CALL TO ORDER The regular meeting of the Library Board of Trustees was held on Thursday, May 1, 1997, in the Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, Califomia. The meeting was called to order at 7:00 p.m. and the pledge of allegiance was led by President Howdyshell. Present were Boardmembers Gregory and Muna-Landa. Also present were: Deborah Clark, Library Manager, Robert Karatsu, Principal Librarian, Renee Tobin, Children's Services Supervisor, Rose Manela, Literacy Clerk and Vivian Garcia, Administrative Secretary. B. CONSENT CALENDAR BI. Approval of minutes: April 3, 1997. MOTION: Moved by Boardmember Muna-Landa to accept the minutes, seconded by Boardmember Gregory. Motion carried 3-0-2 (with Davies and Swistock absent). C. LIBRARY DIRECTOR'S STAFF REPORTS C 1. Library status report: oral report presented by Library Staff. Robert Karatsu, Principal Librarian, stated that patron registration and fines were up. The popular items loaned were Biographies and U.S. History for April. Renee Tobin, Children's Supervisor, stated that there was a pajama story time during National Library Week. Last Monday, April 28, there was a program called, "Fiesta" a music and dance program by Aliena Mendez. Renee Tobin, Children's Supervisor, stated that staff had their first training session for "Grandparents and Books." Ten volunteers came to the training. C2. Budget report: presented by Deborah Clark, Library Manager. Deborah Clark, Library Manager, reviewed the budget sheets with the Board. Library Board Minutes May 1, 1997 Page 2 C3. Budget proposal for 1997/98: presented by Deborah Clark, Library Manager. Deborah Clark, Library Manager, stated that staffhad a meeting with the City Manager in which the budget proposal for the Library was approved for final review by the City Council. President Howdyshell stated that he would like staffto draft a letter thanking the City Manager for his support from the Library Board. C4. Technology Center Update: oral report presented by staff. Robert Karatsu, Principal Librarian, gave an oral report on the Technology Center to the Library Board. C5. Reschedule or Relocation of Regular Meeting in July: presented by Library Manager Deborah Clark. Deborah Clark, Library Manager, stated that City Hall will be closed on the July 3 regular meeting date. She asked the Board if they would like to reschedule or relocate the meeting to the Library. MOTION: Moved by President Howdyshell to relocate the July meeting to the Library, seconded by Boardmember Gregory. Motion carried 3-0-2 (with Davies and Swistock absent). D. BOARD BUSINESS D 1. Library Telethon Update: oral report by Deborah Clark, Library Manager Deborah Clark, Library Manager, stated that the revenue received as of May 1, totalled $39,938.63. There are still outstanding pledges which are being received by staff. Staff can safely say that over $40,000 was raised. D2. Literacy Update: oral report presented by Literacy Staff. Rose Manela, Literacy Clerk, gave an update on the Literacy program to the Board. President Howdyshell asked staffto draft a letter to the tutors thanking them for their volunteer work from the Library Board. 3 Library Board Minutes May 1, 1997 Page 3 D3. Library Survey Results: oral report presented by Deborah Clark, Library Manager. Deborah Clark, Library Manager, stated that staff received 310 completed surveys which appeared in the Grapevine. She reviewed the compilation sheet done by staff with the Board. Staff will provide to the Boardmembers copies of the surveys which have been checked "Very Dissatisfied" for their review of the written comments. Deborah Clark, Library Manager, stated that staff received the pre-printed statistics from the State Library compiled from last year's annual report showing the Rancho Cucamonga Public Library as the busiest library per hour in the state of California. The meeting adjourned at 7:35 p.m. Respectfully submitted, Vivian Garcia Administrative Secretary Approved: 4 CITY OF RANCHO CUCAMONGA STAFF REPORT DATE: June 5, 1997 TO: President and Members of the Library Board of Trustees Jack Lam, AICP, City Manager FROM: Deborah Kaye Clark, Library Manager SUBJECT: APPROVAL TO REDUCE VIDEO LATE FEE FROM $2 TO $1 RECOMMENDATION That the Board approve a reduction in the overdue fee for the general video collection from $2 per day to $1 per day. BACKGROUND/ANALYSIS Currently, all overdue videos are billed at $2 per item per day, with a maximum fine of $10 per video. This original fee was based on the staff intensive tracking of overdue video, the need to use personal phone calls to retrieve, rather than the automated calling system and the income lost to the library during those days the video is not available for loan. Two patron suggestion forms as well as statements in the recent Library surveys prompted staff to survey neighbor libraries and the private sector. In this instance, staffdecided the approach used by the private sector was in the best interest of the library in pursuing quality service. Most video rental companies charge the same fee for each day late as they do to rent the item. Consistent with that policy, Staff proposes that the $2 fee be retained for the high demand video collection, but that general collection entertainment, children's and educational videos be charged at a $1 per day rate. FISCAL IMPACT: The Library might see a minimal reduction in the video rental account. However, staffbelieves the reduction will be balanced through a public more willing to borrow materials under a policy they see as fair and consistent with other video lending agencies. e~boefffully submitted, L iebbf raryahMK aanY;g eC: ar k(~ J CITY OF RANCHO CUCAMONGA STAFF REPORT DATE: June 5, 1997 TO: President and Members of the Library Board Jack Lam, AICP, City Manager FROM: Deborah Kaye Clark, Library Manager SUBJECT: APPROVAL OF GRANT APPLICATION: "BUILDING COMMUNITY SUPPORT FOR CALIFORNIA PUBLIC LIBRARIES: PLANNED GIVING CAMPAIGN" RECOMMENDATION: That the Board retroactively approve the grant application requesting $9,600 to fund the creation of a "Planned Giving Program" for the Rancho Cucamonga Public Library Foundation. BACKGROUND: The California State Library offered the opportunity for libraries to apply for funds to create their own library foundation, or to request funds for Board development or other special needs. The Library Foundation expressed an interest in their January meeting to create a planned giving program for the library. Therefore the Library