PRE-APPLICATION REVIEW DRC2001-00170 - LEVVIS RETAIL CENTERS - A request to develop a service station with convenience retail center and car wash on 1.24 acres of land within the Low Residential District of the Victoria Community Plan, located at the northeast corner of Day Creek Boulevard and Highland Avenue. Victoria Community Plan Amendment 00-02 has been filed to change the existing district to Village Commercial - APN 1089-121-08. Related Files: General Plan Amendment 00-02A and Victoria Community Plan Amendment 00-02. III. PUBLIC COMMENTS This is the time and place for the general public to address the commission. Items to be discussed here are those which do not already appear on this agenda. IV. ADJOURNMENT The Planning Commission has adopted Administrative Regulations that set an 11:00 p.m. adjournment time. Environmental Settincl, Existincl Site Conditions, and Prooosed Chanties The project site is bounded by Highland Avenue and single family residential uses on the south, Route 30! (I-210) Freeway on the north, single family residential uses on the southeast, and Day Creek Boulevard and vacant commercially zoned property on the west. The project site is located within the approved Victoria Community Plan area. The project site is irregular in configuration and is currently vacant and utilized by Caltrans as a staging area for construction of the Route 30/(I-210) Freeway. The site contains stockpiles of sand, gravel, and other construction materials used for the construction of the Route 30/(I-210) Freeway. The project site contains no existing trees or other plant materials with the exception of weedlike plants. No known archaeological resources exist on the site. A cultural resources report was prepared as part of the Environmental Impact Report certified by the City of Rancho Cucamonga as part of the approval of the Victoria Community Plan and subsequent amendments. The project site is affected by traffic noise generated from traffic along Highland Avenue. With th~ completion of Route 30/(I-210) and D~y Creek Boulevard, the site will be further affected by traffic noise. Storm water from the site drains into existing drain connections to the Day Creek Channel. Proposed changes to the project site include the development of an automotive service station with a convenience retail center and car wash. The development program potentially could include a drive-through · restaurant in addition to the convenience retail and service station uses. ITEM A Mr. Alan Warren March 28, 2001 Page 2 of 2 General Plan and Zoning Consistency The project site is located within the Victoria Community Plan area. The project site has an existing General Plan land use designation of Low Residential and is zoned Low Density Residential pursuant to the land use for the site established in the Victoria Community Plan. On September 27, 2000, the City of Rancho Cucamonga Planning Commission recommended that City Council amend the General Plan to change the land use designation Low Residential to Neighborhood Commercial,. amend the Victoria Community Plan changing the zoning for the project site from Low Density. Residential to Village Commercial, and to adopt a negative declaration prepared in support of the recommended General Plan Amendment and Zone Change. The City Council has not yet reviewed the recommendation from the Planning Commission for the General Plan Amendment and Community Plan Amendment pending resolution of title issues on a portion of the project site. The proposed commercial project is consistent with the Neighborhood Commercial General Plan land use designation and Village Commercial zoning classification recommended by the Planning Commission. Development of the proposed project is subject to Planning Commission approval of a conditional use permit and design review. Land Use Comoatibilitv Due to the size and irregular configuration of the project site resulting from the final alignment of the Route 30/(I-210) Freeway, development of the site for residential purposes is physically and economically infeasible. Development of a small commercial center to include convenience retail and/or automotive service station uses is a viable use of the site and is compatible in scale and operational characteristics with ihe proposed development of Village Commercial land uses located to the west adjacent to Day Creek Boulevard. The project site is adjacent to single family residential land uses on the south and southeast. The site and adjacent land uses are currently affected by traffic noise generated from traffic along Highland Avenue. With the completion of the Route 30/(I-210) Freeway and Day Creek Boulevard, the project site and adjacent residential Uses will be further affected by traffic noise. The development of the project site as a village serving commercial land use is not anticipated to generate a significant increase in traffic or traffic noise over that already existing and projected for the vicinity. The development of the proposed project will require approval of a conditional use permit and design review by the City. Conditions of approval for the proposed project will address the major operational characteristics of the commercial uses such as the hours of operation, number and shifts of employees, screening of operations, shielding of lighting, and other features which will assure compatibility of the proposed project with adjacent residential uses. Our basic issues have been resolved at the staff level, so in the meantime, we will be preparing a formal submittal, which should occur within the next 60-90 days.
