The following Item of Business will be heard by the Redevelopment Agency and the City Council: 2. APPROVAL OF AN AGREEMENT TO PROVIDE FOR THE TRANSFER OF PROPERTY BY THE AGENCY TO THE CITY FOR THE DEVELOPMENT OF THE RANCHO CUCAMONGA LIBRARY AND PERFORMING ARTS CENTER - (Redevelopment Agency & City Council] Special Meeting June 6, 2002 Page 2 C. COMMUNICATIONS FROM THE PUBLIC This is the time and place for the general public to address the City Council, Redevelopment Agency and Fire Protection District. State law prohibits the Council, Agency and Fire Board from addressing any issue not previously included on the agenda. The Council, Agency and Fire Board may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual. D. ADJOURNMENT I, Debra J. Daniels, Redevelopment Director BY; Jan Reynolds, Redevelopment Analyst SUBJECT: APPROVAL OF AN AGREEMENT FOR THE FUTURE TRANSFER OF PROPERTY FROM THE AGENCY TO THE CITY FOR DEVELOPMENT OF THE RANCHO CUCAMONGA LIBRARY AND PERFORMING ARTS CENTER. RECOMMENDATION: It is recommended that the City Council and Redevelopment Agency authorize the Mayor/Chairman to execute an agreement to allow the future transfer of property from the Agency to the City for development of the Rancho Cucamonga Library and Performing Arts Center. BACKGROUNDIANALYSlS: On June 14, 2002, Library staff will file an application with the California State Library for a matching funds grant for the construction of a branch library to be located south of Church Street and east of future Day Creek Boulevard. The library will be constructed in conjunction with a Performing Arts Center on approximately 2.9 acres located within the 147-acre regional shopping center site currently owned by the Redevelopment Agency. In the normal course of constructing public purpose projects on Agency-owned property, the transfer of title from the Agency to the City occurs once the project is completed. However, California State Library staff has recommended the transfer of the property occur at the time construction of the project begins in order to be considered for grant funding. The attached Agreement provides for the transfer of the land from the Agency to the City in order to meet the recommendation of the State Library staff for purposes of applying for the grant.
