A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, CERTIFYING
PROJECT BUDGET, LOCAL FUNDING COMMITMENT,
SUPPLEMENTAL FUNDS, AND PUBLIC LIBRARY
OPERATION
WHEREAS, the City of Rancho Cucamonga is applying for funding for the new
library facility under the California Reading and Literacy Improvement and Public Library
Construction and Renovation Bond Act of 2000,
WHEREAS, the Library Bond Act regulations require the City Council to certify
and approve all elements of the Project application being submitted for funding,
WHEREAS, the City understands that they have to certify all aspects of the
application, and pass a resolution to that effect,
WHEREAS, all these certifications and approvals must be done before the
application can be submitted and considered for approval,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF RANCHO
CUCAMONGA that the City of Rancho Cucamonga
(a) makes a commitment to provide the local matching fund amount identified
in the project budget, as required by Education Code section 19995(a),
including and identifying the amounts to be credited to local matching
funds pursuant to section 19995(c) and (d) in the amount of$4,174,524;
(b) makes a commitment to provide supplemental funds necessary to
complete the project at the level stated in the project budget, in the
amount of$14,846,963;
(c) certifies that the local matching and supplemental funds specified will be
available when needed to meet cash flow requirements for the project;
(d) certifies the accuracy and truthfulness of all information submitted in the
Application Form and the required supporting documents;
(e) certifies the project budget as stated in the application in the amount of
$26,774,175;
(f) makes a commitment to operate the completed facility and provide public
library direct service, unless the public library shall be operated in whole
by a jurisdiction other than the applicant;
(g) and makes the commitment that the facility shall be dedicated to public
library direct service use for a period of 40 years following the completion
of the project, regardless of any operating agreements the applicant may
have with other jurisdictions or parties;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rancho
Cucamonga agrees to the above commitments, conditional upon receiving a full grant award from
the California Reading and Literacy Improvement and public Library Construction and Renovation
Bond Act of 2002.