Manager applied for funds to create this program. This window of opportunity on this grant was brief. Therefure staff requests retroactive approval on the proposal, which was submitted on May 22, 1997. FISCAL IMPACT: $9,600 in grant funds would be targeted for the planned giving program. No matching funds are required in this grant. ctfully submitted, Library Manager BUILDING COMMUNITY SUPPORT FOR CALIFORNIA PUBLIC LIBRARIES GRANT APPLICATION 1996/97 Please describe the past efforts that your library has made in planning, creating or working with a foundation. The Rancho Cucamonga Public Library received approval from City Council and Board of Library Trustees to create a Foundation in Spring of 1996. Bylaws were created (Attachment A) and recruitment began for the 9 member Board in September of 1996. The Library Director, who would be an ex-officio member of the group, completed required paperwork to obtain 501 © (3) status with State and Federal taxing authorities. Final approval was obtained from both agencies in December of 1996. During this same organizational time period, the Library Board created a Fund Raising Task Force, composed of a representative from the Library Board, the President of the Friends of the Rancho Cucamonga Public Library, a City Council member and a member of the city's Community Foundation. The committee was chaired by the Library Director. This task force began planning in Spring 1995 for a major event to be scheduled in 1996. That event was a two day telethon. The Library Telethon was scheduled to take place in March, 1997. The newly formed Library Foundation met for the first time on November 6, 1996 and agreed to become part of the team producing the library telethon. Foundation members each selected a sub committee on which to serve. Subcommittees included auction prize solicitation, major donor solicitation, talent contest planning, technology planning and script writing. The new Foundation worked very successfully with the existing Task Force. Together, they produced the Rancho Cucamonga Public Library Telethon, called "Kids Connect ~ the Library". This telethon appeared on the city's Peg Access channel on the local cable television network. Well over 400 phone calls were received and over $40,000 collected in pledges. The funds were committed prior to the telethon to be used to open a Technology Center on the second floor of the Library. Plans are in line to open the new Center on July 7, 1997. At their April meeting, the Foundation committed to undertaking a Planned Giving campaign in the next fiscal year, at the recommendation of the Executive Producer of the Library Telethon. The Library Director was asked to consider ways to enhance Foundation and Library Board development in this complex area of tax law. Currently the Foundation is working on Telethon 2, scheduled to broadcast in Mamh of 1998 with a fundraising target of $60,000. They are also completing work on their Mission Statement and at their June meeting, will review a draft of goals (Plan of Service) for 1997/98 in conjunction with passing their annual budget (Attachment B). 7 6. This grant requires the involvement of the Library Director as the lead staff person for the project and also requires the commitment of at least one (1) community leader to assist the Library Director in foundation development. Please identify the community leader(s) who will work with this project and describe the characteristics and previous activities that qualify this individual(s) for this project. The following individuals have committed to work with the Foundation to create a Planned Giving campaign: John Mannerino: Mr. Mannerino, a long established local attorney, served on the original Fundraising Task Force for the Library. As a board member and past president of the city's Community Foundation, John conceived of the original idea of a telethon to promote the library and served as guest host during the entire 13 hour, two day event, a performance he has promised to repeat in 1998. John Mannerino, active for 20 years with the Chamber of Commerce, created the original "Grape Harvest Festival" for Rancho Cucamonga, an event with a 10 year track record and regional popularity. All of Mr. Mannerino's time and talents were freely donated to the Library, including over 200 hours of planning time. Mr. Mannerino's law firm, Mannerino & Briguglio, is connected with ACTS, (Associated Conservator & Trust Services) a professional fiduciary group. ACTS proposal to provide Board development in the area of planned giving forms the backbone of this application. A popular and well connect attorney, Mr. Mannerino's reputation in the community and his connections will prove invaluable. Diane Williams: Mayor Pro Tem Diane Williams, a City Council member for 5 years and guiding force in the building of the new library in 1994 will also be a major participant in the planned giving program. Ms. Williams served on the original Fundraising Task Force for the Library and was responsible for raising over $16,000 for the telethon personally--including the initial $6,000 for production costs. A long term resident of the City and strong political voice, Ms. Williams support will provide many opportunities for promotion of the planned giving campaign, once underway. Ede Swistock: Ede Swistock has been a Library Board member since the library opened. He also served as the Chamber of Commerce President this past year. Mr. Swistock will continue to promote the Library to the business community and has many opportunities to share information on planned giving opportunities with major executives in the area. 7. a. Plan of Action/Time Line The project to develop a planned gift program will consist of three phases: Board Education and Development, Creation of Tools and Marketing of Planned Giving Program. ACTS (Associated conservator & Trust Services), partner in developing this proposal, will be placed on contract to provide the following: 1) 2) 3) 4) 5) 6) 2 workshops for Board and staffdevelopment in the area of planned giving A series of 6 solicitation letters, targeting general audience as well as special letters for clergy, accountants, attorneys, nursing home staff, etc. Sample paragraphs for attorneys to use in Trust & Wills Mailer for attorneys with sample trust documents in print and on disc Guidelines for a presentation for Service Clubs & Seminars for the public Seminar for the public presented by ACTS and/or John Mannerino on the planned giving program