BACKGROUND: The Cable Television Subcommittee recently directed staff to identify a more technologically advanced community bulletin board system to educate the public regarding current and upcoming city/government/educational-related events, programs and news and city co-sponsored activities. Unlike our current computer community bulletin board system, the Chameleon Community Cable Television System is a multimedia system that will enable staff to create and edit bulletin board backgrounds using sound, animation and special fonts and images. The system includes 16 million colors for text, images and backgrounds, and accepts imported media from CD-ROMS, scanners, digital cameras and VCRS. In addition, the Chameleon is an expandable system which utilizes a windows-compatible program and can be easily upgraded to meet the City's changing needs. The implementation of a more advanced PEG Access Channel Television Programming System will not only attract more RCTV-3 viewers through the use of specialized graphic features and editing capabilities, but more importantly, will help to improve the level and quality of communication the City provides to its residents. The total cost of the Chameleon System is estimated to be approximately $12,135, which includes both product installation and training. The Developer, Overland R.C. 29, LLC, is submitting an agreement and security to guarantee the construction of the off-site improvements in the following amounts: Faithful Performance Bond $452,200 Labor and Material Bond: $826,100 Copies of the agreement and security are available in the City Clerk's Office. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, ORDERING THE ANNEXATION OF CERTAIN TERRITORY TO LANDSCAPE MAINTENANCE DISTRICT NO. 1 AND STREET LIGHTING MAINTENANCE DISTRICT NOS. 1 AND 2 FOR TRACT 15531 WHEREAS, the City Council of the City of Rancho Cucamonga, California, has previously formed a special maintenance district pursuant to the terms of the "Landscaping and Lighting Act of 1972", being Divfsion 15, Part 2 of the Streets and Highways Code of the State of California, said special maintenance district known and designated as Landscape Maintenance District No. 1, Street Lighting Maintenance District No. 1 and Street Lighting Maintenance District No. 2 (hereinafter referred to as the "Maintenance District"); and WHEREAS, the provisions of Article 2 of Chapter 2 of the "Landscaping and Lighting Act of 1972" authorize the annexation of additional territory to the Maintenance District; and WHEREAS, at this time the City Council is desirous to take proceedings to annex the property described on Exhibit "A" attached hereto and incorporated herein by this referenced to the Maintenance District; and WHEREAS, all of the owners of property within the territory proposed to be annexed to the Maintenance District have filed with the City Clerk their written consent to the proposed annexation without notice and heating or filing of an Engineer's "Report". BACKGROUND/ANALYSIS Tentative Parcel Map 15091 located on the south side of East Rancho Estates Place, west of Eftwanda Avenue, in the Very Low Residential District, of the Eftwanda Specific Plan, was conditionally approved by the Planning Commission on November 12, 1997. The tentative map was approved for a subdivision of 1.09 acres of land into 3 lots. The Developer, Centex Homes, is submitting an agreement and securities to guarantee the construction of the public improvements in the following amounts: Faithful Performance Bond: Labor and Material Bond: Monumentation Cash Deposit: $4,200.00 $2,100.00 $2,550.00 The copy of the Consent and Waiver to Annexation form signed by the Developer is available in the City Clerk's office. The installation of said improvements shall be completed no later than one (1) year following written notice to the Developer from the City to commence installation of the same. Installation of said improvments shall be at no expense to the City. 3. In the event the Developer shall fail or refuse to complete the installation of said improvements in a timely manner, City may at any time thereafter, upon giving the Developer written notice of its intention to do so, enter upon the property hereinafter described and complete said improvements and recover all costs of completion incurred by the City from the Developer. Each parcel created by recordation of said map shall be subject to a prorated amount on a per acre basis. 