicant's team have been meeting regularly since last April to review the progress of the
EIR and to evaluate technical issues such as drainage, circulation, park/school location, etc., that
may affect the design of the master plan. Staff appreciates the cooperative effort of the applicant
and his team in working with the City.
OPPORTUNITIES AND CONSTRAINTS: Changes come with oppodunities or constraints. Below
staff has generated a brief listing of various opportunities and constraints for the Commission's
consideration. A review of these and others should become the foundation in analyzing and
determining the merits of the applicant's proposed development concepts.
A. Oppodunities:
Reevaluate the fourth and final village concept of the Victoria Community Plan and
ensure a successful project into the next century.

· Reexamine the current higher density residential land uses and their location,
· Create a new open space element that would be the focal design theme of this village.
Build on the winen/theme and create a dynamic mix of single family and multi-family
neighborhoods. The winery theme would highlight the City's agricultural heritage.
Construction of Day Creek Boulevard between Foothill Boulevard and Base Line Road
would enhance traffic circulation in the area and possibly promote more commercial
development near Foothill Boulevard.
Group and/or link public and quasi public uses such as school, parks, paseos, passive
open space, and the winery as major visual community elements in this village.
Incorporate and maintain the wetland as a biological sanctuary and a teaching tool for
our children.
B. Constraints:
· Removal of the lakes creates the void of a strong and unique focal open space element.
The historic winery facility with its business of wine producing and storage, wine sales,
and banquet facilities could be a potential conflict with adjoining single family residential
land uses.
Land use conflicts between low intensity single family residential land uses and the
City's most intense regional commercial center,
The wetland could be a liability for the City where there could be high maintenance cost
with limited public access and use.
RECOMMENDATION: Staff recommends that the Commission discuss the above and provide
direction to staff and the applicant.

DEVELOPMENT REVIEW 98-20 - CONCORDIA HOMES - The design review of building
elevations and detailed site plan for previously approved Tentative Tract Map No. 14207,
consisting of 28 single family lots on 19.8 acres of land in the Very Low Density Residential District
(up to 2 dwelling units per acre), located on the west side of Beryl Street, south of Heritage Park.
TENTATIVE TRACT 15814 MODIFICATION - FIELDSTONE - A request to add an additional floor
plan to the previously approved set of floor plans and elevations and to modify the fencing plan
to allow PVC fence material in certain areas of Tentative Tract 15814. a residential subdivision of
191 single family homes on 40 acres of land in the Low-Medium Residential District (4-8 dwelling
units per acre) within the Victoria Vineyards and of the Victoria Community Plan, located on the
southwest comer of Highland Avenue and Rochester Avenue.
VICTORIA COMMUNITY PLAN AMENDMENT 98-O2 - LYON - A request to amend the Victoria
Community Plan to redesignate approximately 20 acres of land from Village Commercial and
Medium Residential (8-14 dwelling units per acre) to Low-Medium Residential (4-8 dwelling units
per acre) on a project site consisting of 62 acres of land located southwest of Highland Avenue
and future Day Creek Boulevard.
VESTING TENTATIVE TRACT 15871 o LYON - The proposed subdivision and design review of
detailed site plan and elevations for 188 single family lots on 62 acres of land in the Low-Medium
Residential District (4-8 dwelling units per acre) of the Victoria Community Plan, located southwest
of Highland Avenue and future Day Creek Boulevard.
DESIGN REVIEW 98-23 - GRIFFIN INDUSTRIES. INC. - A design review application to amend
the development standards for Phases 3, 4, 5. 6, 7, and 8 of previously approved Amended
Tentative Tract 15727 consisting of 339, (formally 342) single family lots in the Low-Medium
Residential Distdct (4-8 dwelling units per acre) and authorize the use of the Development Code
optional standards. on 82 acres located between Fourth and Sixth Streets, adjacent to the

STANDARD PACIFIC - The design review of the detailed site plan and building elevations for a
previously County approved residential subdivision of 182 lots on 117 acres of land in the Very
Low Residential District (less than 2 dwelling units per acre), located between Wardman Bullock
Road and the San Savaine Wash.
ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 15915 - WOODSIDE HOMES - A
request to subdivide 21 acres of land into 36 lots for the purpose of single family home
construction in the Very Low Residential Distdct (0 to 2 dwelling units per acre) of the Etiwanda
Specific Plan, located at the southeast comer of Etiwanda Avenue and Victoria Street.

CONDITIONAL USE PERMIT 98-17 - CHARLES JOSEPH ASSOCIATES - A request to construct
a 128, 197 square foot public storage project including caretakers unit on 4.22 acres of land in the
General Commercial District, located at the southwest comer of Arrow Highway and Hermosa
Avenue.
ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 98-25 - CHEVRON - A
request to demolish an existing Chevron service station and build a new 2, 167 square foot service
statioNmini market on 0.74 acres of land in the Neighborhood Commercial District, located at 8687
Base Line Road.