for the Library. Staff will be allowed to video tape and have available for loan as well as use for the Telethon broadcast. Time line: Based on July 1 award of funds or notification of award Jul 15: Award of contract to ACTS for professional services. Cost: $4,000 Aug 1: First of two workshops to be presented to Foundation and Library Board members and key staff on basic concepts of planned giving and how planned giving works for libraries. Phase: Board Education and Development Cost: ACTS contract Outcome: Board members and staff will become familiar and comfortable with terminology and basic advantages of the planned giving program. Aug 15:Second of two workshops to be presented to Foundation and Library Board members and key staff, this one covering approaches to soliciting for planned giving. Phase: Board Education and Development Cost: ACTS contract Outcome: Board members and staffwill receive "hands on training" in how to raise the subject of planned giving and how to explain comfortably the advantages of this program. Sep 1: Encumber funds for selected preprinted pamphlet Phase: Development of Tools Cost: $1,000 Library staff will generate appropriate mailing lists using in-house marketing tools. Staff will also purchase targeted mailing list of local executives. Phase: Development of Tools Cost: $250 Outcome: Pamphlet will be available to those who respond to initial inquiry; targeted mailing lists will reducing mailing costs and increase likelihood of success. Sep 15: First general solicitation letter to be mailed to targeted households and marketing letter to be mailed to Attorneys, Accountants, etc. containing sample paragraphs to use in Trust & Wills. Other 4 solicitation letters to follow every 30 days. Phase: Solicitation/Marketing Cost: $3,500 total cost per year Outcome: Anticipating app. 7,500 letters be mailed over the course of the years promotion. Staff would be pleased if 50 responses and inquiries were received. Oct 15: Seminar for the public presented by ACTS or John Mannerino on the planned giving program for the Library. Phase: Solicitation/Marketing Cost: ACTS contract/advertising $700 Outcome: Attendance of 20 would be considered excellent. In addition, staffplans to video tape this session, making it available for future inquiries and for use in promotion on the library telethon. Oct 30: Mailer available for attorneys with sample trust documents in print and on disc Phase: Solicitation/Marketing Cost: ACTS contract/S150 in supplies Outcome: Available for attorneys and accountants who have proven supportive, this disc will assist them in the preparation of all planned giving programs, building goodwill within that community. 9 8. A requirement of this grant is the preparation ufa foundation plan of action for 1998. Please describe how you will develop this plan of action and elements that may be included. The Rancho Cucamonga Public Library Foundation is scheduled to discuss their major goals for fiscal year 1997/98 at their Regular Meeting in June. These include the following: 1) Library Telethon Production Planning is already underway for the next Telethon. The July Foundation Meeting will present a time frame for the year for Telethon tasks and subcommittees. Most telethon work, planning and scheduling takes place in the subcommittees which begin meeting in September. 2) Canister campaign At the June 1997 meeting, Board member Gregory Morrison will be presenting costs and recommendations to purchase canisters to place in restaurants throughout the city. Funds earned in these canisters will be presented by the restaurant managers live on the telethon. Claim Jumper, Steer & Stein, Appleby's, Vince's Spaghetti, Black Angus and other local restaurants have already committed to participate, based on the last Telethon solicitation period. 3) Donor Wall Design Part of the Telethon featured a contest for donor wall design. A local architect submitted a plan currently under review for possible implementation. If the design is approved by the Foundation and Library Boards, construction will occur in October and a solicitation campaign for the wall will form a part of the next Telethon promotion. 4) Planned Giving campaign The immediate and overwhelming success of the Telethon prompted Telethon Executive Producer Bill Anthony to recommend the Library begin a planned giving campaign. He reasoned that reaction toward the library was so positive, the community was ready to hear about this form of campaign. The Foundation Board requested this item be presented at their July meeting so that planning to undertake a campaign could begin. 5) Campaign to promote the library's affinity card The City approved a contract with San Bernardino County Credit Union in September of 1996 to supply a City affinity credit card upon application. All funds earned as part of the City's percentage go to the Library Foundation. The Foundation is planning a "Shop Rancho Cucamonga with the Cucamonga Card" campaign in conjunction with the Chamber of Commerce this forthcoming year. Each of these items is scheduled to be discussed as part of the long range goals of the Foundation at the annual meeting in June. The 1997/98 budget will be proposed by the Library Director and will be accompanied by a plan of service including the above items requested by Foundation members over the previous months. The Board has met monthly since its inception in November, 1996. It is anticipated by staffthat the Foundation will review the Plan of Service proposed by Staff and propose changes or additions. Staff will return the Plan, along with a Time line for accomplishing the tasks, to the Foundation at their July meeting. 10 9. Please describe your plans for promoting the foundation to the community. 1) Local City newsletter: the Grapevine We enjoy excellent coverage in the city's publication. Produced four times each year by the Community Services Department, the attached cover and articles (Attachment C) illustrates the support the library receives. This publication reaches each household. 2) Local press releases The Library has three staff members who create press releases on various aspects of library services. The Foundation will feature frequently as we undertake the many projects on-line for this year. While there is no guarantee of coverage, the library occasionally wins a page or a photo. 