4. O'Neil City Engineer WJO:MDL:sd CITY OF RANCHO CUCAMONGA STAFF REPORT DATE: December 3, 1997 TO: Mayor and Members of the City Council Jack Lam, AICP, City Manager FROM: BY: Suzanne Ota, Services Manager Dave Moore, Recreation Superintendent SUBJECT: CONSIDERATION AND DISCUSSION REGARDING THE REQUEST FROM RON AUSTIN FOR USE OF THE RANCHO CUCAMONGA FAMILY SPORTS CENTER FOR WEEKLY BASKETBALL PRACTICES RECOMMENDATION Staff recommends that Ron Austin's request of the Rancho Cucamonga Family Sports Center for weekly practices be forwarded to the Park and Recreation Commission for further review. BACKGROUND Ron Austin coaches one boys (10-11 year old) AAU Traveling Basketball team. He currently conducts practices for his team on am outdoor basketball court at Cucamonga Elementary School. Games are conducted at schools in the South Bay area. His team participates in three leagues and numerous tournaments throughout the year. The team has been together for two years and is requesting gym space for weekly hour practices. He's requesting weekdays from any time during 4:00 p.m. - 7:00 p.m. twice weekly free of charge. Ron Austin approached staff on November 17, 1997 and has approached both the City Council November 19, 1997 and Parks and Recreation Commission November 20, 1997 on this matter. The Parks and Recreation Commission has identified this item to be agendized at their next meeting in January, 1998. The Park and Recreation Commission will not be meeting in December, 1997. Note: Traveling teams select their own players, travel to play their games, and meet their expenses by player registration and sometimes fund raisers. This particular team has 10 players. Team expenses range from $4,000.00 - $5,000.00 per year. ANALYSIS Currently, the City has already programmed activities for over 750 youth per week Monday - Friday from 3:00 p.m. -7:30 p.m in the Rancho Cucamonga Family Sports Center. Ages range from 3-11 years old. We're already taking registration for the youth programs that will use these times. Even with the Sports Center opening over 110 City sponsored youth basketball teams, 40 youth indoor soccer teams and 15 local non-profit Rancho Cucamonga NJB (National Junior Basketball) traveling basketball teams will be practicing outdoors. This is standard practice among youth programs in Mayor and Members City Councilmembers Request from Ron Austin December 3, 1997 Page 2 most cities throughout California due to the limited number of gyms. Gyms are not as available as soccer fields, baseball/softball fields and football fields. Local Rancho Cucamonga High Schools are using their own gyms to about 9:00 p.m. Monday - Friday. Even when schools have time slots available the City must pay for the use of these facilities. To provide Ron Austin team practice space in the Rancho Cucamonga Family Sports Center would impact 150 youth from City organized sports programs and bring up an allocation issue to the other 110 City basketball and 15 National Junior Basketball teams and the 40 youth indoor soccer teams who would also prefer indoor courts for practices. The weekday times of 3:00 p.m. - 7:30 p.m., Monday-Friday, for the Sports Center accommodates over 750 youth in organized games and activities. All of which pay fees for facilities use. However, if Monday-Friday from 3:00 p.m.-7:30 were to be allocated for practices only instead of youth games and activities, we still would only be able to accommodate 26 teams out of the 165 Rancho Cucamonga youth basketball (including NJB) and soccer teams that would want to practice at the Sports Center. There is no fair way to allow one team to practice inside the Sports Center and not be able to accommodate the 165 other teams who would want the same consideration. FISCAL IMPACT In addition to the impact upon all youth sport programs for facility allocation, if any portion of the week's time is reassigned to other groups or activities it will riscally impact the City's ability to pay for the center's expenses. Youth programs scheduled at the Sports Center generate $70,000.00 in revenues each year. In addition, that staff work with the Mayor to obtain Caltrans and SANBAG assistance, over and above the structure's demolition value as already offered by Caltrans. BACKGROUND/ANALYSIS The status of this historic structure was reviewed at the City Council meeting of June 4, 1997, and November 19, 1997. At the request of the Council, staff is working with Caltrans and the Eftwanda Historical Society in order to facilitate the relocation and retention of the landmark residence. Since November 19, 1997, staff has been in contact with Len Perdew Associates to determine appraisal fees for a possible fourth relocation site, suggested by the Etiwanda Historical Society, directly across the street from the historic Chaffey/Garcia House. A property appraisal fee is $300, which includes an inspection and determination of recent sales of comparable properties. If the option of Eminent Domain is pursued, a full narrative appraisal fee can range from $800 to $2,000. With City Council support, staff will initiate a preliminary property appraisal. RECOMMENDATION Staff recommends that the City Council support the pursuit of three sites and direct staff to prepare letters requesting CALTRANS and SAN BAG assistance in relocating and securing the Route 30 surplus right's-of-way site, or the Etiwanda rail road depot site for the historic Isle House. In addition, direct staff to prepare budget requests