PRE-APPLICATION REVIEW 00-01 - LEGACY PARTNERS - Review of conceptual plans to develop four office buildings, totaling 280,000 square feet on 19 acres of land in the Industrial Park (Subarea 6) and Haven Avenue Overlay District of the Industrial Area Specific Plan, located on the south side of Sixth Street between Haven Avenue and Utica Avenue - APN: 210-081-07 and 15. B. PRE-APPLICATION REVIEW 99-07 - A request to review possible street closure of Roberds Street for future additional parking in the Baseline Bargain Center located at 9456 Roberds Street - APN: 202-092-008. III, PUBLIC COMMENTS This is the time and place for the general public to address the commission. Items to be discussed here are those which do not already appear on this agenda. IV, ADJOURNMENT The Planning Commission has adopted Administrative Regulations that set an 11:00 p.m. adjournment time. In 1998 the applicant obtained a conditional use permit for the use of one (1) floor of the existing warehouse building for storage purposes, subject to the provision of 14 parking spaces, or both floors, subject to the provision of 24 parking spaces. Since then, the applicant has expanded its use of the building to include approximately 3850 square feet of retail space - a condition not permitted under the existing condi!ionai use permit - and has been cited by Code Enforcement for operating without the proper penmts. The use of a portion of the building for retail purposes raises the parking requirement to 40-42' parking spaces, which is more than can be accommodated on the property. The applicant has explored several options, including the acquisition of adjacent parcels, but so far has not been able to conclude arrangements to lease or purchase additional property. The applicant has also explored the possibility of using the abandoned railroad right-of-way to the northwest of the property, and although the railroad has indicated some willingness to cooperate, the applicant has not yet been able to secure proper written documentation from the railroad, and so cannot rely on this approach to solving the parking shortage. Coancilmember Diane Williams and members 6f the City staff have suggested closing (vacating) Roberds Sweet as a possible alternative. The applicant has discussed this possibility with most of the adjacent property owners, and finds them generally supportive, and initial discussions with City staff about vacation procedures have been commenced. The City Planner has suggested a pre-.application review as the proper vehicle for beginning the street vacation process. This application is for that purpose, and presents two options - a one- entrance option, which would provide ingress to and egress from the site via Base Line Road only, and a two-entrance option, which would preserve the current connection to historic Alta Loma, of which it is a pa~.