3) Telethon promotion Press releases prior to the telethon and releases during the telethon provide excellent coverage for the Foundation. In addition, the Telethon itself intends to promote the Foundation by using the video footage of Telethon host John Mannerino during his presentation at the Seminar for the Library on planned giving. 4) Donor Wall The donor wall will provide a visible promotion for the Foundation since it will be located directly overhead as visitors enter the library. The Rancho Cucamonga Public Library is an extremely active library, with between 1,200 and 1,800 visitors a day. The visibility of the wall should promote interest in the Foundation. 5) Promotional Flier Staffis in the process of creating a flier promoting the Foundation. At the June meeting it is anticipated that the Board will approve the Mission Statement. The 1997/98 budget has set aside $1,000 to print a simple brochure promoting the Foundation and the many programs they are involved in to support the library. 10. Please describe your plans for continuation of foundation activities after the grant period. The plan of service described intensively in Question 8 is the roadmap for the Foundation Board to pursue in the year ahead. The Foundation Board has expressed an interest in establishing patterns for fundraising. The Telethon will take place each Spring in conjunction with National Library Week. The Planned Giving campaign is one that, once developed, will be launched each year--at the same time of the year, beginning before the holidays are underway, to solicit major donations at that most liberal time of year. The Telethon, the Planned Giving campaign, the canister program, the affinity card program--all are multi year and on-going projects that the Foundation Board is committed to supporting. Long range, the Foundation Board and the Library Board are each committed to providing an additional library facility in the city of Rancho Cucamonga--whether that be Central Park Library or an additional branch. The Center is expected to be a fee based service, but was not designed to be totally self supporting. It is recommended that the center be subsidized in three ways: 1) 2) 3) Hardware and software paid for through the library fundmiser designed for that purpose Staffing costs be partially supported through direct income received from the use of the computers. Classes offered in Intemet searching and other advanced computer information services that will bring income to the Technology Center. Item #2 will be established by the passage of this recommendation. Staff recommends a fee of $3 per hour, based on the following reasons: 1) Current fee is $2 per hour. The Technology Center will offer vastly increased services. While the current computer offers word processing and spreadsheets, the computers in the Tech Center will also provide full Intemet access and CD Rom program capabilities as well as all the prior software packages. In addition, staffing located on the floor with the Technology Center will offer exclusive assistance to computer users. Current staffing allowed no tutoring on the computers and a minimal amount of"emergency" assistance. 2) While staff believes they could justify a greater fee based on expenses, they strongly recommend against increasing a fee beyond 50%. 21 FISCAL IMPACT: With a fee base of $3 per hour, staff estimates that approximately 50% of the service costs will be paid for by the actual users of the service. (Estimated at 100% use capacity and a contract negotiation with APS which would grant the Library 30% of the income.) The remaining 50%+ o£the costs wilLneed to be.absorbed by classroom instruction fees, printing fees and the regular library budget. As with all new programs, staffwill carefully examine the fee base, staffing levels and contractual arrangements with APS after the first year of operation for any changes good fiscal managment might require. The major uses of the library were in the areas of Leisure/Reading and School/Homework. The greatest number of responses for days that we should be open was for Saturday (the day we are currently open the least number of hours). The greatest number of responses for hours that we should be open was from 3-6 pm and 6-9 pm. The respondents in our group were mostly between the ages of 20-49. The respondents were overwhelmingly female (85 female - 29 male) Our respondents felt that we should place a major emphasis on the following: Open more hours. Updated materials Increase variety & scope Provide services to school age children of all ages Programs for Adults Expand reference collection Help people with literacy Expand the current facility Our respondents felt that we should place less emphasis on the following: Material in other languages Increase the number of library outlets Service the business community Over the next five years our responses wanted: More computers for the public Intemet access Acesss to library materials from home Classes on computer instruction Children's homework center Written Comments Parking was a real problem/concern Alphabetize paperback collection Longer hours More Spanish Materials Less Noise *********************************** From Lori Hopkins Other than patron's wanting the library open 24 hours a day, seven days a week, a larger facility, more parking, and more books ..... Some of the most repeated comments were: More books on tape, a comment I hear alot on the desk. Perhaps this issue is addressable? Alphabatizing the paperbacks, which you are already planning. Eliminate the 50 cent charge for holds. It doesn't happen that often (of course, if it were free perhaps more people would do it). Maybe have a policy where the Reference Staff can only place 2-3 holds at a time? That would eliminate someone coming with a list of twenty books they want to reserve. Other than those three, it seems like we are doing the best we can with what we have. Alot of people complained about all the charges, but if those are eliminated it would impact the budget and therefore the level of service and materials. Written Comments from Group A Question #3: ! would like to see the hours extended, especially early morning. Also increase in diversity of books available. So far, everything is gmat. More new paperbacks. Stop charging for every little thing - ex. There is a charge to place a "hold" on books the library has in circulation. This is wrong. I'm not asking for an interlibrary loan. Week out inaccuracies in computerized card catalog. I could go on ifI had space to write. No access for patrons to Books in Print. No charge to check out CD's like Ontario Library. Make a