for the 1998-99 cycle utilizing funding sources such as Community Development Block Grant, Park Development, and Intermodal Surface Transportation Efficiency Act in order to facilitate the relocation and renovation of the structure. BACKGROUNDIANALYSlS At the request of the City Council, the status of this histodc structure was reviewed at their meeting of June 4, 1997 (Exhibit "D"). The City Council directed staff to work with CALTRANS and the Etiwanda Historical Society in order to facilitate the relocation and retention of the landmark residence. Since June 4, 1997, staff has been in contact with both groups on a biweekly basis meeting twice with Etiwanda Historical Society representatives and once with CALTRANS. The phone contacts and meetings have resulted in the completion of a potential site relocation list (Exhibit "A"). This list contains 22 locations which were visited by City staff, CALTRANS, and Etiwanda Historical Society representatives. The consensus of this list was that the three top sites, from a feasibility stand point, are the Etiwanda Creek Park site at 5939 East Avenue, the CALTRANS Route 30 surplus site on the south side of Highland Avenue (approximately 600 feet east of Etiwanda Avenue), and the historic Etiwanda rail way station site at 7089 Etiwanda Avenue, which is owned by SANBAG but leased to a lumber company. CITY COUNCIL STAFF REPORT CHAFFEY/ISLE'S HOUSE UPDATE AND REVIEW November 19, 1997 Page 2 The Etiwanda Creek Park site has the potential to be used for such things as a caretaker residence, providing passive security value or a maintenance office facility. In addition, the site is already owned by the City. The Highland Avenue site is closer to the existing house location and would ultimately contain the historic Highland Avenue Palm tree row. The site would probably facilitate a use as a second Etiwanda House Museum, operated by the Eftwanda Historical Society in conjunction with the Chaffey/Garcia House. The acquisition of the site will have to be negotiated with CALTRANS. The Etiwanda railway station site is already owned by one of the principal participants of the Route 30 Freeway project (SANBAG) and the location is very close to the Chaffey/Garcia House Museum. In addition, this site is near several other Etiwanda landmarks including the Fisher House and the Eftwanda Congregational Church. The third site most closely fits the criteria and goals of the Eftwanda Historical Society (Exhibit "C"). If the Council directs staff to prepare budgetary proposals, it is anticipated to be a two to three year cycle involving designs, relocation, and rehabilitation. BACKGROUNDIANALYSlS On May 21, 1997, the City Council directed staff to prepare a status report and draft feasibility study for the Isle House at the request of the Etiwanda Historical Society. The structure is currently threatened by the construction of the Route 30 Freeway. The Etiwanda Historical Society has urged the saving of the Isle House in a letter dated May 21, 1997. A copy of the letter and attachments is enclosed with this report for reference. In summary, the evaluation states; the Isle House is an unusual survivor of the early days of settlement of the Etiwanda Colony, dating from the founding years in the 1880s. The house is widely published in local histories, and remains surprisingly unaltered, considering its 114 year age. Although moved, the relocation occurred at the turn of the century, and the house remained in its original neighborhood. CITY COUNCIL STAFF REPORT STATUS OF ISLE HOUSE June 4, 1997 Page 2 It continues to be one of the rare surviving examples of its type and period, not only in the local community, but in southern California. It remains a notable example of small - scale domestic Second Empire styling, and appears to meet National Register criterion C at the local level of significance. In addition, the Etiwanda Specific Plan identifies the house as one of "Notable Existing Structures" and specifies under Article 5.42, section .402: A reasonable effort shall be made to encourage the preservation of structures identified in Figure 5-44 as follows: .... ( See attached applicable ESP sections). The EIR/EIS for the Route 30 Freeway Project identified the Isle House as a significant historic resource and as such specified appropriate mitigation measures. Those measures are further elaborated upon in a Memorandum of Agreement between the US Federal Highway Administration and the California State Historic Preservation Officer (SHPO). The section of the agreement pertaining to the Isle House is attached for reference. Some of the key points of this section are paraphrased as follows: A detailed marketing plan shall be prepared by CALTRANS/SANBAG in consultation with SHPO. The plan in general will include, property information package, potential buyers/transferees distribution list, advertising plan and schedule, schedule for receiving and reviewing offers ( includes participants from