CITY OF RANCHO CUCAMONGA
CITY COUNCIL MINUTES
Special Meeting
CALL TO ORDER A special meeting of the City Council was held at Alta
Loma High School, 8880 Baseline Road, Alta Loma, on
Friday, December 2, 1977.
Councilman Schlosser was named as Temporary Chairman by
Attorney Samuel Crowe.
The meeting was called to order at 7:00 p.m. by Temporary
Chairman Schlosser.
An invocation was offered by Mr. Doug Hone.
ROLL CALL There was a recital of notice of the meeting followed by
roll call.
Present: Council members James C. Frost, Jon D. Mikels,
Phillip D. Schlosser, and Charles A. West.
H. K. Hunter; Attorneys' Samuel Crowe, Robert E. Dougherty,
and Edward A. Hopson.
Absent: Councilman Michael Palombo.
OATH OF OFFICE Ail the Councilmen had been officially sworn in earlier
in the day by Jack Carr, San Bernardino County's Assistant
Registrar of Voters, in the office of Supervisor Kamansky,
in the County building at 325 East "C" Street, Ontario.
ELECTION OF Temporary Chairman Schlosser entertained a motion to
MAYOR AND MAYOR elect the Mayor and the Mayor Pro Tem.
PRO TEM
Motion: Councilman Mikels made a motion, seconded by West,
and carried unanimously, to elect the Mayor and the Mayor
Pro Tem in one block, and to elect Councilman Frost as
Mayor and Councilman West as Mayor Pro Tem.
APPOINTMENT OF RESOLUTION NO. 77-1
INTERIM CITY
CLERK A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, APPOINTING THE

Ordinance No. 1 AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF RANCHO CUCAMONGA, CALIFORNIA,
ADOPTING THE SAN BERNARDINO COUNTY CODE AND
OTHER RELEVANT NONCODIFIED SAN BERNARDINO
COUNTY ORDINANCES AS CITY ORDINANCES FOR A
PERIOD OF ONE HUNDRED TWENTY DAYS AND PROVIDING
FOR ITS ADOPTION AS AN URGENCY ORDINANCE.
Being an ordinance to adopt all relevant County
ordinances as City ordinances for a period of 120
days, as required by State law, is introduced as
an urgency measure and is given first and final
reading.

STAMP TAX
AN ORDINANCE OF THE CITY COUNCIL OF THE
Ordinance No. 7 CITY OF RANCHO CUCAMONGA, CALIFORNIA,
AUTHORIZING THE LEVY OF A DOCUMENTARY
STAMP TAX AND PROVIDING FOR ITS ADOPTION
AS AN URGENCY ORDINANCE.
Being an ordinance providing for the levy of a tax of
27½ cents per each 500 dollars of consideration of
value (less existing encumbrances) on each deed or
other instrument by which lands in the City are con-
veyed and providing a procedure for collection, admin-
istration and refunds is introduced as an urgency
measure and is given first and final reading.

OF RANCHO CUCAMONGA, CALIFORNIA, ESTABLISHING
A PARK AND RECREATION TAX FOR NEW RESIDENTIAL
Ordinance No. 8 DEVELOPMENT AND PROVIDING FOR THE ADMINISTRA-
TION, AMOUNTS AND CREDITS THEREOF, REPEALING
SAN BERNARDINO COUNTY ORDINANCE NO. 2126, AND
DECLARING THE URGENCY THEREOF.
Being an ordinance providing for the levy of a tax
on new residential construction for which a building
permit is hereafter issued in the amount of $300 for
each single family dwelling unit, $180 for each multiple
dwelling unit, and $150 for each mobile home unit
providing for the purpose of the tax and providing a
procedure for collection, administration, refund and
credits is introduced as an urgency measure and is given
first and final reading.

ASSESSMENT AND TAX COLLECTION DUTIES TO THE
COUNTY OF SAN BERNARDINO ASSESSOR AND
COLLECTOR AND PROVIDING FOR ITS ADOPTION AS AN
URGENCY ORDINANCE.
Being an ordinance transferring the duties of City
Assessor and Tax Collector to the Assessor and Tax
Collector of San Bernardino County, as permitted by
Government Code Section 51501, was introduced as an
urgency measure and was given first and final reading.

TREASURER A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO CUCAMONGA, CALIFORNIA, APPOINTING
THE ACTING CITY TREAURER.
Being a resolution appointing an Acting City Treasurer
for the City and providing for a surety bond.
Acting upon Interim City Manager's recommendation to
carry this item over to the next meeting, the Council
passed the following motion:

ELECTION OF SANBAG Councilman West moved the Mayor as representative of
& OMNITRANS SANBAG and Omnitrans.
REPRESENTATIVE
Mayor respectfully declined.
Councilman West moved Schlosser as representative of
SANBAG and Omnitrans, and Councilman Palombo seconded.
Councilman West moved to close the nominations and
Councilman Palombo seconded.
Motion: Carried unanimously for Councilman Schlosser
to serve as representative of SANBAG and Omnitrans.
Councilman West moved Mike Palombo as alternate and
Councilman Mikels seconded the motion.
Councilman Schlosser moved the nominations be closed
which was seconded by Councilman Mikels.
Motion: Carried unanimously for Councilman Palombo
to serve as alternate.
RECOMMENDATION Councilman Schlosser moved to accept Interim City
FOR CAR LEASE Manager H. K. Hunter's recommendation that he be authorized
to sign a month-to-month lease with Graydon Murphy
Oldsmobile Agency for a used 1976 Oldsmobile Cutlass.
There is an additional $10 per month to cover collision
and comprehensive insurance coverage other than liability
which is handled in the General City liability policy.
Motion seconded by Councilman West.

TRACT Dan Wobster presented information stating that owners
EXTENSION of eight tracts in the Rancho Cucamonga area have gained
an extension of time before the San Bernardino County
Planning Commission.