change in how much you charge for use of the computers & printing. It's a rip offpaying $2 - $5 dollars and things don't work properly and you must constantly reprint over and over. More of the recently written novels. I'm happy with your collection, but a bit more would be nice. I read up to 6 books a week so I go through them fast. I think your doing a good job. Provide more computers and software choices at a affordable fee, of course. A bigger parking lot possibly. RE: "Books" not enough titles. I couldn't find any by Jane Austen in computer. I recognize budget limitations. RE: "Facility" traffic on Archibald. So far our family has been very happy with this library. Instead of renting new books, provide more copies for borrowing. Alphabetize paperbacks. On occasion I have gone and your check out bk comp is down also your photo copier. Maybe there should be more of these or checked mom often. At certain times of the day also your check out lines are too long. Your staff is always great and helpful! I think they need a raise ! ! ! More books and the Economist magazine. Service - Staff members are often rude & "smileless." Equip - typing/study rooms are always unavailable. Parking - very few parking spaces available, if any! We must travel to Upland for all school research projects - research materials are woefully inadequate. A friendlier, more helpful staff would help a great deal. Also, the children's programs need to be more fun & interesting. The staff should invite the parents in so the parents can discipline when needed. The staff would then be free to lead a fun program. Longer hours, more parking, newer videos, more computers. Longer hours. More of everything - esp. Space & quite areas to study or do research; more copy machines; more computers to access materials; more educational videos and more books on fine arts and crafts to be used for teaching middle school. More Spanish books. Yes, I would like to see more material in Spanish. I also would like to see the library open more hours on the weekends. More hours. I'm a reader, books o not a student or into computers. How about charging an annual fee for library card? Adults only! There are not enough children's books or adult books. If you would set the books up in the young childrens area to be more appealing to them. So they can see the book covers at their eye level. Control the noise downstairs with older kids. I would like to see a section for genealogy information or section. Don't have enough good, up to date books for my school age child to do good research. Expand CD (music) collection w/listening stations and CD players; more space for the used books, literature, and record album store. Need more info on volunteering programs (local police, fire, or business). More explanation ~ the computers - specifically which are for book searches & which are for other uses. Maybe some classes for the computer illiterate to use the library's facilities. More books on tape, videos greatly appreciated. Enjoy (and donate to) your book "store." I realize everything is computer based but I think we should have this for non computer users. Have a bi-annual fund drive to purchase more hardware/books, equipment, videos. Yes, please alphabetize by authors, all "paper back" books in racks. Ck-out computer does not ck out my books. Need instructions on how to find available books on computer. During peak hours parking is a problem. It would be helpful if you were open earlier. The thing that would make the most difference is "make the staff enforce a quiet policy" kids run around & teenagers yell! I love the used bookstore! What a great idea. It feels good to "recycle" & great prices! Increase parking lot size; we need a larger library already - not enough materials for the size of our city. Monitor children who miss use the computers. Have staff on floor to answer questions and help. Longer checkout period for books. Continue to build the selection. I would like to encourage the library to have available for young readers books from Crossway Books, Bob Jones University Press or Herald Press. We have enjoyed the Christy Series by Catherine Marshall. How about a computer in more of a place so one can use without people huvering over you!!! Don't want distractions while working on it. Current books on nutrition & diet. More books in Spanish. Yes, Accessing Intemet through the library's computer services would be beneficial since certain employers are now using Intemet for listing job openings and employment examinations for state jobs. You won't like this, but it is not just a hatchet job; I mean it sincerely -- You suffer from the sins on pride and condescension. You have a showcase building, and are afraid the grubby public will get fingerprints on it. You want to hand us a list of Do's and Don't's when we come in the door, charge user fees for everything in sight, and order us around like children. If you think, mistakenly, we've misplaced a book, you threaten to jail us. If we call in by modem and don't respond quickly enough for your computer, it cuts us off. I am tempted to say you're a bunch of anal retentive snobs. You do need to concentrate on serving the public instead of polishing your self-image. Other Comments: It is a very nice library with beautiful new books. I like the "feel good" atmosphere. I like the children's programs and layout. Beautiful library. I like the FOL bookstore more than the library itself. Ontario has current selection of most books, they do not charge to place a hold. Patrons can use Books in Print instead of asking at the reference desk. It's clean, quiet, decent, the others are loud, dirty, disrespectful, nasty. It seems to have more of everything! It's nice and clean. Ontario has a broader range of titles. There seems to be an excess of staff office space relative to books and materials. You have the best selection of materials, location. Upland has more selection of literature and research materials. Upland has better kids programs. Upland has a greater selection of materials and a better atmosphere. You have a wide selection of books and materials, easy to find. Ontario has more of everything! Of course they've been established there for years. Charter Oak Library (Covina) has more selections in Spanish material. I have 4 children, 3 in school - I love to read - travel & garden & cook books are a must! I like the location and newness of library. Current facility is way too small!! My college library is most up to