SHPO, EHS, RCHPC, and CCCC), and options for preservation covenants. Consultation with and performance of any requirements by the National Park Service (NPS) for Historic American Building Survey/Historic American Engineering Record (HABS/HAER) documentation prior to commencing work within the vicinity of the house. If the Isle House cannot be transferred and is to be demolished, Caltrans/SANBAG shall ensure that, SHPO, Etiwanda Historical Society (EHS), Rancho Cucamonga Historic Preservation Commission (RCHPC), and Chaffey Communities Cultural Center (CCCC) have an opportunity to select architectural elements for preservation. It is staffs understanding that SAN BAG has proceeded with consultant selection to prepare the marketing plan. SANBAG staff has been contacted and invited to attend the June 4, 1997, City Council meeting to address any questions the City Council may have relative to this topic. A few such examples still survive in the Los Angeles area, including the Valley Knudsen Garden Residence, moved to Heritage Square in Highland Park. In the local area, the major example of Second Empire styling is the large, two-story brick Barton House near Colton; it has been listed in the National Register of Historic Places. Several small, wood frame Mansarded houses still survive in San Bernardino. Never plentiful in the area, houses representing this style have virtually disappeared from the architectural landscape. Although altered after the c. 1903 move, most notably with the addition of a rear wing, the expansion of the front porch around the south side, and window and door modifications on the south elevation, the house still is a strong qualifier for the National Register u~der criterion C. Brlefly describe the present PHYSICAL CONDITION of the site or structure and describe any major alterations from Its original condition: As originally constructed, this small, wood frame house was one and a half stories in height, with a steep, bellcast Mansard roof at the second level; the upper pad of the roof terminated in a low pyramid. Rows of patterned shingles of varying designs encircled the roof slope, which was broken only by paired dormers on the facade and the two sides. The plan of the house was roughly square. The recessed, transomed entrance was cantered in the facade, and was flanked by two large 2/2 double hung windows. A porch spanned the front, with lhe roof supported by four posts; there was no porch rail, and the entrance was accessed by three centrally-placad steps. A brick chimney arose through the center of the roof. After.th.e move, the building remained essentially the same, but some minor changes were introduced. A small addition was constructed at the rear of the building; it is built of cobblestones, a typical construction material in the local area after the turn of the century. The porch was extended to wrap around the south side of the building, connecting with the rear addition; it was redesigned to echo the Mansard shap. e of the original roof. The squared porch supports were replaced by turned posts, and a 'Chinese Chippendale' railing was added; the central entrance steps were removed, and steps were constructed at each end of the porch, with main entrance steps placed diagonally at the southeast corner connecting with a walkway leading to a gate at the corner of the lot. All three sets of steps were flanked by low cobblestone side wails with concrete caps. Later alterations include the creation of a new central doorway on the south side, and its subsequent modification. The roof was damaged during a severe windstorm in 1988, but has been repaired; the porch is also undergoing repair at the present time. Although altered, many of these alterations were made at the time of the move during the association of James C. Isle with the property; they should be viewed as part of the historic fabric, rather than modifications which detract from the significance of the property. Although the loss of the grove is unfortunate, and results in a loss of historic setting, the architectural character of the house is so strong that it still remains an important example of the early architecture o! the community. Other property features incl0de three mature palm trees in Iront ol the house on Etiwanda Avenue, and one at the rear on Highland Avenue; several citrus trees and an olive tree still stand near the house. An early concrete irrigation 'cistern' or settling basin stands in the field to the west of the house. It is associated with the former irrigation system which distributed water to the large citrus groves which occupied Isle's property; the groves have now been removed. The property still retains the old eucalyptus windbreak to the north. Later additions to the property include a c. 1950 wood frame shed/former garage north of the house. A low concrete block fence has been constructed across the tront and side of the yard adjacenl to the two intersecting streets. A modern house