DIRECTOR'S REPORTS PRELIMINARY REVIEW 99-05 - CENTRAL SCHOOL DISTRICT - A courtesy review of the proposed site acquisition of 3.01 acres of land for the expansion of Coyote Canyon Elementary School, located at 7889 East Elm Avenue - APN: 1077-421-88. VI. PUBLIC COMMENTS This is the time and place forthe general public to address the Commission. Items to be discussed here are those which do not already appear on this agenda. VII. COMMISSION BUSINESS VIII. ADJOURNMENT The Planning Commission has adopted Administrative Regulations that set an 11:00 p. m. adjoumment time. If items go beyond that time, they shall be heard only with the consent of the Commission. BACKGROUND: The project has not received a recommendation for approval from the Design Review Committee and the applicant has been unable to resolve street dedication issues. Therefore, the project is not ready for consideration by the Planning Commission. RECOMMENDATION: Staff recommends that the Commission continue the public hearing for this item to February 24, 1999. City Planner Dan Coleman, Principal Planner PRELIMINARY REVIEW 99-05 - CENTRAL SCHOOL DISTRICT - A courtesy review of the proposed site acquisition of 3.01 acres of land for the expansion of Coyote Canyon Elementary School, located at 7889 East Elm Avenue - APN: 1077-421-88. ABSTRACT: Under State law, the Office of the State Architect has the authodty to review and approve school facilities. In order '~o promote the safety of pupils and comprehensive community planning," the school distdct is required to solicit a written report from the Planning Commission pdor to acquidng the land. The Planning Commission is required to investigate the site and detail its recommendations, in writing, to the school district. SITE DESCRIPTION: Surroundincl Land Use and Zonincl: North - Single family residential; Low-Medium Residential South - Vacant; Medium Residential East - Elementary School; School West - Vacant; Medium Residential General Plan Desiclnations: Project Site - Medium Residential North - Medium Residential South - Medium Residential East - Medium Residential West - Medium Residential Site Characteristics: This triangular site is surrounded by streets on the north and south and Coyote Canyon Elementary School on the east. There are two story single family homes to the north, along De Anza Ddve, which face the proposed site. The site is flat with no significant vegetation or natural features. PROJECT DESCRIPTION: The Central School District is proposing to purchase the adjoining property to develop future classrooms at Coyote Canyon Elementary School. The site was partially developed with a parking lot through an arrangement with Lewis Homes. A conceptual site plan ITEM B PLANNING COMMISSION STAFF REPORT -PR 99-05 - CENTRAL SCHOOL DISTRICT February 10, 1999 Page 2 presented by the school distdct in 1994 indicated classrooms east of the parking lot and district offices west of the parking lot (see Exhibit "B"). The classrooms would be arranged around courtyards consistent with the established pattern of the elementary school. Access to the site would be from Elm Avenue. No access is proposed from De Anza Ddve, an intedor local street which serves the adjoining subdivision to the north. ANALYSIS: A. Design Review Committee: As a courtesy review, the proposed site acquisition did not require Design Review Committee review. Technicel Review Committee: As a courtesy review, the proposed site acquisition did not require Technical Review Committee review; however, the site acquisition was reviewed by the Community Development Department. The following comments were offered for the Planning Commission's consideration: 1. Decorative metal fencing, rather than chain link, should be used to secure the site. 2. Elevations should be submitted to the Planning Commission for courtesy review. 3. De Anza Ddve is to be posted "No Parking" on the school side. RECOMMENDATION: That the Planning Commiss on's comments be forwarded, by staff, in wdting to the school district for their consideration. D, January 12, 1999 Larry McNiel, Chair Planning Commission City of Rancho Cucamonga 10500 Civic Center Drive Post Office Box 807 Rancho Cucamonga, California 91729 Re: Addition to Coyote Canyon Elementary School Dear Mr. McNiel: RECEIVED JAN 14 1~ City of Rancho Cucamonga Planning Division Central School District is planning the expansion of the Coyote Canyon Elementary School to include the acquisition of an approximate 3.3 acre parcel on the west side of the existing school site (see enclosed map). The addition is necessary to develop future classrooms for increased enrollment at this site. Pursuant to Public Resources Code Section 21151.2, we are requesting Planning Commission review of the proposed site acquisition. We are, of course, hoping that the Planning Commission will find the site addition to be compatible with the City's General Plan. As you may recall, this property was already subject to a zone change to facilitate its ultimate development as part of the Coyote Canyon school site. We look forward to receiving written comment on this request and thank you for your continued cooperation and support of Central School District.