date, extensive. Would like to know how to use the computers but don't know how to get started. So close! And you are usually open! I used Upland before when our library was county, it was awful. Upland is much larger & has more. I like the selection, tapes, and bookstore. Thanks so much for such a nice library. The Ontario Public Library is meant to be actually used by the public. It is open and friendly, not authoritarian in atmosphere, without a suspicious, condescending attitude expressed by petty rules (Wipe Your Feet Before You Come In; Throw Away That Candy Wrapper -- Outside!) and proliferating user fees. It is more Jesse Jackson than Newt Gingrich. (Of course, it's not Rancho!) All in all, I'm sorry to say I much prefer to drive all the way down there rather than use the cold-blooded library outside my back door. CITY OF RANCHO CUCAIVIONGA MEMORANDUM DATE: 5/28/97 TO: Debi Clark, Library Manager FROM: Sandy Woodcock, Reference Librarian SUBJECT: Group B Survey Analysis Following are the areas that this group noted as occurring most frequently in the surveys and the group's recommendations for addressing these concems: 1. MORE COMPUTERS Since administration has already addressed the subject of more public access computers with the coming technology center, we looked mainly at how to provide access to more online catalogs. RECOMMENDATION: More online catalogs (possibly four purchased with RDA monies or??) could be placed in the Childrens Room in the alcove next to the study rooms and audiovisual area. Another site suggested was the new counter in the "Community Room" if there is electrical access in that area. This would help free up the online computers downstairs which are often used by children and their parents. Signs could be placed near the downstairs computers directing patrons under twelve years of age to the terminals upstairs. 2. CLEARER/BETTER SIGNAGE RECOMMENDATION: The group's recommendation was to place signage indicating various subject areas in the collection (cookbooks, health, pets, etc.) similar to the way bookstores do it. 3. MORE/UP-TO-DATE BOOKS The subject areas that consistently appeared in the surveys were: math, medical, children's report topics (Indians, missions, states, etc.) and audio tapes (esp. unabridged). RECOMMENDATION: The adult subject areas are being addressed at the Reference meetings and some RDA monies are being allocated to supplement the areas that need attention. As for audio tapes, unabridged versions are purchased whenever possible, however, often the abridged version becomes available before the unabridged so that is what is purchased initially especially with best sellers. 4. PARKING RECOMMENDATION: Group members felt that once the senior complex is completed next door that if as planned, staff is allocated some parking spaces at that facility that this would help free up some parking spaces in our lot. 5. MORE OPEN HOURS RECOMMENDATION: It was the statTs recommendation that of all the days and times suggested in the surveys, the day that would be most useful to the largest number of patrons and be the most logical to expand on would be Sunday. It was recommended that the hours be expanded to 10:00 a.m. to 5 p.m. 6. SERVICES TO INTERMEDIATE/HIGH SCHOOL STUDENTS RECOMMENDATION: Create more handouts similar to "Pathfinders" on popular report topics such as Middle Ages, Rock Stars, Biographies, etc. This would help alleviate some of the pressure when all of the "check-outable" items are gone and students have to resort to reference resources. Some subject areas have already been done but more could be done more consistently perhaps with part-time Reference Librarians/Assistants' help. 7. SERVICES TO ELEMENTARY STUDENTS RECOMMENDATION: Reference assistance/service could be improved in the Children's Department by adding a second staffperson or volunteer to assist on Tuesday nights from 6:00 p.m. to 8:00 p.m.. Staff felt that Tuesday night is nearly as busy as Monday night and justifies a second person at the Children's Reference Desk to field questions in a more efficient manner. 8. HOMEWORK CENTER RECOMMENDATION: It was suggested that the Homework Center could be tied in with "Families for Literacy" if our Literacy Program decides to extend their services in this direction. Group members expressed that a Homework Center should be grant funded with a paid staff person to run it since it could be a time consuming endeavor if it is to be done properly. 9. COMPUTER CLASSES/TRAINING RECOMMENDATION: It was suggested that patrons interested in classes on word processing, etc. be directed to the classes already offered through Community Services in the Grapevine. Perhaps a flyer could be posted in the Technology Center informing the public of these classes. GROUP B SURVEY COMMENTS (Question #3) Open longer on weekends Different times for children s readmg (earhe) Better parking, drop off, book return convenience More computer catalogs are necessary and more up-to-date plays in drama section. Need parking! During busy times need more catalog terminals Need more books on s~c_~hgol t_opi~s. There should be no charge for movies and books on tape. Ri~verside library does not charge for these items. I was once looking for a boat repair manual and another time we were looking for Washington's biography. Both times we left empty-handed. We understand the resources would be limited, but we are looking forward to future growth. You seem to charge a lot for everything. I thought libraries were supposed to be "fxee" and tax-supported. My son is in 10th grade. When he needs resources for writing papers, we often need to go to Upland as the library offers more variety of books. Need more book abou[Al_g__e_b.