trailer stands at the rear of the house. Research in the San Bernardino Counly Assessor's lot books traced the property back to 1895, when it was owned by Chades Charley. The house had been built on another parce~ nearby, and was under the ownership of Anne Chaffey; local histories date the construction of the house at 1883. After a series of sales, the house was said about 1903 to James C. Isle, who moved it on log rollers to ils present site. Isle acquired the present property in 1901, but transferred it to William P. Myers two years later. Isle re-acquired the lot in 1906, and continued to own it until 1937, when it was transferred to Ma~lha E. Isle. In 1943, it was acquired by Alfred W. McGuire, the present owner, who is James Isle's grandson. Although the date of the relocation is unknown, it is highly likely to have occurred in 1903, when Isle purchased the house and was still the owner of the corner lot before it was said to Myers. It was on the new site in 1915, when the assessor's lot books began noting separate assessments for improvements. Isle also acquired numerous other 1a-acre lots of Eftwanda C,<31ony lands, eventually amassing large citrus holdings; he and his son- in-law, George P. McGuire, were said to have owned 125 acres of citrus land in the community (Hickcox, p. 102). Although James C. Isle owned one of the largest citrus ranches in the Etiwanda area, his contributions to local history do not a,cpear to be well-known. Isle House A. In consultation with the SHPO, Caltrans/SANBAG shall prepare a marketing plan for the James C. Isle House, which shall include the following elements: 1) An information package about the property, including but not limited to: Photographs of the property. parcel map. Information on the property's cost and information on any public assistance that may be available to purchasers, such as applying the cost of demolition to the purchase price or to the cost of rehabilitation. Information on federal and any other applicable other tax benefits for rehabilitation of historic structures. Notification that the purchaser will be required to rehabilitate and maintain the property in accordance with the recommended approaches in the Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitation Historic Buildings (U.S. Department of the Interior, National Park Service. 1983). Notification of any requirement for inclusion of a restrictive covenant in the transfer document; and Notification that a preservation covenant (sample covenant attached hereto as Exhibit 1) consistent with applicable State laws, will be included in the transfer document. 2) A distribution list of potential purchasers or transferees. 3) An advertising plan and schedule. Upon the SHPO's agreement with the marketing plan, Caltrans/SANB^G shall implement the plan. 4) A schedule for receiving and reviewing offers. Caltrans/SANBAG shall review all offers in consultation with the SHPO and a representative from the Etiwanda Historical Society, the Rancho Cucamonga Historic Preservation Commission, and the Chaffey Communities Cultural Center, prior to acceptance. Caltrans/SANBAG shall ensure that transfer of the property incorporates a protective covenant developed in consultation with and approved by the SHPO. If there is no acceptable offer that will conform to the requirements of rehabilitation and maintenance, Caltrans/SANBAG, with the approval of the SHPO, may transfer the James C. Isle House without preservation covenants. In that event, Caltrans/SANBAG shall ensure that the property is recorded, prior to transfer, in accordance with stipulation B. Prior to the transference of the Isle House and/or the beginning of any construction activities in the immediate vicinity of the Isle House property, Caltrans/SANBAG shall contact the National Park Service (NPS) Regional office of the Historic American Building Survey/Historic American Engineering Record (HABS/HAER) to determine what level and kind of recordation is required for the property. Unless otherwise agreed to by HABS/HAER, prior to commencing any construction activities in the immediate vicinity of the Isle House property, and that copies of this documentation are made available to the SHPO and appropriate local archives designated by the SHPO. If the Isle House cannot be transferred and is to be demolished, Caltrans/SANBAG shall ensure that the SHPO, the Etiwanda Historical Society, the Rancho Cucamonga Historic Society, and/or the Rancho Cucamonga Historic Preservation Commission, and/or the Chaffey Communities Cultural Center have the opportunity to select architectural elements for curation, public education, reuse, incorporation into new construction, etc. Caltrans/SANBAG shall ensure that the items selected are removed in a manner that minimizes damage and are delivered with legal title to the Etiwanda Historical Society, and/or the Rancho Cucamonga Historic Preservation Commission, and/or the Chaffey Communities Cultural Center.