~'_a or math like in school and more book about gay, lesbian etc. or about community service. Put arthritis books on a lower shelfl Try to keep ~edical books current, children's staff more friendly, approachable and accessible - not been very helpful. Can you have "QUIET" signs made that sit on each table and decide how to enforce it? Even the adults don't know to be quiet in a library. The late charges for books and tapes seem a little high. Get more computers there always being used have to wait in line to use one for a minute That they should have private rooms so people could study for classes. Need at least 2 more computers or set time limits such as 2 hrs per person. More parking spaces and more computers and more or better books. We travel and when doing so visit many libraries. Yours is one of the Best. Thank You! The people are helpful and friendly, the library is Bright and Pleasant and the materials are in good shape. Keep up the good work. It's always a pleasure and a joy to use the library - staff are helpful and courteous. A stmple solution which can be implemented without spending a single penny. - I would like to see the line at the check-out desk changed to run PARALLEL to the counter (like at the Bank) instead of congesting the "thru-way" to the west side of the library. Thank you. Parking ~ peak times can be a problem - otherwise, I believe we have the BEST stocked and well-nm facility around. Computers are great! Copiers are TOO expensive; (even $.10 is better than 15) use is then discouraged. I would like to see the library get more periodicals, journals, and academic literature. Great location & facility! Unfortunately, though, too small to accommodate all that use it. It's always crowded. More computers are needed. The line to look up materials is way to long. Not enough computers, not enough parking, need more reference books for kids homework. Book layout is rather difficult to figure out, and children center should be downstairs instead of upstairs. I would like to see a children program for one and two year Olds with parent and you need a larger parking area. Copy machines are needed. Additional computers would be helpful for adults as typically students are using it to do homework for long periods of time. Additional children reading hours would be nice and I bet there are many volunteers who could be utilized if they knew the need existed. Everything is fmc. Need a greater selection of books. Most staff are O.K. Maybe a little more friendlier and little extra effort. How about hiring a few part time grandma types who show a little more interest in you. How about new books coming in at a faster pace. A want list of a book. Also I support the Friends of the Library, lets give them credit for a job well done. When I go into the library-computers to locate materials are all filled up 95% of the time. Also there is usually a line up of people waiting to ask for assistance. Need more people to assist with information and more computers. More books!!! Add more fiction books, more books on tape, more research, and non-fiction books for younger readers, (grades 3-8). Would like Swedish language books. I would love to see the children fiction books ma'mta'med in alphabetical order. The way it is now it is extremely difficult to find any specific book. When I was a child I use to f~equent the North ridge Public Library. The children books were always in alphabetical order. A more complete selection of older authors or publications. Just more books. I love videos on National Geographic and other countries. Books on history, geography, U.S.A., and other places. Astronomy etc ....... GROUP B SURVEYS ....... CONTD. I toured the library before it opened and am appalled at the amount of space devoted to administrators when space for the books is at such a premium. I resent the charges for videos and tapes. Other libraries do not charge except for "entertainment" titles such as popular films. Educational materials are fi~ee everywhere else and should be in Rancho, too. Please get more unabridged audio books. Need more terminals. Usually kids are using them all. Reference never answers the phone. Would you please publish the phone #'s and extensions so callers don't have to wait through that interminable voice mail (and then find out that reference won't answer the phone anyway). Grapevine Survey - Group C Analysis and recommendations The survey results overall were very positive. Most patrons surveyed live close to the library and find the location convenient. Most were "very satisfied" to "satisfied" with our collection and services. Most patrons surveyed were female between the ages of 20-49. Patrons surveyed, overwhelmingly use the library for leisure reading and homework. Patron concerns were: Noise - Patrons seemed to think there was too much noise. Our group noted that the survey was done before we had 3 new monitors. Hopefully, this has helped our situation in terms of the a~r-school noise. Parking - Patrons felt there was not enough parking during peak use hours. Typewriters - Patrons said we need more typewriters. Computer training o Many patrons wanted computer classes and were willing to pay for them. Computers - Patrons wanted more computers: Catalogs, CD-ROMs, and public access computers for writing papers and resumes. Our group noted that the opening of the Technology Center on the second floor will provide more computers. Copymachines - Patrons wanted more photocopiers. Our group noted that this survey was taken before we obtained a color copier. Also the possibility of another black/white photocopier in the Technology Center was mentioned. Children's Homework Help Center - Many of the patrons surveyed wanted a homework center. Overall comments - The surveys in our group leaned towards wanting more of everything, but did not seem to want to pay for it. I was surprised how many patrons surveyed did not seem to want more computers, Intemet access...there seemed to be some reluctance about computers and a surprisingly large number of patrons wanted classes. This seems to show that quite a few patrons are uncomfortable with computers and need more instruction. This is important to note as we open the Technology Center and offer classes and also for those who work at Children's and Adult Reference, that we should try to provide more one to one instruction when the opportunity presents itself, rather than just providing an answer to the patron's question. Our group consensus was that the survey validated most of the comments we receive from patrons at the service desks. We aren't really seeing anything completely new. GRAPEVINE SURVEY Written Comments - GROUP C Question #3 Are there any changes in our materials, services or policies that would make a difference to you? The computers don't always work and fax - but it is a great library and everyone is 'very helpful.' Absolutely. The library is too noisy - way too noisy. Get tough about being a quiet place. And your staff should be required to dress professionally, most of them look slovenly most of the time. It's not at all in keeping with the image of other city facilities. Not enough copy machines available and kept in working order. I have a 9 and 11 year old. We used to do homework and projects there but not anymore. It is so noisy in the children's section. I don't mind talking but they are allowed to run, scream & yell and nothing is ever done. Many of the children's videos are worn out and need to be replaced. They are still on the racks and we get them home and £md they are barely watchable. Noise. No one controls the noise all the kids make. It's too crowded to have all those round tables for kids to collaborate on homework and just be social. No quiet areas. No space. Newspapers a mess. More books for school research projects. The shelves don't get "read" enough. I always go thru and shelve misplaced books when I'm there. Put the books in Children's section by subject or at least an index by subject. I would like to see more materials for the graduate student. Also it could be helpful to have Interact library accessibility in RC. I'd love to see more private, quiet study rooms available. The library is not always a quiet place to study - especially at busy times. This has been a frustration to me. More books about every major and update. Typewriters are too less. Time limits on reference computer catalogs - it seems that kids and teens "play" on them. More books on tape. Please continue to enhance book/literacy content at the library. QUESTION #3 (CONTINUED) I've noticed it is very crowded most of the time. No, everything is great. More typewriters. Training on computers. Don't know how to use them. Having a toddler reading program/storytime. ! would appreciate more books on audio cassette, especially those appropriate for 11-13 year olds and classics. My children commute a lot. Fix computers. Have them in working condition. Tutors especially in math and reading. Catalog of specific books on tape (instead of just in with all other items) More staff, more computers. The collection is still too small. There is a small but nice selection of books, but when any two kids, let alone schools has the same topic, there is a problem. Maybe making some materials for library use only during peak times would help. Need more computers! Need more parking spaces! Need friendlier staff. Should have a better selection of books. I always have to go to the bookstore to buy the books I need because the library doesn't have the books. We miss having the library near a city park, that was a wonderful feature. Parking always seems cramped. Need more programs for teens. More computers and more typewriters Would like to see more homeschool materials available. I would like to see a greater selection of microfiche and machines. I just moved here in Sept. 1996 from Hacienda Heights - and just got my library card. I purchased some magazines & books from your sale room & checked out a video. I look forward to doing more of the same in the future. Please make sure all school children visit with their class and show kids how to use the library, do this as they get older, each few years. QUESTION #3 (CONTINUED) I like R. Cucamonga Library. The staff is the most helpful and friendly I've ever seen. Thanks. I think you're doing a great job - I like the displays in the front cases - always seem very interesting. Maybe separate the magazine reading area from the foot traffic, it's a bit too busy there to sit and read. Open earlier on Mondays and Fridays. You need a standard microfilm reader so I can rent microfilms on reel (not cartridge) from Sutro Library in Sacramento. More computers and parking spots are needed. I have more reference material at home for my children's school projects than the library does. Go back to the county system! !more support there! Vital records - colonial records of genealogical value. The "self-check out" book computer will often say I have to go to the circulation desk to check out a book - it defeats the purpose of the convenience of the computer. I just want to mention that Andie Urquizu is very kind and helpful on several occasions in helping my son & me find information and resources. I don't know if you do this, but put a time limit on the use of the computers or add more. Everytime I have gone in all the computers are being used! Not especially, only if there are more materials to use and more services, of course that would be great! Question #4 (When visiting a public library, which one do you generally use?) Why? It's close to my home. I live nearby. Resources. close to our home Nearest. It's our Library. QUESTION//4 (CONTINUED) It's close - easy access - good atmosphere and environment. Bigger selection of books Close to home and has everything I need. Town I live in - close. It is closest closest and newest close to home we are city residents Ontario - selection; Rancho - close by it's large, clean, very up to date convenience of location Closer; we use Ontario when we need more research. Also San Bernardino for detail car repair manuals. I go to RC (library) first, but occasionally to Upland for harder to find material. (RC library) near to work and I can go on my lunch hour. It's close, clean & well-organized (I get lost in Upland's!) Close - belongs to our City. It's a very nice library and it is close. Services and location. Generally use Upland, they have a standard microfilm reader. I used to use Ontario - RC is closer and well "stocked." Close to home; has what I need. Use LDS Library in Upland for genealogical research. QUESTION #4 (CONTINUED) It's well organized It's the best and close to home. Other added comments: There could be more parking available especially when construction is going on. The library should be open every day. This is an English speaking country. Don't you dare undermine it! (Note: written in reference to the question of providing more materials in other languages) Don't waste money/resources on this idea (Note: written in reference to priding more materials in other languages and increasing the number of library outlets) This is the schools' responsibility, sure young people need the library, which should be an important adjunct of their educations - but not at the expense of community needs (Note: written in reference to providing services to elementary, intermediate & high school students) This is adequately handled by the private sector. I'm new in the area, however, I'm happy with the services you now furnish and trust you will make any necessary improvements in the future. MISSION STATEMENT The aim of the Rancho Cucamonga Public Library Foundation is to augment the resources and increase the visibility of the Rancho Cucamonga Public Library through an organized fundraising program.
